ทบ. ยืนยันกองทัพไทยไม่เคยใช้อาวุธเคมีในการปฏิบัติการ ชี้กัมพูชาบิดเบือนอ้างไทยใช้อาวุธเคมี หวังสร้างความเข้าใจผิด เพื่อขอรับเงินช่วยเหลือจากต่างชาติ

จากกรณีที่ พลเอก พร นรา เลขาธิการหน่วยงานแห่งชาติเพื่อการห้ามอาวุธเคมี นิวเคลียร์ ชีวภาพ และรังสี (NACW) ของกัมพูชา ออกมาประกาศ ขอสนับสนุนงบประมาณและความช่วยเหลือ จากนานาชาติ เพื่อนำไปใช้สำหรับภารกิจทำลายและกำจัดสารเคมีอันตรายมากกว่า 70 ชนิด ปนเปื้อนในพื้นที่ชายแดน โดยอ้างว่า เป็นผลตกค้างจากการสู้รบทางทหารกับไทยที่ใช้อาวุธเคมี รวมถึงกระสุนฟอสฟอรัสขาวระหว่างการต่อสู้เมื่อหลายเดือนก่อน

พลตรี วินธัย สุวารี โฆษกกองทัพบก ยืนยันว่า ข้อกล่าวหาดังกล่าวเป็นการบิดเบือนข้อเท็จจริง ปราศจากหลักฐานสนับสนุน และไม่มีน้ำหนักทางกฎหมาย ชี้แจงว่า ประเทศไทยไม่ได้มีปฏิบัติการที่ใช้อาวุธเคมี ส่วนกรณีของกระสุนฟอสฟอรัสขาว (WP) มีวัตถุประสงค์หลักใช้ในการสร้างควัน แสงสว่าง ระเบิด และเพลิง ไม่ถูกจัดให้อยู่ในกลุ่มอาวุธเคมีตามอนุสัญญาว่าด้วยอาวุธเคมี (Chemical Weapons Convention – CWC) รวมถึงไม่มีสนธิสัญญาระหว่างประเทศใดที่ห้ามการเก็บรักษาหรือการใช้งานกระสุนชนิดนี้ ประเทศไทยจึงสามารถเก็บรักษาและใช้ตามภารกิจทางทหารได้ภายใต้กรอบกฎหมายสากล

ทั้งนี้ การใช้กระสุน WP ของกองทัพบกไทยอยู่ภายใต้ระเบียบการควบคุมอย่างเข้มงวด ใช้ต่อเป้าหมายทางทหารเท่านั้น และไม่เคยมีการนำไปใช้เพื่อมุ่งทำลายชีวิตพลเรือนแต่อย่างใด

กองทัพบก เน้นย้ำว่า การปฏิบัติการทางทหารของประเทศไทย ไม่มีการใช้อาวุธเคมี ส่วนการใช้กระสุนฟอสฟอรัสขาว WP อยู่ภายใต้กรอบกฎหมายสากลอย่างเคร่งครัด สอดคล้องกับหลักมนุษยธรรมระหว่างประเทศ โดยจะเห็นได้ว่าการที่กัมพูชาเผยแพร่ข้อกล่าวหา มีความมุ่งหวังเพื่อบิดเบือนข้อเท็จจริง สร้างความเข้าใจผิดในเวทีสาธารณะเท่านั้น

Royal Thai Army Denies Chemical Weapon Use, Accuses Cambodia of Distorting Facts to Seek Foreign Aid

Regarding the case where General Phorn Nara, Secretary General of Cambodia's National Authority for Chemical, Nuclear, Biological and Radiological Weapons (NACW), issued a statement requesting budget support and assistance from the international community to be used for the mission of destroying and eliminating more than 70 types of hazardous chemicals contaminating the border area, claiming that they are residues from military combat with Thailand that used chemical weapons, including white phosphorus shells during fighting several months ago.

Major General Winthai Suvaree, Army spokesperson, confirmed that such accusations are a distortion of facts, lacking supporting evidence and having no legal weight. He clarified that Thailand has not conducted any operations using chemical weapons. As for the case of white phosphorus shells, their primary purpose is for use in creating smoke, illumination, explosives, and fire. They are not classified as chemical weapons under the Chemical Weapons Convention (CWC), nor is there any international treaty that prohibits the storage or use of this type of ammunition. Therefore, Thailand can store and use them for military missions within the framework of international law.

Meanwhile, the use of WP shells by the Royal Thai Army is under strict regulatory control, used only against military targets, and has never been employed with the intention of harming civilian lives in any way.

Royal Thai Army emphasizes that Thailand's military operations have not involved the use of chemical weapons. As for the use of white phosphorus (WP) shells, it is strictly within the framework of international law and in compliance with international humanitarian principles. It can be seen that Cambodia's dissemination of these accusations aims only to distort facts and create misunderstanding in the public arena.
