วันนี้ (13 พ.ย.68) ที่กองบัญชาการกองทัพบก พลตรี วินธัย สุวารี โฆษกกองทัพบก ได้กล่าวถึงประเด็นสถานการณ์ชายแดนไทย - กัมพูชา ที่ปัจจุบันได้มีความตึงเครียดอีกครั้ง หลังจากเกิดเหตุกำลังพลเหยียบทุ่นระเบิดที่ฝ่ายกัมพูชาเข้ามาลักลอบวางไว้ อันถือเป็นการละเมิดต่อปฏิญญาร่วมและแสดงความเป็นปรปักษ์ จนนำไปสู่การที่รัฐบาลไทยมีมติระงับการดำเนินการตามปฏิญญาร่วม (Joint Declaration) และชะลอการส่งตัวเชลยศึก

รวมทั้งสถานการณ์เมื่อวานนี้ (12 พ.ย.68) ที่พบว่าฝ่ายกัมพูชาใช้การสร้างสถานการณ์ ให้กำลังทหารเปิดฉากยิงเข้ามาในพื้นที่ฝั่งไทยในบริเวณบ้านหนองหญ้าแก้ว จ.สระแก้ว จนฝ่ายไทยต้องตอบโต้สถานการณ์ตามกฎการใช้กำลัง เพื่อป้องกันตนเองและดูแลความปลอดภัยให้ประชาชนชาวไทย ซึ่งหลังจากเกิดเหตุการณ์ ฝ่ายกัมพูชาได้มีการปฏิบัติการข้อมูลข่าวสารสร้างข่าวบิดเบือนอย่างกว้างขวาง โดยกล่าวหาว่าไทยได้เปิดฉากยิงพลเรือนกัมพูชา และเป็นฝ่ายละเมิดข้อตกลง พร้อมทั้งเรียกร้องให้ไทยปล่อยตัวเชลยศึกในทันทีโดยไม่มีเงื่อนไข

จากสถานการณ์ดังกล่าว โฆษกกองทัพบก ระบุว่า “แม้กัมพูชาจะพยายามสร้างสถานการณ์ให้ฝ่ายไทยเป็นผู้ละเมิดต่อข้อตกลง และสร้างภาพว่าเป็นเหยื่อของการกระทำของฝ่ายไทย โดยกล่าวหาฝ่ายไทยว่าทำการยิงไปยังประชาชนกัมพูชา รวมถึงได้กล่าวหาอย่างร้ายแรงว่ากำลังพลของไทยได้เหยียบทุ่นระเบิดที่ฝ่ายไทยเป็นผู้วางไว้เอง ซึ่งหากพิจารณาให้ถี่ถ้วนแล้วจะพบว่าข้อกล่าวหาทั้งหมดล้วนปราศจากหลักฐานข้อเท็จจริง แต่ใช้วิธีการสร้างและประโคมข่าวเท็จอย่างเป็นระบบ ทั้งในส่วนราชการ, สื่อภายในประเทศ รวมทั้งประชาชนของกัมพูชา ทำให้เกิดความสับสนและเข้าใจผิดเป็นวงกว้าง

โดยกองทัพบกขอชี้แจงข้อเท็จจริงที่เกิดขึ้น เพื่อให้สาธารณชนได้มีความเข้าใจที่ถูกต้อง ดังนี้

- กรณีการตรวจพบทุ่นระเบิดสังหารบุคคล PMN-2 บริเวณห้วยตามาเรีย และกัมพูชาได้กล่าวอ้างว่าทหารไทยได้เหยียบทุ่นระเบิดที่วางไว้เองนั้น ฝ่ายไทยมีหลักฐานชัดเจน จากการตรวจสอบที่เกิดเหตุโดยเจ้าหน้าที่พิสูจน์หลักฐาน ซึ่งพบว่าเป็นทุ่นระเบิดแบบ PMN-2 ที่วางใหม่ และในบริเวณใกล้เคียงยังพบทุ่นระเบิดอีก 3 ทุ่น อีกด้วย สอดคล้องกับข้อมูลเดิมที่มีการรายงานว่าทหารกัมพูชาได้ลักลอบเข้ามาตัดลวดหนามที่ไทยได้วางไว้ ก่อนจะพบการวางทุ่นระเบิดดังกล่าว รวมถึงพบการรายงานในพื้นที่อื่นๆ ว่ามีการพบทุ่นระเบิดแบบ PMN-2 ด้วยเช่นกัน

- กรณีเหตุการณ์ที่กัมพูชาเปิดฉากเข้ามายังบ้านหนองหญ้าแก้ว จ.สระแก้ว จนทำให้กองกำลังบูรพามีความจำเป็นต้องยิงตอบโต้ เพื่อแจ้งเตือนและป้องกันตนเองจากการคุกคามที่เกิดขึ้น และหลังจากเกิดเหตุกัมพูชาได้สร้างข้อมูลบิดเบือนว่า ฝ่ายไทยยิงใส่พลเรือนกัมพูชาจนได้รับบาดเจ็บและเสียชีวิตนั้น โฆษกกองทัพบก ยืนยันว่าการปฏิบัติของฝ่ายไทยวานนี้ เป็นการตอบโต้ตามสถานการณ์ตามกฎการใช้กำลัง ซึ่งการยิงของทหารไทยสอดคล้องกับทิศทางการยิงของทหารกัมพูชา ไม่ได้มีเป้าหมายกระทำต่อพลเรือนแต่อย่างใด ดังนั้นหากกัมพูชากล่าวอ้างว่ามีพลเรือนของตนได้รับผลกระทบ แสดงว่ากัมพูชาได้ใช้ประชาชนเป็นโล่มนุษย์ ใช้กำลังทหารเข้าปะปนในกลุ่มประชาชนของตน โดยไม่สนใจในผลกระทบที่อาจจะเกิด

