ตามรายงาน กองทัพบก, กองทัพเรือ, กองทัพภาคที่ 1 และกองทัพภาคที่ 2 ได้สรุปเหตุการณ์บริเวณชายแดนไทย–กัมพูชา ดังนี้:

ทบ.โต้โฆษกกัมพูชา กรณีบิดเบือนข้อเท็จจริง ย้ำเจ้าหน้าที่ไทยดำเนินการกับกลุ่มผู้ประท้วงชาวกัมพูชาตามขั้นตอนของหลักสากล ภายในเขตพื้นที่อธิปไตยไทยอย่างชัดเจน

จากกรณีที่วานนี้ (17 ก.ย. 68) นาย เพน โบนา โฆษกรัฐบาลกัมพูชา และ พลโทหญิง มาลี โสเจียตา โฆษกกระทรวงกลาโหมกัมพูชา แถลงข่าวประเด็นสถานการณ์ตึงเครียด บ้านหนองหญ้าแก้ว อำเภอโคกสูง จังหวัดสระแก้ว

พลตรี วินธัย สุวารี โฆษกกองทัพบก ได้ออกมาชี้แจงต่อแถลงการณ์ดังกล่าว ซึ่งพบว่ามีเนื้อหาบิดเบือนความจริงในหลายประเด็น ดังนี้

1.กรณีอ้างว่าชาวกัมพูชาเหล่านี้กำลังออกไปปกป้องที่ดินตามกฎหมายของตนจากการถูกละเมิดโดยฝ่ายไทย

ขอชี้แจงว่าที่ดินบริเวณพื้นที่ดังกล่าวอยู่ในเขตแดนประเทศไทยอย่างชัดเจน อีกทั้งไม่ได้อยู่ในพื้นที่อ้างสิทธิ์ของกัมพูชาแต่อย่างใด ชาวบ้านกัมพูชากลุ่มดังกล่าวได้เจตนารุกล้ำเข้ามาอยู่อาศัยอย่างผิดกฎหมายในเขตดินแดนของประเทศไทยมาเป็นเวลานาน โดยมีเจ้าหน้าที่ฝ่ายกัมพูชารู้เห็นและทราบมาโดยตลอด ซึ่งฝ่ายไทยได้เคยทำการประท้วงหลายครั้งในทุกระดับ แต่ฝ่ายกัมพูชาเพิกเฉย ไม่ได้มีการแก้ไขปัญหาแต่อย่างใด

และด้วย จุดเกิดเหตุเป็นเขตพื้นที่ของประเทศไทยชัดเจน ผู้ปฏิบัติหลักจึงเป็นเจ้าหน้าที่ตำรวจควบคุมฝูงชน ร่วมกับเจ้าหน้าที่ฝ่ายปกครองประจำพื้นที่ มิใช่เป็นเจ้าหน้าที่ฝ่ายทหาร อย่างที่ฝ่ายกัมพูชาพยายามบิดเบือนสายตาชาวโลก

2. กรณีกล่าวถึงเจ้าหน้าที่ฝ่ายไทยยิงกระสุนยางและระเบิดควันใส่พลเมืองกัมพูชา และใช้อุปกรณ์เครื่องเสียงทำลายแก้วหูและสมอง

สำหรับกรณีนี้ เป็นการปฏิบัติตามขั้นตอนหลักสากล ตามความเหมาะสมของสถานการณ์ โดยใช้กำลังเจ้าหน้าที่ตำรวจและฝ่ายปกครอง เมื่อการพูดคุยเจรจาอย่างสันติวิธีไม่ได้ผล ทั้งนี้เพื่อต้องการควบคุมฝูงชนชาวกัมพูชาที่มีลักษณะท่าทีที่ก้าวร้าว แสดงออกทางอารมณ์ที่รุนแรง โดยส่วนใหญ่พกพาท่อนไม้ยาวเพื่อใช้เป็นสิ่งเทียมอาวุธ และมีท่าทีที่จะทำร้ายเจ้าหน้าที่ฝ่ายไทย รวมถึงบุกทำลายสิ่งกีดขวางของทางการไทย

3.กรณีขอประณามความรุนแรงที่เจ้าหน้าที่ไทยกระทำต่อประชาชนและพระสงฆ์กัมพูชา โดยเรียกร้องให้เจ้าหน้าที่ไทยยุติการละเมิดและความรุนแรงเหล่านี้

