จากรายงาน กระทรวงการต่างประเทศ, กองทัพบก,กองทัพภาคที่1, กองทัพภาคที่ 2 และกองกำลังบูรพา ได้สรุปเหตุการณ์บริเวณชายแดนไทย–กัมพูชา ดังนี้:

สถานการณ์โดยรวม กองทัพภาคที่ 2

ตรวจพบความเคลื่อนไหวของกองทัพกัมพูชาในพื้นที่ชายแดนอย่างต่อเนื่อง โดยล่าสุดพบการติดตั้งเครื่องแอนตี้โดรนจำนวน 3 จุด บริเวณช่องกร่าง ตรวจพบสัญญาณการบินของโดรนจำนวน 2 ครั้ง เหนือเนิน 527 ตรวจพบรถบัสต้องสงสัย 1 คัน คาดว่าเป็นการลำเลียงกำลังพลเพิ่มเติมเข้ามาในพื้นที่ และยังพบการปรับปรุงฐานที่มั่นในบางจุดอย่างต่อเนื่อง ทั้งนี้การเสริมกำลังและการเคลื่อนไหวลักษณะดังกล่าว สะท้อนให้เห็นถึงความพยายามของฝ่ายกัมพูชาในการเพิ่มขีดความสามารถทางทหาร และเป็นท่าทีที่แสดงถึงความไม่ละทิ้งแนวทางการเผชิญหน้ากับฝ่ายไทย ซึ่งอาจนำไปสู่ความตึงเครียดในพื้นที่แนวชายแดนมากยิ่งขึ้นในอนาคต

ปัจจุบันกองกำลังทั้ง 2 ฝ่าย ยังคงวางกำลังตามแนวที่มั่นของตนเอง ฝ่ายไทยจัดกำลังพลประจำจุดเฝ้าตรวจตามเหตุการณ์ เพื่อติดตามความเคลื่อนไหวของฝ่ายตรงข้าม และเตรียมความพร้อมในการปฏิบัติตอบโต้ตามสถานการณ์

กองทัพภาคที่ 1 ขอเลื่อนการประชุม RBC สมัยพิเศษ ครั้งที่ 1 ด้าน ทภ.1 และ ภท.5 ในห้วง 25-27 ก.ย.68 เป็น เดือน ต.ค. 68 (ยังไม่กำหนดวัน)

เนื่องจากรายละเอียดข้อมูลในการประชุมของทั้งสองฝ่าย ยังไม่สมบูรณ์ ยังต้องมีการจัดทำให้ครบถ้วน จึงมีความเห็นร่วมกันทั้งสองฝ่ายให้เลื่อนการประชุมออกไป

พลตรี เบญจพล เดชาติวงศ์ ณ อยุธยา ผู้บัญชาการกองกำลังบูรพา พร้อมด้วย นายปริญญา โพธิสัตย์ ผู้ว่าราชการจังหวัดสระแก้ว และ พลตำรวจตรี ถาวร ดุลยวิทย์ ผู้บังคับการตำรวจภูธรจังหวัดสระแก้ว นำคณะลงพื้นที่ชายแดนไทย–กัมพูชา อำเภอโคกสูง จังหวัดสระแก้ว เพื่อติดตามสถานการณ์และตรวจความพร้อมของหน่วยปฏิบัติการชายแดน และให้กำลังใจกำลังพล 3 ฝ่าย ทั้งทหาร ตำรวจ อส. โดยได้ร่วมพูดคุยกันเพื่อหารือแนวทางในการร่วมกันปฏิบัติหน้าที่ในการบังคับใช้กฎหมายตามมาตรการป้องกันชายแดน และการดูแลความปลอดภัยของพี่น้องประชาชนในพื้นที่

จากนั้นคณะฯ ได้เดินทางต่อไปยังบ้านหนองจาน เพื่อตรวจเยี่ยมการปฏิบัติงานร่วมกัน ณ จุดตรวจ ส.40 และติดตามความก้าวหน้าการก่อสร้างถนนเพื่อความมั่นคง รวมถึงการสร้าง “บังเกอร์กันจอมพลัง” ที่เสริมระบบป้องกันภัย เพิ่มขีดความสามารถในการดูแลพื้นที่ชายแดนอย่างมั่นคงแข็งแรง

