จากกรณีเมื่อวันที่ 26 พฤศจิกายน 2568 กระทรวงการต่างประเทศกัมพูชาได้เผยแพร่ผลการบรรยายสรุปแก่คณะทูตและองค์กรระหว่างประเทศ โดยมีเนื้อหาบางส่วนเกี่ยวกับสถานการณ์ชายแดนไทย–กัมพูชา ซึ่งถูกบิดเบือนข้อเท็จจริง เพื่อหวังให้สังคมโลกเกิดความเข้าใจผิดต่อประเทศไทยนั้น

พลตรี วินธัย สุวารี โฆษกกองทัพบก ระบุว่า “กรณีนี้เป็นอีกหนึ่งความพยายามของฝ่ายกัมพูชาในการสร้างภาพและบิดเบือนหลักฐานต่อสังคมโลก เชื่อว่าคณะทูตจากต่างประเทศย่อมพิจารณาข้อมูลอย่างรอบด้าน ไม่ได้ฟังความฝ่ายใดฝ่ายหนึ่งจากเพียงคำกล่าวอ้าง ทั้งนี้ กระทรวงการต่างประเทศของไทยได้ชี้แจงข้อมูลและหลักฐานต่อคณะทูต รวมทั้งคณะ AOT แล้ว โดยเฉพาะคณะ AOT ที่ฝ่ายไทยได้นำลงพื้นที่จริง เพื่อให้เห็นข้อเท็จจริงด้วยตนเอง ซึ่งทำให้สามารถแยกแยะเจตนาที่ไม่บริสุทธิ์ของฝ่ายกัมพูชาออกจากข้อเท็จจริงที่เกิดขึ้นได้อย่างชัดเจน”

สำหรับประเด็นที่ฝ่ายกัมพูชาได้นำเสนอข้อมูลที่บิดเบือนต่อคณะทูตและองค์กรระหว่างประเทศไปนั้น มี 2 ประเด็นดังนี้

กรณีกล่าวหาว่าทหารไทยยิงพลเรือนกัมพูชาในพื้นที่บ้านหนองหญ้าแก้ว จ.สระแก้ว (12 พ.ย. 68)

ฝ่ายกัมพูชาอ้างว่า ทหารไทยยิงเข้าไปในหมู่บ้านโดยปราศจากการยั่วยุ และยืนยันว่ายังไม่มีการยิงตอบโต้จากฝ่ายกัมพูชา

โฆษกกองทัพบกยืนยันว่า เรื่องดังกล่าวไม่เป็นความจริง กัมพูชาเป็นฝ่ายเริ่มยิงมายังจุดเฝ้าตรวจของฝ่ายไทยก่อน เหมือนลักษณะต้องการสร้างสถานการณ์ ทำให้ฝ่ายไทยจำเป็นต้องยิงเตือนกลับไปตามกฎการใช้กำลัง เพื่อป้องกันตนเอง ยืนยันว่าฝ่ายไทยได้ยิงเตือนกลับไป ในทิศทางตามแนววิถีกระสุนที่ฝ่ายกัมพูชาได้ยิงมา ซึ่งบริเวณดังกล่าวมีลักษณะเป็นพุ่มไม้ ไม่ใช่พื้นที่ที่มีสิ่งปลูกสร้าง หรือพื้นที่อยู่อาศัยของประชาชนอย่างแน่นอน และเมื่อเห็นว่าภัยคุกคามด้วยการยิงสิ้นสุด ฝ่ายไทยก็ได้หยุดการตอบโต้ทันที ที่สำคัญ จากผลการตรวจสอบพื้นที่โดยหน่วยพิสูจน์หลักฐานของไทยร่วมกับคณะ AOT พบร่องรอยกระสุนที่บังเกอร์ของฝ่ายไทย และบริเวณต้นไม้โดยรอบ ชี้ชัดว่าเป็นการยิงมาจากทิศทางกัมพูชา ขณะเดียวกัน วิถีกระสุนที่ฝ่ายไทยยิงเตือนนั้น ไม่ได้มุ่งไปในทิศทางพลเรือนตามที่กัมพูชากล่าวอ้าง หลักฐานเหล่านี้สะท้อนชัดเจนว่า ฝ่ายไทยได้ปฏิบัติตามกติกาทั้งหมด และไม่ได้มีการยิงพลเรือนตามข้อกล่าวหา

สำหรับกรณีทหารไทยเหยียบทุ่นระเบิดที่ห้วยตามาเรีย อ.กันทรลักษ์ จ.ศรีสะเกษ (10 พ.ย. 68)

