ชี้แจงกรณีการใช้พื้นที่โบราณสถานในสถานการณ์การขัดกันด้วยอาวุธ

 ศูนย์แถลงข่าวร่วมสถานการณ์ชายแดนไทย - กัมพูชา ขอเรียนชี้แจงต่อสื่อมวลชนและประชาชน
ว่า จากการตรวจสอบข้อมูลที่ได้รับในช่วงที่ผ่านมา พบว่ามีการใช้พื้นที่ซึ่งเป็นโบราณสถานหรือพื้นที่มรดก
ทางวัฒนธรรมเป็นที่ตั้งอาวุธ และใช้เป็นฐานยิงในสถานการณ์ความขัดแย้งตามแนวชายแดน
 การกระทำดังกล่าว ไม่สอดคล้องกับหลักกฎหมายระหว่างประเทศ และหลักกฎหมายมนุษยธรรมระหว่างประเทศ ซึ่งกำหนดให้โบราณสถานและทรัพย์สินทางวัฒนธรรมต้องได้รับการคุ้มครอง และไม่ควร
ถูกนำมาใช้เพื่อประโยชน์ทางทหาร เนื่องจากจะเพิ่มความเสี่ยงต่อความเสียหาย และอาจกระทบต่อความปลอดภัยของประชาชนโดยรอบ
 ฝ่ายไทยขอยืนยันว่า การดำเนินการใด ๆ ของไทย มีเป้าหมายเพื่อยุติภัยคุกคามและคุ้มครอง
ความปลอดภัยของประชาชน โดยยึดหลักความจำเป็น ความได้สัดส่วน และความระมัดระวังอย่างสูงสุด 
เพื่อหลีกเลี่ยงผลกระทบต่อพลเรือนและทรัพย์สินทางวัฒนธรรม
 ศูนย์แถลงข่าวร่วมฯ ขอเน้นย้ำว่า ประเทศไทยไม่ประสงค์ให้โบราณสถานหรือพื้นที่ทางวัฒนธรรม
ตกอยู่ในความเสี่ยงจากการสู้รบ และสนับสนุนการแก้ไขปัญหาผ่านแนวทางสันติ ภายใต้กฎหมาย
และมาตรฐานสากลที่ทุกฝ่ายยอมรับ
 ทั้งนี้ ขอความร่วมมือจากประชาชนและสื่อมวลชนให้ติดตามข้อมูลจากหน่วยงานราชการ เพื่อหลีกเลี่ยงความเข้าใจคลาดเคลื่อน และร่วมกันรักษาบรรยากาศของความสุภาพ ความรับผิดชอบ และความสร้างสรรค์

Clarification regarding the Use of Historic and Cultural Sites 
in the Context of the Armed Clashes

 The Joint Press Center on the Thailand - Cambodia Border Situation wishes to clarify 
to the media and the public that, based on a review of information received to date, there have been instances of historic sites or areas of cultural heritage being used for the storage of weapons and as firing positions in the context of the ongoing tensions along the border.
 Such actions are inconsistent with the principles of international law and international humanitarian law, which provide that historic sites and cultural property must be protected and should not be used for military purposes, as this increases the risk of damage and may endanger the safety of surrounding civilian populations.
 The Thai side reaffirms that any actions undertaken by Thailand are aimed solely 
at diminishing threats and protecting civilian safety, and are carried out in strict accordance with the principles of necessity, proportionality, and the utmost precaution, in order to avoid impacts 
on civilians and cultural property.
 The Joint Press Center underscores that Thailand does not wish to see historic or cultural sites placed at risk by hostilities and supports the peaceful resolution of the situation, in accordance with international law and universally accepted standards.
 The Joint Press Center also calls on the public and the media to follow updates from official sources, to avoid misunderstandings and to contribute to maintaining an atmosphere 
of civility, responsibility, and constructive communication.
