พลเรือตรี ปารัช รัตนไชยพันธ์ โฆษกกองทัพเรือ ชี้แจงว่าสถานการณ์บริเวณพื้นที่ชายแดนไทย–กัมพูชา ด้านจังหวัดตราด บริเวณบ้านหนองรี ต.ชำราก อ.เมือง จว.ตราด ซึ่งปรากฏชัดเจนจากภาพถ่ายทางอากาศล่าสุดว่ามีกำลังทหารกัมพูชาเข้ามาตั้งฐานปฏิบัติการอยู่ในเขตอธิปไตยของไทยอีกภายหลังที่บ้าน 3 หลัง ซึ่งเป็นสิ่งปลูกสร้างถาวรและฐานที่มั่นของฝ่ายทหารกัมพูชาได้ถูกรื้อทำลาย รวมทั้งทหารกัมพูชาได้ถอนกำลังไปแล้วอย่างไรก็ตาม กองกำลังทหารกัมพูชาได้ย้อนกลับมารุกล้ำอธิปไตยอีก รวมทั้งมีการเพิ่มเติมกำลังในพื้นที่ กรณีนี้ ฝ่ายไทยได้ดำเนินการตามขั้นตอนตามหลักสากลจากเบาไปหาหนัก ทั้งการประสานแจ้งเตือน และการเจรจากับฝ่ายกัมพูชาในทุกระดับ เพื่อให้ถอนกำลังออกจากพื้นที่ของฝ่ายไทยโดยเร็ว

อย่างไรก็ตาม แม้ฝ่ายไทยจะใช้ความอดกลั้นและดำเนินการเจรจามาอย่างต่อเนื่อง นอกจากกำลังทหารกัมพูชาจะไม่ถอนกำลังออกจากดินแดนของไทยแล้ว ยังมีการเสริมกำลังเพิ่มเติม เช่น ชุดรบพิเศษ พลซุ่มยิง จรวดหลายลำกล้อง รวมถึงปรับปรุงฐานที่มั่นสิ่งอำนวยความสะดวกทางยุทธวิธีในลักษณะที่กระทบต่ออธิปไตยของไทยอย่างชัดเจน เช่น การขุดคูเลต การติดตั้งอาวุธหนัก และการใช้อากาศยานไร้คนขับเข้ามาลาดตระเวนในพื้นที่และที่ตั้งทางทหารของฝ่ายไทยอย่างต่อเนื่อง ซึ่งทางกองทัพเรือพิจารณาแล้วเห็นว่าเป็นท่าทีที่แสดงถึงการคุกคามต่ออธิปไตยของไทยอย่างชัดเจน

ดังนั้น เพื่อรักษาอธิปไตยและความมั่นคงของประเทศ ตลอดจนความปลอดภัยของประชาชนในพื้นที่ กองทัพเรือและหน่วยงานด้านความมั่นคงที่เกี่ยวข้องจึงจำเป็นต้องใช้ปฏิบัติการทางทหารเพื่อขับไล่กำลังทหารกัมพูชาออกจากดินแดนอธิปไตยของไทย ตามหลักการป้องกันตนเองสากล (Right of Self-Defence) และกฎหมายที่เกี่ยวข้อง โดยยังคงยึดมั่นในหลักการใช้กำลังตามความจำเป็นและได้สัดส่วน เพื่อควบคุมสถานการณ์ให้อยู่ในวงจำกัดและหลีกเลี่ยงเหตุการณ์ที่อาจจะลุกลาม

กองทัพเรือขอยืนยันว่า การดำเนินการทุกขั้นตอนอยู่ภายใต้การกำกับดูแลอย่างใกล้ชิดของศูนย์บัญชาการทางทหารและ โดยคำนึงถึงผลประโยชน์แห่งชาติเป็นสำคัญ พร้อมทั้งยืนยันว่าไทยจะไม่ยอมให้มีการละเมิดอธิปไตยหรือการกระทำใด ๆ ที่กระทบต่อความมั่นคงของประเทศอย่างเด็ดขาด

Thailand’s Actions to Expel Cambodian Military Forces from Thai Sovereign Territory

Rear Admiral Paraj Ratanajaipan, Spokesperson of the Royal Thai Navy, announced that regarding the recent situation developed along the Thai–Cambodian border in Trat Province, particularly in the vicinity of the three demolished houses at Ban Nong Ri, Chamrak Sub-district, Mueang District, Trat Province, the aerial imagery clearly indicated the presence of Cambodian military forces within Thai sovereign territory. Despite the previous withdrawal of Cambodian forces and the removal of the structures, Cambodian troops subsequently re-entered and encroached upon Thai territory once again, as well as reinforced their presence and undertook tactical construction within the area. In response, Thailand has consistently taken actions in full accordance with international standards, proceeding from the least to the most stringent measures. These actions included coordination, formal notifications, and repeated negotiations with the Cambodian authorities at all levels to secure a peaceful withdrawal of their forces.

Despite Thailand’s restraint and continued diplomatic efforts, Cambodian forces have not only refused to withdraw but have also increased their military presence, including deploying special operations units, snipers, and multiple-rocket launchers; improving fortified positions; and undertaking activities that clearly infringe on Thai sovereignty, such as trench digging. Furthermore, heavy weapons have been emplaced, and unmanned aerial vehicles have been flown repeatedly over Thai military positions. The Royal Thai Navy assesses these actions as a direct and serious threat to Thailand’s sovereignty.

Therefore, in order to safeguard national sovereignty and security, as well as the safety of local residents, the Royal Thai Navy together with relevant national security agencies has found it necessary to undertake military operations to expel the Cambodian forces from Thai sovereign territory. These operations are being conducted under the international principle of the Right of Self-Defence, in compliance with the established Rule of Engagement and all applicable laws. The use of force has been strictly limited to what is necessary and proportionate, with the aim of containing the situation and preventing further escalation.

The Royal Thai Navy affirms that all actions have been carried out under the close supervision of the Military Command Center, with national interests as the highest priority. Thailand will not tolerate any violations of its sovereignty or any actions that threaten national security.
