กองทัพบกสวนกลับกัมพูชา กล่าวหาเท็จ – ข้อมูลบิดเบือน ย้ำไทยไม่เคยโจมตีพลเรือน และปฏิบัติตามกติกาสากลทุกประการ

พลตรี วินธัย สุวารี โฆษกกองทัพบก กล่าวว่าจากถ้อยแถลงของพลโท มาลี โสเจียตา โฆษกกระทรวงกลาโหมกัมพูชา เมื่อ 11 ธ.ค.68 เป็นการกล่าวที่บิดเบือนไปจากข้อเท็จจริงทุกประเด็น ดังนี้

ประเด็นที่ 1 กล่าวว่าหากไม่มีการดำเนินการเอาผิดกองทัพไทยต่อการกระทำที่ผิดกฎหมาย พรุ่งนี้กองทัพไทยอาจทำเช่นเดียวกันกับประเทศอื่นๆ การกระทำเช่นนี้จะส่งผลกระทบอย่างร้ายแรงต่อสันติภาพและความมั่นคงในภูมิภาค

ยืนยันว่ากองทัพไทยไม่เคยกระทำผิดกฎหมายระหว่างประเทศ หรือฝ่าฝืนกติกาสากล เป็นฝ่ายกัมพูชาเองที่กระทำผิดกฎหมายสากลมาโดยตลอด สิ่งที่ฝ่ายไทยจำเป็นต้องปฏิบัติต่อกัมพูชาเช่นนี้ เป็นเพราะกัมพูชาเองเป็นผู้บีบบังคับ และมั่นใจว่าไม่เคยมีประเทศไหนปฏิบัติต่อประเทศไทยในแบบที่กัมพูชาได้กระทำ

ประเด็นที่ 2 กระทรวงกลาโหมกัมพูชาปฏิเสธข้อกล่าวหาใส่ร้ายป้ายสีและไร้มูลความจริงซ้ำแล้วซ้ำเล่า ซึ่งกลายเป็นนิสัยของกองทัพไทยที่ใช้เป็นข้ออ้างเพื่อสนองความทะเยอทะยานในการรุกล้ำอธิปไตยอันชอบธรรมของกัมพูชา

ฝ่ายไทยไม่เคยใส่ร้ายใคร ทุกอย่างอยู่บนพื้นฐานข้อเท็จจริง ทุกอย่างมีหลักฐานและข้อพิสูจน์ที่ชัดเจน และไม่ได้กระทำการใดๆ ด้วยความทะเยอทะยาน ทุกการกระทำจะอยู่บนพื้นฐานของเหตุผลและความจำเป็นโดยชอบธรรม เพื่อตอบโต้ผู้ที่มารุกล้ำอธิปไตย

ประเด็นที่ 3 นับตั้งแต่กองทัพไทยเปิดฉากโจมตีอย่างผิดกฎหมาย ละเมิดเงื่อนไขข้อตกลงหยุดยิงและแถลงการณ์ร่วม ระหว่างกัมพูชาและไทย ฝ่ายไทยก็ยุติข้อตกลงเหล่านี้เพียงฝ่ายเดียว ในทางกลับกัน ฝ่ายกัมพูชายังคงให้คำมั่นจะเคารพข้อตกลงเหล่านี้ ซึ่งพิสูจน์ให้เห็นว่า กัมพูชาหรือไทยกันแน่ ที่รักสันติภาพแท้จริงและต้องการแก้ไขความขัดแย้งอย่างสันติ