การลงพื้นที่ครั้งนี้ ยืนยันถึงความมุ่งมั่นของกองกำลังบูรพา จังหวัดสระแก้ว และตำรวจภูธรจังหวัดสระแก้ว ในการปกป้องอธิปไตยและดูแลความสงบเรียบร้อยตามแนวชายแดนไทย–กัมพูชา

วันที่ 24 ก.ย. 68 ที่กองบัญชาการกองทัพบก ถ.ราชดำเนิน พลตรี วินธัย สุวารี โฆษกองทัพบก กล่าวถึงการเลื่อนประชุมคณะกรรมการส่วนภูมิภาคไทย-กัมพูชา(RBC) กองทัพภาคที่1 ว่า มีปัจจัยการเลื่อนอยู่ 2 ประเด็น การปรับเปลี่ยนหลายตำแหน่งภายในกองทัพบก โดยเฉพาะระดับแม่ทัพภาคต้องมีการรับส่งหน้าที่ ซึ่งจะมีผลภายในวันที่ 1 ต.ค.นี้

อีกทั้งสถานการณ์ในพื้นที่ยังปฏิบัติไม่ได้ตามกรอบที่ตกลงกันไว้ เช่น บ้านหนองจาน บ้านหนองหญ้าแก้ว ยังมีความขัดแย้งเรื่องมวลชนกัมพูชาที่ยังไม่มีความเรียบร้อย ส่วนพื้นที่กองทัพภาคที่2 ปัจจุบันยังไม่ชัดเจนเรื่องการกำหนดหัวข้อการพูดคุย อีกทั้งการให้ข่าวสารที่ออกมาทางฝ่ายกัมพูชายังมีการบิดเบือน ซึ่งส่งผลให้บรรยากาศการเจรจาไม่ราบรื่น

สถานการณ์ในภาพรวมของพื้นที่กองทัพภาคที่2 หลังทหารกัมพูชายิงปืนเล็กยาว ช่องภูผี จ.ศรีสะเกษนั้น เป็นการใช้อาวุธขนาดเล็ก ยังไม่มีท่าทีจะคุกคามด้วยอาวุธอย่างจริงจัง ซึ่งทางฝ่ายกัมพูชาชี้แจงว่าเป็นปืนลั่น ซึ่งก็เป็นไปได้ทั้งหมด แต่ในด้านทางยุทธวิธีอาจจะมองได้ว่าเป็นการตรวจเช็กความพร้อม การวางกำลังฝ่ายไทยก็เป็นได้ ก็ยังต้องติดตามสถานการณ์อย่างใกล้ชิด เพราะสิ่งที่เกิดขึ้นก็เป็นการยั่วยุ และยังมีการเพิ่มเติมกำลังเข้าพื้นที่

เมื่อ (23 ก.ย. 68) การแถลงข่าวประจำสัปดาห์ กระทรวงการต่างประเทศ การติดตามสถานการณ์ไทย–กัมพูชา

ประการแรก

การบังคับใช้กฎหมายไทยกับพลเมืองกัมพูชาที่รุกล้ำเข้ามาประท้วงที่บ้านหนองจาน และหนองหญ้าแก้ว ขอยืนยันว่า ไทยใช้กฎหมายภายในของไทยกับบุคคลที่อยู่ในพื้นที่เขตแดนไทย ไม่ใช่พื้นที่อ้างสิทธิ์อย่างที่กัมพูชาบิดเบือน ซึ่งถูกต้องตามหลักอธิปไตยของรัฐและหลักสากล

