กองทัพเรือให้การต้อนรับ AOT ตรวจสอบหลักฐานการวางทุ่นระเบิดใหม่

ศูนย์ข่าวสารสถานการณ์ ไทย-กัมพูชา ขอแจ้งให้สาธารณชนและประชาคมระหว่างประเทศทราบว่า
เมื่อวันที่ 25 กุมภาพันธ์ 2569 เวลา 09.00 น. กองกำลังป้องกันชายแดนจันทบุรีและตราด ได้มอบหมายให้
หน่วยปฏิบัติการทุ่นระเบิดด้านมนุษยธรรมกองทัพเรือ ให้การต้อนรับคณะผู้สังเกตการณ์จากสมาคมประชาชาติ
แห่งเอเชียตะวันออกเฉียงใต้ (อาเซียน) ซึ่งเดินทางมาเข้าร่วมตรวจสอบข้อเท็จจริง กรณีตรวจพบการวางทุ่นระเบิดสังหารบุคคลใหม่ในพื้นที่บ้านหนองรี (บ้านสามหลัง) ตำบลชำราก อำเภอเมืองตราด จังหวัดตราด อันเป็นพื้นที่ภายในอธิปไตยของประเทศไทย
การดำเนินการดังกล่าวมีขึ้นภายหลังเจ้าหน้าที่ตรวจพบการลักลอบวางทุ่นระเบิดสังหารบุคคลและวัตถุระเบิดแสวงเครื่องรุกล้ำเข้ามาในเขตแดนไทยประมาณ 500 เมตร ซึ่งก่อให้เกิดความเสี่ยงต่อความปลอดภัยของประชาชน
และถือเป็นการละเมิดอธิปไตยของประเทศไทยอย่างร้ายแรง หน่วยปฏิบัติการทุ่นระเบิดด้านมนุษยธรรมกองทัพเรือ
ได้ดำเนินการตรวจพิสูจน์ตามขั้นตอนทางเทคนิคและมาตรฐานสากล ครอบคลุมการรวบรวมเอกสารและวัตถุพยาน การวิเคราะห์ข้อมูลโดยผู้เชี่ยวชาญ การตรวจสอบพิกัดทางทหาร และการพิสูจน์ชนิดวัตถุระเบิดภาคสนาม
จากการตรวจสอบ พบเอกสารทางทหารที่เกี่ยวข้อง ได้แก่ คู่มือการใช้ทุ่นระเบิด แผนผังสนามทุ่นระเบิด
และเอกสารคำสั่งปฏิบัติการซึ่งระบุพิกัดและช่วงเวลาการดำเนินการในเขตแดนไทย โดยหลักฐานทั้งหมดได้รับ
การตรวจสอบจากผู้เชี่ยวชาญเฉพาะด้าน ทั้งด้านการแปลเอกสาร การวิเคราะห์พิกัดระบบ UTM และการตรวจพิสูจน์วัตถุระเบิด ผลการตรวจสอบยืนยันว่าพิกัดในเอกสารสอดคล้องกับพื้นที่ตรวจพบจริง และลักษณะการวางทุ่นระเบิด
มีรูปแบบเป็นระบบ อยู่ในสภาพใหม่ จึงเป็นหลักฐานที่ชี้ชัดว่าเป็นการวางทุ่นระเบิดใหม่ มิใช่ทุ่นระเบิดตกค้าง
จากสถานการณ์ในอดีต
 ทั้งนี้ ในช่วงหลายปีที่ผ่านมา การปฏิบัติการเก็บกู้ทุ่นระเบิดตามแนวชายแดนยังเผชิญอุปสรรคจากการขัดขวางในพื้นที่ ซึ่งส่งผลให้กระบวนการทำให้พื้นที่ปลอดภัยดำเนินไปด้วยความยากลำบาก และเพิ่มความเสี่ยงต่อประชาชนตามแนวชายแดน พฤติการณ์ดังกล่าวสะท้อนถึงความพยายามใช้ทุ่นระเบิดเป็นเครื่องมือสร้างสภาพพื้นที่ไม่ปลอดภัย อันอาจกระทบต่อกระบวนการปักปันเขตแดนที่ทั้งสองฝ่ายมีกรอบความร่วมมือร่วมกัน
ในการนี้ คณะผู้สังเกตการณ์ยังได้เยี่ยมชมศูนย์ราชการุณย์ของสภากาชาดไทย ณ บ้านเขาล้าน อำเภอคลองใหญ่ จังหวัดตราด เพื่อรับทราบบทบาทด้านมนุษยธรรมของประเทศไทยในการให้ความช่วยเหลือผู้อพยพจากสถานการณ์ความไม่สงบในอดีต สะท้อนแนวทางการดำเนินนโยบายที่ยึดหลักมนุษยธรรมและสันติวิธีมาอย่างต่อเนื่อง
ศูนย์ข่าวสารสถานการณ์ ไทย-กัมพูชา ย้ำว่า ประเทศไทยเป็นฝ่ายที่ได้รับผลกระทบจากการรุกล้ำอธิปไตย
และภัยคุกคามจากทุ่นระเบิดสังหารบุคคลในครั้งนี้ จึงได้เปิดพื้นที่ให้คณะผู้สังเกตการณ์อาเซียนร่วมตรวจสอบข้อเท็จจริง เพื่อเสริมสร้างความเข้าใจที่ถูกต้องต่อประชาคมระหว่างประเทศ พร้อมยืนยันความมุ่งมั่นในการปฏิบัติ
ตามพันธกรณีระหว่างประเทศ โดยเฉพาะอนุสัญญาออตตาวาว่าด้วย การห้ามใช้ทุ่นระเบิดสังหารบุคคล ตลอดจน
หลักกฎหมายระหว่างประเทศ หลักมนุษยธรรม และการรักษาความมั่นคงชายแดนอย่างมีความรับผิดชอบ