โดยฝ่ายกัมพูชากล่าวอ้างว่าเป็น “ทุ่นระเบิดเก่า” และอยู่ในเขตแดนกัมพูชา

โฆษกกองทัพบกชี้แจงว่า จากหลักฐานการตรวจพื้นที่ของคณะ AOT พบว่าเป็น ทุ่นระเบิดใหม่ มีลักษณะการวางเป็นกลุ่มจำนวนหลายทุ่น ไม่ใช่ทุ่นระเบิดเก่าตามที่กล่าวอ้าง และที่สำคัญที่สุดคือ ตำแหน่งพบ อยู่ในเขตแดนไทย แสดงให้เห็นชัดเจนว่าเป็นการลักลอบวางทุ่นระเบิดโดยฝ่ายกัมพูชา ซึ่งเป็นการละเมิดข้อตกลงระหว่างประเทศอย่างร้ายแรง และมีลักษณะเป็นการแสดงความเป็นปรปักษ์ต่อไทยอย่างเจตนา

จากเหตุการณ์นี้ทำให้ไทยจำเป็นต้องระงับการปฏิบัติตามปฏิญญาร่วม จนกว่าจะมีการคลี่คลายสถานการณ์และยุติการกระทำที่เป็นการละเมิด

โฆษกกองทัพบกระบุเพิ่มเติมว่า ขณะนี้ นอกจากการเตรียมกำลังป้องกันอธิปไตยภายใต้กฎการใช้กำลังอย่างเข้มงวดแล้ว การติดตามข่าวสารที่ถูกบิดเบือนโดยฝ่ายกัมพูชายังเป็นสิ่งจำเป็นอย่างยิ่งที่ฝ่ายไทยต้องพยายามสื่อสารข้อเท็จจริงตอบโต้ เพื่อไม่ให้ฝ่ายกัมพูชาใช้เทคนิคการสื่อสารฝ่ายเดียว และเทคนิคการสร้างเรื่องราวอันเป็นเท็จหลอกลวงสังคมโลก เพื่อหวังทำลายภาพลักษณ์ของประเทศไทย

Royal Thai Army Reaffirms: “Cambodia Distorts Facts” to Diplomats, International Organizations — Evidence Shows Thailand Followed Rules of Engagement

On November 26, 2025, Cambodia Ministry of Foreign Affairs and International Cooperation released a briefing to diplomats and international organizations, included certain content regarding the Thai–Cambodian border situation. The content distorted facts in an attempt to mislead the international community about Thailand.

Major General Winthai Suvaree, Army Spokesperson, stated: “This case is yet another attempt by Cambodia to create an image and distort evidence before the international community. We believe foreign diplomats will consider information comprehensively, not relying solely on one‑sided claims. The Thai Ministry of Foreign Affairs has already clarified information and evidence to the diplomats as well as the AOT delegation. In particular, the AOT delegation was taken to the actual area by the Thai side to witness the facts firsthand, which made it clear to distinguish Cambodia’s ill intentions from the actual facts.”

The distorted information presented by Cambodia to diplomats and international organizations involved two issues:

Allegation that Thai soldiers shot Cambodian civilians in Ban Nong Ya Kaeo, Sa Kaeo Province (November 12, 2025)

Cambodia claimed Thai soldiers fired into the village without provocation and insisted there was no return fire from the Cambodian side.

The Army Spokesperson confirmed this was false. Cambodia initiated gunfire at a Thai observation post, apparently to create a situation. Thai forces were compelled to fire warning shots strictly under rules of engagement for self‑defense. These warning shots were directed along the trajectory of Cambodian fire, into wooded areas, not toward any buildings or civilian residences. Once the threat ended, Thai forces immediately ceased fire.

Crucially, forensic investigation by Thai units together with the AOT delegation found bullet marks on Thai bunkers and surrounding trees, clearly showing gunfire originated from Cambodia. Meanwhile, the trajectory of Thai warning shots did not target civilians as alleged. This evidence confirms Thailand acted fully within the rules and did not fire at civilians.

Cambodia claimed it was an “old landmine” located inside Cambodian territory.

The Army Spokesperson clarified that evidence from the AOT’s site inspection showed it was a newly laid minefield, with several mines placed in groups, not old mines as claimed. Most importantly, the location was inside Thai territory, clearly indicating clandestine planting of mines by Cambodia. This constitutes a serious violation of international agreements and demonstrates deliberate hostility toward Thailand.

As a result, Thailand was compelled to suspend implementation of the joint declaration until the situation is resolved and violations cease.

The Army Spokesperson added: At present, beyond preparing forces to defend sovereignty under strict rules of engagement, monitoring distorted information spread by Cambodia is essential. Thailand continues to communicate the facts to the public and the international community to counter one‑sided narratives and fabricated stories intended to damage the country’s image.