สำหรับกรณีนี้ฝ่ายไทยขอประณามเจ้าหน้าที่ฝ่ายกัมพูชาที่มิได้มีท่าทีจริงใจต่อการแก้ปัญหาการชุมนุมและขอประณามผู้ชุมนุมชาวกัมพูชาที่พยายามใช้ความรุนแรงกับเจ้าหน้าที่ฝ่ายไทย จนเป็นเหตุให้เจ้าหน้าที่จำเป็นต้องใช้แก๊สน้ำตา และกระสุนยาง เพื่อป้องกันตนเองและระงับเหตุเฉพาะหน้า

4.กรณีเรียกร้องให้ฝ่ายไทยเคารพข้อตกลงหยุดยิงและพยายามแก้ไขปัญหาโดยสันติวิธี โดยยึดหลักสากล ข้อตกลงที่มีต่อกัน และกฎหมายระหว่างประเทศที่มีอยู่

ต่อกรณีดังกล่าว ชัดเจนว่าเป็นฝ่ายกัมพูชาที่ไม่เคารพข้อตกลงหยุดยิง ด้วยการยั่วสนับสนุนให้มวลชนมารุกล้ำดินแดนไทย และบิดเบือนข้อมูลข่าวสาร เพื่อหวังให้เกิดผลกระทบต่อภาพลักษณ์ของฝ่ายไทย การดำเนินการของฝ่ายไทยเป็นเพียงการแก้ไขปัญหาที่ฝ่ายกัมพูชาเจตนาสร้างขึ้นอย่างเป็นระบบ ด้วยความอดทนอดกลั้น เพื่อพยายามแก้ไขการเผชิญหน้ากันด้วยความรุนแรง ที่อาจพัฒนานำไปสู่ความขัดแย้งทางอาวุธครั้งใหม่

ทั้งนี้ โฆษกกองทัพบกได้ย้ำว่า พื้นที่ดังกล่าวอยู่ในเขตไทย การที่ชาวกัมพูชาบุกรุกเข้ามาทำลายสิ่งของทางราชการ และก่อการจลาจลบนแผ่นดินไทย เป็นการกระทำที่ผิดกฎหมาย จึงต้องถูกดำเนินการตามกระบวนการ และยืนยันการดำเนินการของฝ่ายไทยเป็นไปตามขั้นตอนตั้งแต่การเจรจา แจ้งเตือน และควบคุมการจลาจลตามหลักสากลโดยใช้กำลังเจ้าหน้าที่ตำรวจร่วมกับฝ่ายปกครอง ที่สำคัญพบว่าเจ้าหน้าที่ทหารของกัมพูชาที่ร่วมในเหตุการณ์กลับไม่ห้ามปราม และมีท่าทีสนับสนุนการจลาจลนอกจากนี้หลังเกิดเหตุการณ์ฝ่ายกัมพูชายังออกแถลงการณ์บิดเบือนข้อมูลทั้งหมดนี้แสดงถึงเจตนาของฝ่ายกัมพูชาในการใช้ประชาชนออกหน้าในการรุกล้ำดินแดนไทยและความไม่จริงใจในการแก้ไขปัญหาในพื้นที่ชายแดนตามข้อตกลงหยุดยิงย้อนแย้งกับภาพลักษณ์ที่รัฐบาลกัมพูชาพยายามสร้างต่อสังคมโลกว่าเป็นผู้แสวงหาสันติภาพ

จากเหตุการณ์บ้านหนองหญ้าแก้ว ฝ่ายไทยได้ใช้มาตรการควบคุมฝูงชนปฏิบัติในพื้นที่ ทำให้สถานการณ์คลี่คลายลง และยังคงเตรียมพร้อมรองรับสถานการณ์ ฝ่ายกัมพูชายังคงมีมวลชนบางส่วนที่ยังปักหลักดูสถานการณ์ในพื้นที่

สถานการณ์โดยรวม ตรวจพบความเคลื่อนไหวของฝ่ายกัมพูชา โดยตรวจพบโดรนบริเวณพื้นที่ค่ายวีรวัฒน์โยธิน 5 ลำ บริเวณภูมะเขือ – ปราสาทพระวิหาร 4 ลำ, ปราสาทตาควาย 7 ลำ และพื้นที่ช่องจอม 4 ลำ ปัจจุบันกองกำลังทั้ง 2 ฝ่าย ยังคงวางกำลังตามแนวที่มั่นของตนเอง ฝ่ายไทย จัดกำลังพลประจำจุดเฝ้าตรวจตามเหตุการณ์ เพื่อติดตามความเคลื่อนไหวของฝ่ายตรงข้าม และเตรียมความพร้อม ในการปฏิบัติตอบโต้ตามสถานการณ์

