วันนี้ (25 พฤศจิกายน 2568) พลตรี วินธัย สุวารี โฆษกกองทัพบก เปิดเผยว่า เมื่อวันที่ 24 พฤศจิกายน 2568 กระทรวงกลาโหมกัมพูชาได้เผยแพร่เอกสารจากผลการประชุมคณะกรรมการบริหารและสมัชชาใหญ่ขององค์การ The Centrist Democrat International : CDI-IDC ณ เมืองเซาเปาโล ประเทศบราซิล เมื่อวันที่ 20-23 พฤศจิกายน ที่ผ่านมา ซึ่งมีเนื้อหากล่าวถึงสถานการณ์ชายแดนไทย–กัมพูชา และข้อกล่าวหาต่อฝ่ายไทยหลายประการที่ไม่ตรงกับข้อเท็จจริง กองทัพบกจึงขอชี้แจงเพื่อให้เกิดความเข้าใจที่ถูกต้อง

ย้ำว่ากองทัพไทยปฏิบัติตามข้อตกลงร่วมไทย–กัมพูชา (Joint Declaration) ที่ลงนามเมื่อวันที่ 26 ตุลาคม 2568 อย่างเคร่งครัด ทั้งการถอนอาวุธหนัก และการเก็บกู้ทุ่นระเบิด โดยไม่เคยมีพฤติการณ์ใดที่ขัดต่อเจตนารมณ์ของข้อตกลงดังกล่าว หากแต่ฝ่ายกัมพูชาเองที่มีการแสดงออกถึงการละเมิดมาโดยตลอด

สำหรับกรณีที่เอกสาร CDI–IDC ระบุว่าไทย จับกุมทหารกัมพูชา 18 นาย อย่างผิดกฎหมาย นั้น ขอยืนยันว่าไม่เป็นความจริง เพราะทหารกัมพูชาทั้ง 18 นาย ได้ยอมจำนนจากการสู้รบในพื้นที่ กองทัพไทยจึงทำการปลดอาวุธ และควบคุมตัวไว้ภายใต้หลักกฎหมายสากล ในระหว่างควบคุมตัว ได้มีการดูแลภายใต้หลักมนุษยธรรม และเปิดให้ผู้แทนองค์กรต่างๆ สามารถเข้าตรวจเยี่ยมได้อย่างเปิดเผยโปร่งใส จึงไม่ใช่การจับกุมและควบคุมตัวโดยมิชอบตามที่ถูกกล่าวหาแต่อย่างใด

ส่วนข้อกล่าวหาเหตุโจมตีพลเรือนในจังหวัดบันเตียเมียนเจย เมื่อวันที่ 12 พฤศจิกายน 2568 ที่ CDI–IDC อ้างว่าทหารไทยยิงใส่พลเรือน นั้น กองทัพบกขอเรียนว่าไม่เป็นความจริง ยืนยันว่าเหตุการณ์ที่เกิดขึ้นนั้น เป็นลักษณะที่ฝ่ายกัมพูชาเจตนาโจมตีเข้ามาก่อน จากนั้นฝ่ายไทยจึงทำการยิงเตือนเพื่อตอบโต้ตามกฎการใช้กำลังอย่างรอบคอบ ไปยังทิศทางที่ไม่เกิดความเสียหายต่อพลเรือน ซึ่งหลังจากนั้นฝ่ายไทยยังพบความผิดสังเกต ที่ฝ่ายกัมพูชายังพยายามใช้การปฏิบัติการข่าวสาร และการสร้างพยานหลักฐานบิดเบือนกล่าวหาฝ่ายไทย โดยเฉพาะหลักฐานที่พบลักษณะบาดแผลของผู้บาดเจ็บไม่สอดคล้องกับการถูกยิงจากอาวุธปืนทางทหารตามที่มีการอ้างเหตุ ข้อมูลต่าง ๆ จึงสะท้อนถึงพฤติการณ์บิดเบือนและจัดฉากเพื่อกล่าวโทษไทยในเวทีต่างประเทศ