ประการที่ 2

ต่อกรณีที่กัมพูชากล่าวหาว่าไทยจงใจบิดเบือนแผนผังที่แสดงลักษณะภูมิศาสตร์ และระบุว่าหลักเขตแดนที่ 42 และ 43 เป็นเขตแดนจริงนั้น ขอเรียนว่า ฝ่ายไทยไม่เคยระบุยืนยันว่าแผนผังดังกล่าวกำหนดเส้นเขตแดน เพราะการเจรจาเรื่องเส้นเขตแดนอยู่ภายใต้อาณัติของกลไกคณะกรรมาธิการเขตแดนร่วม หรือ JBC ทั้งนี้ แผนผังที่ฝ่ายไทยนำแสดงดังกล่าว เป็นเพียงการนำพิกัดหลักเขตแดนไปทำภาพจำลองเส้นเขตแดนบนแผนที่แบบไม่เป็นทางการเท่านั้น เพื่อความเข้าใจของประชาชนทั่วไป

ประการที่ 3

สำหรับข้อกล่าวหาที่ว่าไทยละเมิด MOU 2543 ว่าด้วยการสำรวจและการจัดทำหลักเขตแดนทางบกนั้น กลับเป็นฝ่ายกัมพูชา ที่เป็นผู้ละเมิด MOU ดังกล่าว โดยปล่อยให้มีการสร้างอาคาร สถานที่ บ้านเรือน และชุมชน ทั้งในเขตพื้นที่ที่ต่างฝ่ายต่างอ้างสิทธิ์ และในเขตที่เป็นอธิปไตยของไทย ซึ่งฝ่ายไทยได้ทำการประท้วงในกรอบ MOU แล้วกว่า 500 ครั้ง ในห้วง 20 ปีที่ผ่านมา แต่ฝ่ายกัมพูชากลับเพิกเฉย และไม่ยอมแก้ไข

ประการที่ 4

สำหรับกรณีที่กัมพูชาเรียกร้องให้ไทยยุติกิจกรรมที่บ่อนทำลายความพยายามลดความตึงเครียดตามข้อตกลงหยุดยิง ขอย้ำว่าประเทศไทยมุ่งมั่นปฏิบัติตามข้อตกลงหยุดยิงอย่างเคร่งครัด โดยใช้ความอดทนอดกลั้นขั้นสูงสุดมาโดยตลอด การปฏิบัติทางการทหารทุกครั้งเป็นไปเพื่อป้องกันตนเอง รักษาอธิปไตยและบูรณภาพแห่งดินแดน และประกันความปลอดภัยให้แก่พี่น้องประชาชนทั้ง 2 ฝ่าย

ในขณะที่ฝ่ายกัมพูชาเป็นฝ่ายที่ละเมิดพันธกรณีข้างต้น โดยเป็นผู้สนับสนุน ปลุกปั่น และจัดฉากให้ประชาชนกัมพูชาออกมาชุมนุมประท้วงด้วยท่าทีที่ก้าวร้าว ก่อความไม่สงบในดินแดนไทย และใช้ความรุนแรงกับเจ้าหน้าที่ตำรวจไทย จนมีเจ้าหน้าที่ได้รับบาดเจ็บจำนวนหลายราย ทั้งนี้ ฝ่ายไทยใช้ตำรวจควบคุมฝูงชนในการควบคุมสถานการณ์ที่บริเวณบ้านหนองหญ้าแก้ว ไม่ได้ใช้กองกำลังทหารอย่างที่ฝ่ายกัมพูชากล่าวหา ซึ่งการดำเนินการตามกฎหมายภายในของประเทศก็เป็นไปตามหลักการและมาตรฐานสากล

ประการสุดท้าย

ฝ่ายไทยขอเรียกร้องให้ฝ่ายกัมพูชาหยุดขยายชุมชนรุกล้ำเขตแดนไทย และแจ้งให้ประชาชนของตนที่รุกล้ำเขตอธิปไตยของไทยย้ายออกนอกพื้นที่ รวมทั้งยุติการปลุกระดมจัดฉากให้เด็ก สตรี และพระสงฆ์ออกมาประท้วงรับหน้าแทน ซึ่งจะส่งผลให้ความขัดแย้งระหว่าง 2 ประเทศยิ่งร้าวลึก

ขอยืนยันว่า ฝ่ายไทยเคารพในพันธกรณี ยึดมั่น และปฏิบัติตามกลไก JBC และข้อตกลงหยุดยิงมาโดยตลอด ไทยผิดหวังที่กัมพูชายังคงบิดเบือนความจริงต่อประชาคมโลกและประชาชนของตนเองอย่างต่อเนื่อง