ฝ่ายไทยไม่ได้เป็นผู้เปิดฉากยิง ฝ่ายกัมพูชาเป็นผู้เปิดฉากยิงกำลังพลฝ่ายไทยก่อน เมื่อ 7 ธ.ค.68 ส่งผลให้กำลังพลบาดเจ็บ 2 นาย และช่วงก่อนหน้า ในระหว่างที่มีข้อตกลงหยุดยิง และแถลงการณ์ร่วม ระหว่างไทย - กัมพูชา กัมพูชาเป็นผู้ที่ละเมิดเงื่อนไขมาโดยตลอด โดยเฉพาะการลักลอบวางทุ่นระเบิดเพื่อทำร้ายกำลังพลฝ่ายไทย จึงเป็นเครื่องบ่งชี้ที่ชัดเจนว่ากัมพูชาไม่ใช่ผู้ที่รักในสันติภาพแท้จริง

ประเด็นที่ 4 กองทัพไทยได้ละเมิดกฎหมายระหว่างประเทศ โดยใช้เครื่องบินรบ F-16 ทิ้งระเบิดในพื้นที่พลเรือน การใช้แก๊สพิษ การทำลายโบราณสถาน เช่น ปราสาทพระวิหารและปราสาทตาควาย การใช้อาวุธหนักทุกชนิดอย่างไม่เลือกเป้าหมาย และการฆ่าและทำร้ายพลเรือนผู้บริสุทธิ์จำนวนมาก

รวมถึงพื้นที่ปราสาทตาควาย และ พื้นที่ปราสาทพระวิหาร ที่ถูกฝ่ายกัมพูชานำมาใช้ เพื่อการปฏิบัติการทางทหารชัดเจน โดยใช้เป็นที่ตั้งระบบอาวุธยิง เป็นคลังเก็บกระสุนวัตถุระเบิด และทุ่นระเบิด สำหรับใช้โจมตีทำร้ายฝ่ายไทย ซึ่งมีหลักฐานเป็นภาพปรากฏให้เห็นอยู่ตามสื่อโซเชี่ยลได้ทั่วไป จึงควรเป็นฝ่ายกัมพูชาเองที่เป็นฝ่ายที่ทำผิดกฎหมายมนุษยธรรม และทำผิดกติกาสากลเอง รวมถึงเป็นฝ่ายที่ไม่เห็นคุณค่าในมรดกทางวัฒนธรรม มีผลทำให้พื้นที่ดังกล่าวจึงเข้าข่าย เป็นพื้นที่ที่ “สูญเสียความคุ้มครองชั่วคราว” ตามอนุสัญญากรุงเฮก ค.ศ. 1954

ประเด็นที่ 5 ประชาคมระหว่างประเทศจะไม่นิ่งเฉยและปล่อยให้ประเทศที่เลือกที่จะข่มขู่และใช้กำลังโดยไม่เกรงกลัวกฎหมายระหว่างประเทศกระทำการเช่นนั้นต่อไปโดยไม่ถูกลงโทษ

ประชาคมระหว่างประเทศจะต้องไม่นิ่งเฉย ต่อสิ่งที่กัมพูชาได้กระทำ เช่น การนำกำลังเข้ารุกล้ำอธิปไตยประเทศไทย และการใช้ทุ่นระเบิดสังหารบุคคล รวมถึงการพยายามบิดเบือนข่าวสาร เพื่อทำลายภาพลักษณ์ประเทศไทย

ประเด็นที่ 6 เรียกร้องให้ฝ่ายไทยยุติการโจมตีแบบไม่เลือกเป้าหมาย โดยเฉพาะต่อพลเรือนและโครงสร้างพื้นฐานของพลเรือน สถานที่ทางประวัติศาสตร์ และยุติการเผยแพร่ข้อมูลเท็จ

ขอยืนยันว่าฝ่ายไทยใช้อาวุธต่อเป้าหมายทางทหารเท่านั้น ขอกัมพูชาอย่ากล่าวอ้างบิดเบือน และขอให้อยู่กับความเป็นจริง คำโกหกใส่ร้ายของกัมพูชา จะไม่น่าเชื่ออีกต่อไป

