ชี้แจงกรณีถ้อยแถลงของกัมพูชาในเวทีคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (UNHRC)

กรณีรองนายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงการต่างประเทศและความร่วมมือระหว่างประเทศของกัมพูชา กล่าวถ้อยแถลงในการประชุมระดับสูงของ United Nations Human Rights Council (UNHRC) สมัยที่ 61
ณ นครเจนีวา สมาพันธรัฐสวิส เมื่อ 24 กุมภาพันธ์ 2569 โดยมีเนื้อหาเกี่ยวกับสถานการณ์ชายแดนไทย - กัมพูชา
ซึ่งไม่สอดคล้องกับข้อเท็จจริง และอาจก่อให้เกิดความเข้าใจคลาดเคลื่อนในเวทีระหว่างประเทศ ดังนี้
1. ประเด็นข้อตกลงหยุดยิง ไทยยืนยันว่า ถ้อยแถลงร่วมว่าด้วยการหยุดยิง เมื่อ 27 ธันวาคม 2568 ที่ทั้งสองฝ่ายตกลงร่วมกันโดยสมัครใจ มีความชัดเจนและมีผลผูกพันทางการปฏิบัติ มิได้มีลักษณะเปราะบางดังที่ถูกกล่าวอ้าง
หากทุกฝ่ายยึดถือด้วยความจริงใจ
ตลอดระยะเวลาที่ผ่านมา ฝ่ายไทยปฏิบัติตามข้อตกลงอย่างเคร่งครัด โดยมุ่งรักษาเสถียรภาพในพื้นที่
และแก้ไขปัญหาด้วยสันติวิธี ทั้งนี้ การดำเนินการใด ๆ ที่อาจทำลายความเชื่อมั่นต่อข้อตกลง หรือสร้างความตึงเครียดในเวทีระหว่างประเทศ ย่อมไม่เอื้อต่อกระบวนการสันติภาพที่ทั้งสองฝ่ายได้ร่วมกันกำหนดไว้
2. ประเด็นกิจกรรมทหารบริเวณชายแดนและผลกระทบต่อพลเรือน ไทยขอยืนยันว่า การวางกำลัง
และมาตรการรักษาความปลอดภัยบริเวณชายแดน เป็นการดำเนินการภายในเขตอธิปไตยของไทย และเป็นไปตาม
ข้อถ้อยแถลงร่วม ที่ว่าให้ทั้งสองฝ่ายคงกำลังในพื้นที่เดิมภายหลังการหยุดยิง
มาตรการด้านความปลอดภัย เช่น การจัดตั้งเครื่องกีดขวางชั่วคราว เป็นไปเพื่อป้องกันการเผชิญหน้า
และลดความเสี่ยงของกำลังพลและประชาชน มิใช่มุ่งจำกัดสิทธิมนุษยชนของผู้ใด
สำหรับตัวเลขผู้พลัดถิ่นที่ได้รับการกล่าวอ้างนั้น เป็นข้อมูลที่คลาดเคลื่อนอย่างมีนัยสำคัญ โดยที่ผ่านมา กิจกรรมทางทหารของไทย จำกัดเฉพาะเป้าหมายทางทหาร ตามหลักกฎหมายมนุษยธรรมระหว่างประเทศ
และหลีกเลี่ยงผลกระทบต่อประชาชนอย่างสูงสุด
ในส่วนของกลุ่มชาวกัมพูชาที่อาศัยบริเวณชายแดน  ฝ่ายไทยได้ดำเนินการตามหลักมนุษยธรรมและกฎหมายระหว่างประเทศอย่างต่อเนื่อง พร้อมเรียกร้องให้แก้ไขปัญหาผ่านกลไกทวิภาคีที่มีอยู่
3. ข้อเรียกร้องต่อการสื่อสารในเวทีระหว่างประเทศ ไทยเห็นว่า การนำเสนอข้อมูลที่ไม่ครบถ้วน
หรือคลาดเคลื่อนต่อเวทีนานาชาติ อาจส่งผลกระทบต่อบรรยากาศแห่งความไว้วางใจ และความร่วมมือระหว่างสองประเทศ
ประเทศไทยขอเรียกร้องให้ทุกฝ่ายยึดถือข้อเท็จจริง ตรวจสอบข้อมูลอย่างรอบคอบ และใช้กลไกทวิภาคี
ในการแก้ไขปัญหาอย่างสร้างสรรค์ เพื่อรักษาเสถียรภาพ ความมั่นคง และสันติภาพในภูมิภาค
ศูนย์ข่าวสารสถานการณ์ ไทย - กัมพูชา ยืนยันความมุ่งมั่นของประเทศไทยในการปฏิบัติตามกฎหมายระหว่างประเทศ หลักมนุษยธรรมสากล และข้อตกลงที่ได้ร่วมกันลงนาม พร้อมทั้งสนับสนุนการแก้ไขปัญหาด้วยสันติวิธี
และความร่วมมือระหว่างประเทศอย่างยั่งยืน

Clarification Regarding the Statement by Cambodia at the United Nations Human Rights Council (UNHRC)

The Joint Information Center on the Thailand - Cambodia Situation wishes to clarify to
the public and the international community regarding the statement delivered by the Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of Cambodia at the High-Level Segment of the 61st Session of the United Nations Human Rights Council (UNHRC) in Geneva,
on 24 February 2026. The statement addressed the situation along the Thailand–Cambodia border
 in a manner not consistent with the facts and which may lead to misunderstanding in
the international arena, as follows:
1. Ceasefire Agreement Thailand reaffirms that the Joint Statement on the ceasefire of 
27 December 2025, voluntarily agreed upon by both sides, is clear in its provisions and binding
in practical implementation. It is not fragile as alleged, provided that all parties uphold it in good faith.
Throughout this period, Thailand has strictly complied with the agreement, with the aim
of maintaining stability on the ground and resolving issues through peaceful means. Any actions that could undermine confidence in the agreement or heighten tensions in the international arena would not be conducive to the peace process jointly established by both sides.
2. Military actions along the Border and Impact on Civilians Thailand affirms that
the deployment of forces and security measures along the border are conducted within Thailand’s sovereign territory and in accordance with the Joint Statement that both sides maintain their respective positions following the ceasefire.
Security measures, including the establishment of temporary barriers, are intended to prevent confrontation and reduce risks to personnel and civilians, and are not aimed at restricting the human rights of any individual.
With regard to the figures cited on displaced persons, such information is significantly inaccurate. Thailand’s military activities have been confined strictly to military objectives, in line with international humanitarian law, while exercising the utmost care to avoid impacts on civilians.
Concerning Cambodian nationals residing along the border, Thailand has continuously acted in accordance with humanitarian principles and international law, while calling for the issue to be addressed through existing bilateral mechanisms.
3. Call for Responsible Communication in the International Arena Thailand considers that presenting incomplete or inaccurate information may adversely affect the atmosphere of trust and cooperation between the two countries.
Thailand therefore calls upon all parties to adhere to the facts, carefully verify information, and utilize bilateral mechanisms to address issues constructively, in order to preserve stability, security, and peace in the region.
The Joint Information Center on the Thailand - Cambodia Situation reiterates Thailand’s commitment to international law, International Humanitarian Law, and the agreements jointly agreed upon, and supporting peaceful resolution of issues and sustainable international cooperation.