สิ่งที่ไทยเรียกร้องในขณะนี้ คือ การแสดงความจริงใจผ่านการกระทำของกัมพูชาในการแก้ไขปัญหานี้ ซึ่งเป็นปัญหาที่ไทยไม่ได้ก่อ และไม่ได้เกิดประโยชน์ใด ๆ แก่ประเทศไทย ไทยได้ดำเนินการและจะยังคงใช้โอกาสต่าง ๆ ชี้แจงถึงจุดยืน ท่าที และข้อเท็จจริงเกี่ยวกับสถานการณ์ชายแดนไทย–กัมพูชาต่อประชาคมโลก เพื่อแสดงให้เห็นว่าประเทศไทยเป็นประเทศที่รักสงบ มีความมุ่งมั่นที่จะยุติความขัดแย้งกับกัมพูชาโดยสันติวิธี ผ่านกลไกทวิภาคีที่มีอยู่

ไทยได้ดำเนินการทุกอย่างบนพื้นฐานของกฎหมายระหว่างประเทศ และหลักสากลต่าง ๆ ซึ่งสวนทางกับการกระทำของฝ่ายกัมพูชา ที่แม้จะพยายามยืนยันว่าประสงค์จะแก้ไขปัญหาผ่านกลไกทวิภาคี แต่กลับพยายามแสดงตนเป็นเหยื่อเพื่อนำปัญหาไปสู่เวทีระหว่างประเทศ ซึ่งแสดงถึงความไม่จริงใจในการแก้ไขปัญหา

ไทยขอย้ำว่าปัญหาความขัดแย้งกับกัมพูชาครั้งนี้ เป็นสิ่งที่ไทยไม่ได้ต้องการให้เกิดขึ้น เพราะไม่ได้ส่งผลดีใดต่อประเทศชาติและประชาชนของทั้ง 2 ประเทศ และประเทศไทยมีความจริงใจ สุจริตใจ และตั้งใจจริงที่จะหาทางออกร่วมกันอย่างสันติกับกัมพูชา

Incident Report on the Thai-Cambodian Border Clashes

According to reports from the Ministry of Foreign Affairs, the Royal Thai Army, the 1st Army Area, the 2nd Army Area, and the Burapha Task Force, the situation along the Thai-Cambodian border can be summarized as follows:

Overall Situation of the 2nd Army Area, Royal Thai Army

Continuous movements of Cambodian Armed Forces have been observed along the border. Recently, three anti-drone systems were installed in the Chong Krang area. Two drone flights were detected over Hill 527. A suspicious bus was also spotted, believed to be transporting additional troops into the area. Furthermore, continued fortification of certain positions was observed. Such reinforcement and maneuvers reflect Cambodia’s intent to strengthen its military capability and indicate its continued confrontational posture toward Thailand, which may escalate border tensions in the future.

At present, both sides maintain their respective positions. Thai forces remain stationed at observation posts to monitor adversary movements and maintain readiness to respond as required.

1st Army Area, Royal Thai Army Requests Postponement of Extraordinary RBC Meeting

The Extraordinary Regional Border Committee (RBC) Meeting between the 1st Army Area and Cambodian Region 5 Command, originally scheduled for 25-27 September 2025, has been postponed to October 2025 (date not yet specified). The decision was reached by mutual agreement as both sides required additional time to finalize necessary information for the meeting.

Burapha Task Force Inspection at the Border

Major General Benjapol Dejatiwongse Na Ayudhya, Commander of the Burapha Task Force, together with Mr. Parinya Phothisat, Governor of Sa Kaeo Province, and Police Major General Thaworn Dulyawit, Provincial Police Commander of Sa Kaeo, led a delegation to the Thai-Cambodian border in Khok Sung District, Sa Kaeo Province. The visit was to assess the situation, inspect border units’ readiness, and provide morale support to troops, police, and volunteers.

The delegation also visited Ban Nong Chan to inspect joint operations at Checkpoint S.40 and review progress on the construction of a security road and the development of reinforced defensive bunkers (“Kan Chom Palang's Bunker"), aimed at strengthening defensive capacity along the border.

