คำแถลงของโฆษก ศบ.ทก.(ด้านความมั่นคง) เมื่อ 29 ก.ค.68

1) ตามที่ทราบกันว่าให้ทั้งสองฝ่ายหยุดยิง ในเวลา 2400 วันนี้ ฝ่ายไทยยืนยันว่าได้ปฏิบัติตามข้อตกลงหยุดยิงอย่างเคร่งครัด หยุดยิงทุกพื้นที่ทันทีที่ถึงกำหนดเวลา โดยยึดมั่นในคำมั่นสัญญาที่รัฐบาลทั้งสองฝ่ายได้ร่วมกันให้ไว้ 
 
อย่างไรก็ตาม ในช่วงเวลาหลังจากกำหนดหยุดยิง ฝ่ายกัมพูชายังคงใช้อาวุธยิงเข้ามาในเขตแดนของประเทศไทยอย่างต่อเนื่องในหลายจุด ถือเป็นการกระทำที่ จงใจละเมิดข้อตกลง และ บ่อนทำลายความเชื่อมั่น ที่ควรมีต่อกันในฐานะประเทศเพื่อนบ้าน การกระทำของฝ่ายกัมพูชาดังกล่าว ทำให้ฝ่ายไทยมีความจำเป็นต้องใช้มาตรการโต้กลับ ภายใต้สิทธิในการป้องกันตนเองตามหลักกฎหมายระหว่างประเทศ โดยฝ่ายไทยมิได้ใช้กำลังเพื่อรุกราน แต่เพื่อปกป้องอธิปไตยของชาติ และความปลอดภัยของประชาชน 
 
นอกจากนี้ ยังได้ปรากฏทราบว่า ฝ่ายกัมพูชาได้ใช้โบราณสถานเป็นโล่กำบัง ซึ่งเป็นการละเมิดพันธกรณีในการคุ้มครองทางวัฒนธรรมของสหประชาชาติ (UNESCO) อีกด้วย

 6) ตามข้อตกลงหยุดยิงที่เมือง putra jaya เมื่อวานนี้ // ทั้งสองฝ่ายได้มีการหารือระหว่างผู้บังคับบัญชาในพื้นที่ 
โดยมีการกำหนดกรอบ/แนวทางในการปฏิบัติของทั้งสองฝ่าย ประกอบด้วยหัวข้อสำคัญ 5 เรื่อง 
 1 หยุดยิง 
 2 ห้ามยิงต่อประชาชน 
 3 หยุดการเพิ่มเติมกำลัง  
 4 ห้ามเคลื่อนย้ายกำลัง (กำลังที่ตั้งอยู่ให้อยู่ในที่ตั้ง) 
 5. มีแนวทางส่งกลับ ผู้ป่วย ผู้บาดเจ็บ เสียชีวิต ตลอดจนผู้ถูกควบคุม

 7) เน้นย้ำเรื่องของการถูกโจมตีทางไซเบอร์ ขอให้พี่น้องประชาชนเพิ่มความระมัดระวังในการถูกโจมตีทางไซเบอร์ และให้แจ้งหน่วยงานทางการที่เกี่ยวข้อง อาทิ กระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม ทราบ เพื่อดำเนินการต่อไป

 1) According to the meeting yesterday hosted by Malaysian Prime Minister in Putra Jaya, Malaysia, both sides agreed to cease fire at 2400 hours today. Thailand affirms that it has strictly adhered to the ceasefire agreement by halting all hostilities in every area immediately upon the specified time, in full commitment to the joint pledge made by both governments. 
 
However, after the ceasefire came into effect, Cambodian forces continued to launch attacks into Thai territory at multiple locations. These actions are considered a deliberate violation of the agreement and a serious breach of trust that should exist between neighboring countries. As a result of Cambodia’s actions, Thailand found it necessary to respond under its right to self-defense as recognized by international law. We would like to reaffirm that the Thai side did not use force for aggression, but rather to defend national sovereignty and ensure the safety of its citizens. 
 
Additionally, it has been observed that Cambodian forces used ancient heritage sites as shields, which constitutes a violation of their obligations under the United Nations (UNESCO) cultural protection framework.

 5) Affected healthcare facilities, totaling 20 locations 
* Fully closed: 13 locations

 6) According to the ceasefire agreement reached yesterday, a discussion was held earlier this morning between field commanders from both sides. The operational framework agreed upon includes five key points: 
 
1. Ceasefire 
2. No attacks on civilians 
3. No reinforcement of troops 
4. No movement of existing forces (troops must remain in place 
5. Both sides are to draw up guidelines of returning the sick, the wounded, the dead, and those detained to their respective sides 
 
 7) Emphasis was also placed on addressing cyberattacks. The public is advised to monitor the situation and report any incident of cyberattack to authorities concerned such as Ministry of Digital Economy and Society for further action.
