เมื่อวันที่ 22 ตุลาคม 2568 เอกอัครราชทูตประศาสน์ ประศาสน์วินิจฉัย ประธานคณะกรรมาธิการเขตแดนร่วมไทย-กัมพูชา ฝ่ายไทย และนายฬำ เจีย รัฐมนตรีรับผิดชอบกิจการชายแดนและหัวหน้าสำนักงานเลขาธิการกิจการชายแดนแห่งชาติกัมพูชา ประธานฯ ร่วมฝ่ายกัมพูชา เป็นประธานฯ ร่วมในพิธีปิดการประชุมคณะกรรมาธิการเขตแดนร่วมไทย-กัมพูชา (JBC) สมัยวิสามัญ ซึ่งจัดขึ้นระหว่างวันที่ 21-22 ตุลาคม 2568 ที่จังหวัดจันทบุรี

ทั้งสองฝ่ายได้ลงนามบันทึกการประชุมร่วมกัน หลังจากการเจรจาหารืออย่างตรงไปตรงมาเพื่อผลักดันให้เกิดความคืบหน้าในประเด็นที่อยู่ภายใต้อำนาจและความรับผิดชอบของ JBC โดยมีผลลัพธ์ใน 3 ประเด็นหลัก ดังนี้

(1) ทั้งสองฝ่ายรับรองและเห็นชอบการซ่อมแซมและจัดทำหลักเขตแดนเพื่อเปลี่ยนหรือทดแทนหลักเขตแดนเดิมที่เสียหายที่ทั้งสองฝ่ายมีความเห็นตรงกันแล้ว

(2) ทั้งสองฝ่ายเห็นพ้องให้เร่งรัดการแก้ไข Terms of Reference (TOR) 2003 เพื่อนำเทคโนโลยี Light Detection and Ranging (LiDAR) มาใช้ในการทำแผนที่ภาพถ่ายทางอากาศ โดยเห็นชอบที่จะทดลองการใช้งานเทคโนโลยี LiDAR ภายในสัปดาห์แรกของเดือนธันวาคม 2568

(3) ทั้งสองฝ่ายเห็นพ้องต่อกระบวนการสำรวจและจัดทำหมุดชั่วคราวอย่างเร่งด่วนบริเวณหลักเขตแดนที่ 42-47 ในพื้นที่บ้านหนองจานและบ้านหนองหญ้าแก้ว เพื่อให้เกิดความเข้าใจที่ชัดเจน และให้หน่วยงานท้องถิ่นที่เกี่ยวข้องสามารถบริหารจัดการประเด็นที่เกี่ยวข้องกับการครอบครองที่ดินในบริเวณดังกล่าวได้อย่างมีประสิทธิภาพ อันจะมีส่วนช่วยลดการกระทบกระทั่งและความขัดแย้งในรูปแบบต่าง ๆ

ในคำกล่าวปิดการประชุม JBC ฝ่ายไทยย้ำความมุ่งมั่นของ JBC ที่มุ่งเสริมสร้างสันติภาพผ่านการกำหนดความชัดเจนในประเด็นเขตแดนมากว่า 25 ปี พร้อมย้ำความสำคัญของการรักษาเจตนารมณ์ดั้งเดิมของ JBC ในฐานะกลไกทางเทคนิคสำหรับการสำรวจและจัดทำหลักเขตแดน ซึ่งเป็นอิสระจากการเมือง และคาดหวังให้ฝ่ายกัมพูชาร่วมมืออย่างจริงใจและสุจริตใจต่อไปเพื่อให้ทั้งสองฝ่ายบรรลุผลลัพธ์ที่เป็นรูปธรรม

การประชุม JBC ครั้งต่อไปจะมีขึ้นในต้นเดือนมกราคม 2569 โดยฝ่ายกัมพูชาจะเป็นเจ้าภาพ และระหว่างนี้ทั้งสองฝ่ายจะเร่งดำเนินการในขั้นตอนทางเทคนิคที่เกี่ยวข้องให้มีความคืบหน้าก่อนการประชุมดังกล่าว ทั้งนี้ ทั้งสองฝ่ายหวังว่า การเร่งเจรจาประเด็นเขตแดนตามกลไก JBC นี้ จะเป็นก้าวสำคัญที่จะช่วยลดความตึงเครียดของสถานการณ์ชายแดนไทย-กัมพูชา และนำไปสู่การแก้ไขปัญหาอย่างยั่งยืน เพื่อความปลอดภัยและผลประโยชน์ของประชาชนทั้งสองประเทศ

On 22 October 2025, H.E. Mr. Prasas Prasasvinitchai, Co-Chair of the Thailand - Cambodia Joint Boundary Commission (Thai side), and H.E. Mr. Lam Chea, Minister in charge of the State Secretariat of Border Affairs and Co-Chair of the JBC (Cambodian side), jointly chaired the Closing Session of the Special Meeting of the Thai - Cambodian Joint Commission on Demarcation for Land Boundary (JBC), held during 21–22 October 2025 in Chanthaburi Province.

Both sides signed the Agreed Minutes of the Meeting, following two days straightforward discussions aimed at advancing progress on issues within the JBC’s mandates. The meeting reached outcomes in three main issues as follows;

(1) Both sides endorsed and agreed to refix, repair and replace damaged old Boundary Pillars in the location where both sides have already agreed.

(2) Both sides agreed to expedite the revision of the Terms of Reference (TOR) 2003 to incorporate the use of Light Detection and Ranging (LiDAR) technology in the production of orthophoto maps and to commence the demonstration of the use of LiDAR technology by the first week of December 2025.

(3) Both sides agreed to urgently proceed with the survey and emplacement of temporary markers in the areas between Boundary Pillars No. 42 - 47 in Ban Nong Chan and Ban Nong Ya Kaeo areas. This is to ensure accurate understanding and enable relevant local authorities to effectively manage the issue of land occupation in the areas, which will help reduce tensions and any other form of differences.

In the closing remarks, the Thai side reaffirmed the JBC’s long-standing commitment over the past 25 years to build a long-term peace built on a clearly demarcated common boundary.

The Thai side also emphasized the importance of upholding the JBC’s original spirit as a technical mechanism for boundary survey and demarcation, independent from political influences. The Thai side further expressed the hope that the Cambodian side would continue to cooperate with sincerity and in good faith to achieve tangible outcomes for both countries.

The next JBC Meeting will be hosted by Cambodia in early January 2026. In the meantime, both sides will accelerate the related technical processes to ensure progress prior to the said meeting. Both sides also hope that the expeditious negotiations under the JBC mechanism will mark a significant step toward reducing tensions and sustainably resolving differences between Thailand and Cambodia to ensure safety and mutual benefit of people of both nations.