โฆษกกองทัพบกกล่าวเพิ่มเติมว่า แถลงการณ์ฉบับนี้ก็เป็นถ้อยแถลงที่บิดเบือนข้อเท็จจริงอีกฉบับหนึ่ง ที่พยายามใส่ร้ายป้ายสีประเทศไทยโดยปราศจากข้อเท็จจริงรองรับ ขอให้ฝ่ายกัมพูชาหยุดพฤติกรรมดังกล่าวทันที และหันมายึดหลักความจริงกับกติกาสากล

Royal Thai Army Responds to Cambodia: False Accusations and Distorted Information – Reaffirms Thailand Has Never Attacked Civilians and Strictly Abides by International Rules

Major General Winthai Suvaree, Army spokesperson, stated that the remarks made by Lieutenant General Mali Socheata, Cambodia’s Ministry of Defense spokesperson, on December 11, 2025, were distorted from the facts in every respect, as follows:

Point 1 Cambodia claimed that if the Royal Thai Army is not punished for its illegal actions, tomorrow it may do the same to other countries, which would seriously affect peace and stability in the region.

Affirms that the Royal Thai Armed Forces has never violated international law or broken international rules. It is Cambodia that has consistently violated international law. Thailand’s actions toward Cambodia are necessary only because Cambodia has forced them. No other country has ever treated Thailand the way Cambodia has.

Point 2 Cambodia’s Ministry of Defense denied accusations of defamation and baseless claims over and over, saying that it has become a habit of the Thai Army to use such excuses to justify ambitions to encroach upon Cambodia’s legitimate sovereignty.

Thailand insists it has never slandered anyone. Everything is based on facts, with clear evidence and proof. Thailand has never acted out of ambition; every action is based on reason and legitimate necessity, in response to violations of sovereignty.

Point 3 Cambodia alleged that since Thailand launched illegal attacks, violating ceasefire agreements and joint statements between the two countries, Thailand unilaterally abandoned these agreements, while Cambodia continued to respect them—proving which side truly loves peace and seeks to resolve conflict peacefully.

Thailand denies this, stating it was Cambodia that opened fire first on December 7, 2025, injuring two Thai soldiers. Even before that, during the ceasefire and joint statements, Cambodia repeatedly violated the terms, especially by secretly planting landmines to harm Thai soldiers. This clearly shows Cambodia is not genuinely committed to peace.

Point 4 Cambodia accused Thailand of violating international law by using F-16 fighter jets to bomb civilian areas, employing poison gas, destroying historical sites such as Preah Vihear Temple and Ta Kwai Temple, indiscriminately using heavy weapons, and killing or injuring many innocent civilians.

Thailand rejects these claims, stating that F-16s were used only to strike military targets with limited damage. Thai military operations are directed solely at military targets, never civilians. Thailand has not used poison gas or chemical weapons.

Cambodia itself used the Ta Kwai and Preah Vihear temple areas for military purposes—installing weapon systems, storing ammunition, and laying mines to attack Thai forces. Evidence of this is widely available on social media. Therefore, Cambodia is the party violating humanitarian law and international rules, and disregarding cultural heritage. Such use of the sites makes them “temporarily lose protection” under the 1954 Hague Convention.

Point 5 Cambodia claimed that the international community will not remain silent and allow a country that chooses to threaten and use force without regard for international law to continue without punishment.

Thailand responded that the international community must not remain silent about Cambodia’s actions, such as encroaching on Thai sovereignty, using anti-personnel mines, and distorting information to damage Thailand’s image.

Point 6 Cambodia called on Thailand to stop indiscriminate attacks, especially against civilians, civilian infrastructure, and historical sites, and to cease spreading false information.

Thailand reaffirmed that it only targets military objectives. Cambodia should stop distorting facts and face reality. Cambodia’s lies and slander will no longer be credible.

Major General Winthai added that Cambodia’s statement is yet another distortion of facts, attempting to slander Thailand without any supporting evidence. He urged Cambodia to immediately stop such behavior and instead adhere to truth and international rules.