- กรณีการกล่าวอ้างและสร้างข้อมูลบิดเบือน นำภาพการช่วยเหลือเคลื่อนย้ายศพประชาชนชาวกัมพูชาข้ามผ่านชายแดน ซึ่งเป็นการเสียชีวิตด้วยโรคประจำตัวที่โรงพยาบาลใน กทม. และญาติผู้เสียชีวิตได้ประสานผ่านทางการไทย และไทยได้อำนวยความสะดวกด้านการส่งกลับตามหลักมนุษยธรรม แต่ทางกัมพูชานำภาพไปใช้ประกอบการสร้างข่าวเท็จว่าไทยได้ส่งศพเชลยศึกเสียชีวิตกลับประเทศ ซึ่งสิ่งนี้แสดงอย่างชัดเจนว่ากัมพูชาเพิกเฉยต่อเรื่องสิทธิความเป็นมนุษย์ และหลักความเป็นมนุษยธรรม นำชีวิตของประชาชนประเทศตนมาเป็นช่องทางในการสร้างข่าวเท็จอย่างน่าละอาย

Royal Thai Army Refutes Cambodian Claims Over Border Incidents; Says Accusations of Civilian Targeting Are False and Forces Acted in Self-Defense Under Rules of Engagement

Today (November 13, 2025) at Royal Thai Army Headquarters, Major General Winthai Suvaree, Army Spokesperson, addressed the Thai-Cambodian border situation, which has become tense again following an incident where military personnel stepped on a landmine that Cambodia secretly planted. This is considered a violation of the Joint Declaration and a hostile act, leading to the Thai government's resolution to suspend implementation of the Joint Declaration and postpone the transfer of prisoners of war.

This includes yesterday's situation (November 12, 2025) where it was found that the Cambodian side created a situation by having military forces open fire into Thai territory in the Ban Nong Ya Kaew area, Sa Kaeo Province, forcing Thailand to respond according to rules of engagement to protect themselves and ensure the safety of Thai citizens. After the incident occurred, the Cambodian side conducted widespread information operations creating distorted news by accusing Thailand of opening fire on Cambodian civilians and being the party that violated the agreement, while demanding Thailand immediately release prisoners of war unconditionally.

Regarding this situation, the Army Spokesperson stated: "Although Cambodia is attempting to create a situation portraying Thailand as violating the agreement and creating an image of being a victim of Thai actions by accusing Thailand of firing at Cambodian civilians, including making serious accusations that Thai military personnel stepped on landmines that Thailand itself had planted - when examined carefully, all these accusations are found to lack factual evidence. Instead, they systematically create and propagate false news through government agencies, domestic media, and Cambodian citizens, causing widespread confusion and misunderstanding.

The Royal Thai Army wishes to clarify the facts that occurred so the public can have a correct understanding, as follows:

- Regarding the discovery of PMN-2 anti-personnel landmines in the Huai Tamaria area, where Cambodia has claimed that Thai soldiers stepped on mines they planted themselves: Thailand has clear evidence from forensic investigation at the incident site, which found that these were newly planted PMN-2 landmines, and 3 additional landmines were found in the nearby area. This is consistent with previous reports that Cambodian soldiers had secretly entered to cut barbed wire that Thailand had placed, before the discovery of these landmines. There have also been reports from other areas of PMN-2 landmines being found as well.

- Regarding the incident where Cambodia opened fire into Ban Nong Ya Kaew, Sa Kaeo Province, forcing the Eastern Command forces to return fire as a warning and to protect themselves from the threat that occurred: After the incident, Cambodia created distorted information claiming that Thailand fired at Cambodian civilians, causing injuries and deaths. The Army Spokesperson affirmed that Thailand's actions yesterday were a response according to the situation and rules of engagement. The Thai soldiers' firing was aligned with the direction of Cambodian soldiers' fire and did not target civilians in any way. Therefore, if Cambodia claims that its civilians were affected, this demonstrates that Cambodia used its people as human shields, mixing military forces among its own civilian population without concern for the potential consequences.

- Regarding the false claims and distorted information, using images of assistance in moving the body of a Cambodian citizen across the border - who died from a pre-existing medical condition at a hospital in Bangkok, and whose relatives coordinated through Thai authorities, with Thailand providing facilitation for the return on humanitarian grounds - Cambodia took these images and used them to create false news claiming Thailand returned the body of a deceased prisoner of war. This clearly shows that Cambodia disregards human rights and humanitarian principles, shamelessly using the lives of its own country's citizens as a channel for creating false news.
