พลเรือตรี ปารัช รัตนไชยพันธ์ โฆษกกองทัพเรือ ชี้แจงว่า การปฏิบัติของกำลังพลไทยต่อสถานการณ์ที่มีกำลังทหารฝ่ายกัมพูชารุกล้ำเข้ามาในพื้นที่อธิปไตยของไทย บริเวณบ้านหนองรี ตำบลชำราก อำเภอเมือง จังหวัดตราด เป็นไปตาม หลักสากลด้านความมั่นคงและกฎหมายระหว่างประเทศ โดยยึดหลักความจำเป็นและความได้สัดส่วน (Necessity & Proportionality) อย่างเคร่งครัด

ในการปฏิบัติ กองทัพเรือได้ใช้มาตรการขั้นต่ำที่สุดที่จำเป็นต่อการยับยั้งการละเมิดอธิปไตย ได้แก่ การยิงเตือนตามขั้นตอนสากล เพื่อเปิดโอกาสให้กำลังฝ่ายกัมพูชาถอยออกจากพื้นที่อย่างปลอดภัย ก่อนดำเนินมาตรการอื่นใดเพิ่มเติม ซึ่งแสดงให้เห็นถึงความตั้งใจของฝ่ายไทยที่จะควบคุมสถานการณ์ไม่ให้ยกระดับสู่ความตึงเครียดที่ไม่จำเป็น

กองทัพเรือขอยืนยันอย่างชัดเจนว่า ในการปฏิบัติทั้งหมด ไม่มีการใช้อาวุธต้องห้ามใดๆ และไม่เคยมีอยู่ในครอบครอง เช่น อาวุธเคมี อาวุธชีวภาพ ตามที่อาจมีการเผยแพร่ข้อมูลคลาดเคลื่อนในบางช่องทาง ทั้งนี้ ฝ่ายไทยปฏิบัติการโดยใช้เฉพาะอาวุธและมาตรการที่มุ่งจำกัดผลกระทบเฉพาะต่อ เป้าหมายทางทหาร เท่านั้น

กองทัพเรือยังคงยึดมั่นในกรอบกติกาสากล และมุ่งปกป้องอธิปไตยของชาติควบคู่กับการรักษาเสถียรภาพของพื้นที่ชายแดน เพื่อไม่ให้เกิดความเสียหายต่อชีวิตและทรัพย์สินของประชาชน รวมถึงเพื่อคงไว้ซึ่งบรรยากาศสันติภาพในภูมิภาค

Royal Thai Navy’s operations regarding the incursion of Cambodian forces into Thai sovereign territory in the area of Trat Province

Rear Admiral Paraj Ratanajaipan, Spokesperson of the Royal Thai Navy, issued a statement regarding the recent incursion by Cambodian forces into Thai sovereign territory in the vicinity of Ban Nong Ri, Chamrak Subdistrict, Mueang District, Trat Province, emphasizing that all responses were conducted strictly in full accordance with international security principles and international laws. All operations strictly adhered to the principles of necessity and proportionality.

In addressing the situation, the Royal Thai Navy employed only the minimum force required to halt the infringement of Thai sovereignty. This included the use of standardized warning measures, specifically warning shots in line with international practice. These steps were taken to allow Cambodian forces an opportunity to withdraw safely before any further measures were taken. This demonstrates Thailand’s clear intention to prevent the situation from escalating unnecessarily.

The Royal Thai Navy affirms no prohibited weapons of any kind were used or deployed during the operations. The Royal Thai Navy does not possess chemical, biological, or any other banned weapons. Any contrary claims circulating in certain media channels are inaccurate. All operations were carried out with conventional weaponry and with effects strictly limited to military targets.

The Royal Thai Navy remains committed to upholding international standards and safeguarding national sovereignty while preserving stability along the border. These efforts aim to prevent harm to lives and property, as well as to maintain peace and security in the region.