Royal Thai Navy Invites AOT for the Inspection of Newly-Planted Landmines

The Joint Information Center on the Thailand - Cambodia Situation would like
to inform that, on 25 February 2026 at 0900 hrs., the Chanthaburi and Trat Border Defense Forces assigned the Royal Thai Navy’s Humanitarian Mine Action Unit (NPT-RTN) to receive the ASEAN Observer Team (AOT) to participate in a fact-finding inspection following the discovery
of newly laid anti-personnel landmines at Ban Nong Ree (Three Houses), Chamrak Subdistrict, Mueang District, Trat Province, within Thailand’s sovereign territory.
This action followed the detection of the clandestine placement of anti-personnel landmines and improvised explosive devices approximately 500 meters inside Thai territory, posing risks to both military personnel and civilians and constituting a serious violation
of Thailand’s sovereignty. The NPT-RTN conducted technical verification procedures according to international standards, including the collection of documentary and physical evidence, expert analysis, military coordinates, and the identification of explosive devices.
The inspection uncovered military documents including landmine operation manuals,
minefield layout plans, and operational orders specifying coordinates and timeframes
for the emplacement within Thai territory. All evidence was examined by specialists through document translation, UTM coordinate analysis, and technical identification of the explosive devices.
The findings confirmed that the coordinates in the documents correspond with
the actual locations where the devices were discovered, and that the pattern of emplacement was systematic. The landmines were in new condition, providing clear evidence that they were recently planted rather than remnants of past conflicts. Such actions may affect
the mutually agreed boundary demarcation process and pose obstacles to ongoing demining efforts.
On this occasion, the AOT also visited the Ratchakarun Thai Red Cross Society Center to learn about Thailand’s humanitarian role in assisting displaced cambodian civilians from past unrest, reflecting the country’s long-standing commitment to humanitarian principles and peaceful approaches.
The Center reiterates that Thailand is the affected party from the infringement
of its sovereignty and the threat posed by anti-personnel landmines. Thailand has therefore facilitated the AOT’s participation in the inspection to promote accurate understanding within the international community, while reaffirming its commitment to fulfilling international obligations, particularly the Ottawa Convention regarding anti-personnel mines, as well as international law, humanitarian principles, and responsible border security.