ในประเด็นการเก็บกู้ทุ่นระเบิด ที่กองทัพไทยยังคงดำเนินภารกิจเก็บกู้ทุ่นระเบิดใน 5 พื้นที่อย่างต่อเนื่อง แม้ในระยะแรกพบการขัดขวางจากฝ่ายกัมพูชา รวมถึงการลักลอบวางทุ่นระเบิดใหม่ในบางจุด การลอบตัดและขโมยลวดหนาม และความพยายามรบกวนการทำงานของชุดเก็บกู้ ซึ่งล้วนส่งผลกระทบต่อความปลอดภัยของประชาชนในพื้นที่ แต่ฝ่ายไทยยังยืนหยัดปฏิบัติหน้าที่ตามหลักมนุษยธรรมโดยคำนึงถึงความปลอดภัยของประชาชนเป็นสำคัญ

นอกจากนี้ ยังพบว่ากัมพูชาปล่อยข่าวเท็จ สร้างสถานการณ์หลายประเด็นเพื่อทำลายภาพลักษณ์ของประเทศไทย อาทิ ข้อกล่าวหาทหารพรานไทยข่มขืนแรงงานกัมพูชา ซึ่งจากการตรวจสอบร่วมกันของไทย–กัมพูชา และคณะผู้สังเกตการณ์อาเซียน ไม่พบเหตุการณ์หรือหลักฐานใด ๆ พื้นที่ตามที่อ้างยังอยู่ในเขตควบคุมของฝ่ายกัมพูชาเอง จึงอาจเป็นเพียงการร่วมกันจัดฉากสร้างข่าวเท็จเพื่อมุ่งทำลาย ความน่าเชื่อถือฝ่ายไทย

ตลอดจน กรณีเสียงดังคล้ายระเบิดที่ AOT เข้าใจว่าเป็นการยิงจากไทย แท้จริงพบว่าทหารกัมพูชาประมาณ 30 นายเข้ามาประชิดแนวชายแดนบริเวณฐานจอมมวย และจุดประทัดจำนวนมากโยนเข้ามาฝั่งไทยเพื่อสร้างเสียงคล้ายปืน จนทำให้คณะผู้สังเกตการณ์เข้าใจผิด โดยฝ่ายไทยมีบันทึกภาพเหตุการณ์ทั้งหมด ไว้แล้วอย่างละเอียด เพราะรู้ว่ากัมพูชา ชอบจัดฉากเพื่อสร้างสถานการณ์ ให้ร้ายฝ่ายไทย

อีกทั้ง กัมพูชามีความเคลื่อนไหวด้านกำลังพลและยุทโธปกรณ์ตรวจพบอย่างต่อเนื่อง ทั้งการผลัดเปลี่ยนกำลัง ปรับที่ตั้ง และขยับอาวุธจำนวนหลายจุด ในขณะเดียวกันกัมพูชายังคงปล่อยข้อมูลบิดเบือนเพื่อกดดันและสร้างภาพลักษณ์เชิงลบต่อประเทศไทย

กองทัพบกยืนยันว่าทุกครั้งที่เกิดข้อกล่าวหาหรือข้อมูลที่บิดเบือน ฝ่ายไทยจะเร่งตรวจสอบ พิสูจน์ข้อเท็จจริง และชี้แจงโดยใช้ข้อมูลภาคสนามและหน่วยงานที่เกี่ยวข้อง เพื่อป้องกันความเข้าใจผิดที่กระทบต่อความสัมพันธ์ระหว่างประเทศ

ทั้งนี้ กองทัพบกยังคงยึดมั่นปฏิบัติตามกฎบัตรอาเซียน กฎบัตรสหประชาชาติ และกฎหมายระหว่างประเทศอย่างเคร่งครัด พร้อมเดินหน้าสนับสนุนกระบวนการสันติภาพอย่างต่อเนื่อง แม้ไทยจะไม่ใช่ฝ่ายยั่วยุ แต่กองทัพบกยังคงรักษาความพร้อมรบเต็มระดับ เพื่อพิทักษ์อธิปไตยของชาติและความปลอดภัยของประชาชนไทยอย่างสูงสุด