This visit reaffirmed the commitment of the Burapha Task Force, Sa Kaeo Province, and Sa Kaeo Provincial Police to safeguard sovereignty and maintain order along the Thai-Cambodian border.

Army Spokesperson Clarifies Postponement of RBC Meeting

On 24 September 2025 at the Royal Thai Army Headquarters, Ratchadamnoen Avenue, Major General Winthai Suvaree, Army Spokesperson, addressed the postponement of the Thai-Cambodian RBC meeting (1st Army Area). He cited two key reasons: (1) internal personnel changes, including the rotation of regional commanders, effective 1 October; and (2) unsettled conditions in key areas such as Ban Nong Chan and Ban Nong Ya Kaeo, where Cambodian demonstrators remain active.

In the 2nd Army Area of the Royal Thai Army, agenda items remain undefined, while Cambodian media statements continue to distort facts, creating an unfavorable atmosphere for talks. Referring to the recent incident at Chong Phu Phee, Si Sa Ket Province, where Cambodian soldiers fired small arms, he stated that the incident involved light weapons and was not a serious escalation. Cambodian authorities claimed it was an accidental discharge, which remains possible. However, from a tactical perspective, it could be seen as testing Thai readiness. The Thai side continues to monitor the situation closely, as such actions constitute provocation and Cambodia continues to reinforce its presence.

Weekly MFA Press Briefing on the Thai-Cambodian Situation (23 September 2025)

First, regarding law enforcement against Cambodian citizens protesting at Ban Nong Chan and Ban Nong Ya Kaeo, Thailand reaffirmed that domestic Thai law was applied within Thai sovereign territory, not in overlapping areas as misrepresented by Cambodia. This is fully consistent with state sovereignty and international law.

Second, Cambodia accused Thailand of deliberately misrepresenting maps and claiming Boundary Pillars 42 and 43 as the official border. Thailand clarified that it has never confirmed such maps as the definitive boundary. Border demarcation remains under the authority of the Joint Boundary Commission (JBC). The maps presented were only unofficial illustrations of boundary markers for public understanding.

Third, in response to Cambodian allegations that Thailand violated the 2000 MOU on land boundary survey and demarcation, it is in fact Cambodia that has violated the MOU by allowing construction of buildings, residences, and settlements in overlapping and Thai sovereign areas. Thailand has lodged more than 500 protests under the MOU framework over the past 20 years, all ignored by Cambodia.

Fourth, regarding Cambodian claims that Thailand undermines ceasefire efforts, Thailand reaffirmed its strict adherence to the ceasefire and its consistent restraint. All Thai military actions have been defensive, aimed at protecting sovereignty and territorial integrity, and ensuring civilian safety.

In contrast, Cambodia has violated its obligations by encouraging, inciting, and staging demonstrations with aggressive conduct in Thai territory, even resorting to violence against Thai police. Thailand emphasized that it deployed riot police—not military units—at Ban Nong Ya Kaeo, contrary to Cambodia’s false claims. These actions comply with both Thai law and international standards.

Finally, Thailand called upon Cambodia to halt settlement expansion encroaching into Thai territory, withdraw its citizens from Thai sovereign land, and cease staging protests involving children, women, and monks as human shields. Such actions only deepen bilateral conflict.

Thailand reaffirmed its respect for international obligations, its commitment to the JBC framework and the ceasefire agreement, and expressed disappointment at Cambodia’s continued distortion of facts to its people and the international community.

Thailand stressed the need for Cambodia to demonstrate sincerity through concrete actions to resolve this dispute, one that Thailand neither caused nor benefits from. Thailand will continue to use available opportunities to present its position, stance, and facts to the international community, reaffirming that Thailand is a peace-loving nation, committed to resolving disputes peacefully through existing bilateral mechanisms.

All Thai actions are based firmly on international law and universal principles. Cambodia’s attempt to portray itself as a victim and internationalize the issue demonstrates insincerity in finding a genuine solution.

Thailand reiterated that it does not wish for conflict with Cambodia, as it brings no benefit to either country or their people. Thailand remains sincere, honest, and committed to seeking a peaceful resolution together with Cambodia.