Thai Army Rejects CDI–IDC Report, Insists No Agreement Breach, Blames Cambodia for Disinformation

On November 25, 2025, Major General Winthai Suvaree, Army spokesperson, revealed that on November 24, 2025, Cambodia’s Ministry of Defense had released a document based on the results of the Executive Committee and General Assembly meeting of The Centrist Democrat International (CDI–IDC) held in São Paulo, Brazil, from November 20–23. The document referred to the Thai–Cambodian border situation and contained several allegations against Thailand that did not correspond to the facts. The Royal Thai Army therefore wishes to clarify in order to ensure correct understanding.

The Royal Thai Armed Forces strictly complies with the Thailand–Cambodia Joint Declaration signed on October 26, 2025, including the withdrawal of heavy weapons and mine clearance, and has never engaged in any conduct contrary to the spirit of the agreement. Rather, it is Cambodia that has consistently demonstrated violations.

Regarding the CDI–IDC document’s claim that Thailand illegally detained 18 Cambodian soldiers, it is affirmed to not be true. The 18 Cambodian soldiers surrendered during combat in the area, the Royal Thai Armed Forces then disarmed them and held in custody under international law. During detention, they were treated in accordance with humanitarian principles, and representatives of various organizations were allowed to visit openly and transparently. Therefore, it was not an unlawful arrest or detention as alleged.

As for the accusation of an attack on civilians in Banteay Meanchey Province on November 12, 2025, in which CDI–IDC claimed Thai soldiers fired at civilians, the Army states that this is not true. It confirms that the incident was initiated by Cambodian forces who deliberately attacked first. The Thai side then fired warning shots in response, carefully following the rules of engagement, and directed fire in a way that did not cause harm to civilians.

After that, the Thai side noticed irregularities, as the Cambodian side continued to employ information operations and fabricate distorted evidence to accuse Thailand. In particular, the injuries found on the wounded did not correspond to being shot by military firearms as claimed. These details reflect acts of distortion and staged incidents intended to blame Thailand in the international arena.

Regarding mine clearance, the Thai forces has continued its mission to clear mines in five areas, despite initial obstruction from Cambodia. This included secretly laying new mines in certain spots, cutting and stealing barbed wire, and attempts to disrupt the work of clearance teams—all of which affected the safety of local civilians. Nevertheless, Thailand has remained steadfast in carrying out its duties based on humanitarian principles, prioritizing the safety of the people.

In addition, Cambodia was found to have spread false news and created various situations to damage Thailand’s image. For example, allegations that Thai rangers raped Cambodian workers were investigated jointly by Thailand, Cambodia, and ASEAN observers, and no incidents or evidence were found. The area in question was under Cambodian control, suggesting it may have been a staged fabrication aimed at undermining Thailand’s credibility.

Furthermore, in the case of loud noises resembling explosions that AOT believed to be gunfire from Thailand, it was later discovered that about 30 Cambodian soldiers had approached the border near the Chom Muay base and thrown large numbers of firecrackers into Thai territory to create sounds similar to gunfire. This misled the observers. The Thai side has thoroughly recorded the entire incident, knowing that Cambodia often stages situations to falsely accuse Thailand.

Moreover, Cambodia has been observed to continuously move personnel and military equipment, including troop rotations, repositioning, and shifting weapons at several locations. At the same time, Cambodia continues to release distorted information to pressure and create a negative image of Thailand.

The Royal Thai Army affirms that whenever allegations or distorted information arise, the Thai side promptly investigates, verifies the facts, and clarifies using field data and relevant agencies, in order to prevent misunderstandings that could affect international relations.

The Royal Thai Army remains firmly committed to strictly adhering to the ASEAN Charter, the United Nations Charter, and international law, while continuing to support the peace process. Although Thailand is not the provocateur, the Royal Thai Army maintains full combat readiness to safeguard the nation’s sovereignty and the highest level of safety for the Thai people.