หน่วยเฉพาะกิจนาวิกโยธินจันทบุรี เร่งดำเนินการทำถนนเลียบแนวชายแดน ระยะทาง 15 กิโลเมตร

หน่วยเฉพาะกิจนาวิกโยธินจันทบุรี ได้ดำเนินการเร่งด่วนในการก่อสร้างถนนเลียบแนวชายแดน ระยะทางรวม 15 กิโลเมตร เพื่อใช้เป็นเส้นทางส่งกำลังบำรุงและลาดตระเวนในพื้นที่รับผิดชอบ อันเป็นการป้องกันการละเมิดอธิปไตยของประเทศ พร้อมทั้งแก้ไขลักษณะภูมิประเทศรูปตัว U ให้กลับคืนสู่สภาพเดิม

เมื่อวันที่ 15 กันยายน 2568 ได้มีการจัดตั้งกองอำนวยการควบคุมการปฏิบัติ และในวันที่ 16 กันยายน 2568 ได้เริ่มดำเนินการก่อสร้างถนน โดยจนถึงปัจจุบันสามารถดำเนินงานแล้วเสร็จเป็นระยะทาง 2.7 กิโลเมตร จากเป้าหมายรวม 15 กิโลเมตร คงเหลืออีก 12.3 กิโลเมตร

การก่อสร้างถนนเลียบแนวชายแดนในครั้งนี้ ถือเป็นมาตรการสำคัญในการเสริมสร้างความมั่นคง ป้องกันและสกัดกั้นการลักลอบกระทำผิดกฎหมาย รวมถึงเป็นการเพิ่มขีดความสามารถด้านการลาดตระเวนของกองทัพเรือในพื้นที่รับผิดชอบ

แถลงการณ์กระทรวงการต่างประเทศเกี่ยวกับกรณีการประท้วงของประชาชนกัมพูชาบริเวณบ้านหนองหญ้าแก้ว อำเภอโคกสูง จังหวัดสระแก้ว

ตามที่ปรากฏรายงานข่าวเหตุการณ์การประท้วงของประชาชนกัมพูชาเพื่อขัดขวางการวางเครื่องกีดขวางเสริมความมั่นคงของเจ้าหน้าที่ฝ่ายไทย บริเวณบ้านหนองหญ้าแก้ว อำเภอโคกสูง จังหวัดสระแก้ว เมื่อวันที่ 17 กันยายน 2568 ซึ่งกองทัพบกได้ออกมาชี้แจงด้วยแล้ว นั้น กระทรวงการต่างประเทศขอย้ำประเด็นสำคัญ ดังนี้

1. การดำเนินมาตรการดังกล่าวของฝ่ายไทยอยู่ในพื้นที่อธิปไตยของไทยอย่างชัดเจน การเข้ามาเพื่อพยายามขัดขวางการทำงานของเจ้าหน้าที่ฝ่ายไทยจนทำให้เจ้าหน้าที่ไทยจำนวนหนึ่งได้รับบาดเจ็บ รวมทั้งการรื้อถอนสิ่งกีดขวางของฝ่ายไทย เป็นการกระทำที่ผิดกฎหมายไทยในหลายมาตรา

2. เจ้าหน้าที่ฝ่ายไทยได้แสดงความอดกลั้นอย่างสูงสุดมาโดยตลอด และได้ใช้เวลาชี้แจงทำความเข้าใจกับประชาชนกัมพูชา อย่างไรก็ดี ยังคงมีการยั่วยุและดำเนินการรุกล้ำอย่างต่อเนื่องของฝ่ายกัมพูชาส่งผลให้เจ้าหน้าที่ตำรวจชุดควบคุมฝูงชนจำเป็นต้องเข้าระงับเหตุตามหลักสากล โดยใช้มาตรการที่ได้สัดส่วนและมีความเหมาะสมต่อสถานการณ์ และเป็นไปตามหลักสิทธิมนุษยชน เพื่อป้องกันไม่ให้สถานการณ์บานปลาย

3. การปลุกระดม ยั่วยุ ให้ประชาชนออกมาชุมนุมประท้วงและก่อความไม่สงบของฝ่ายกัมพูชาในพื้นที่ดังกล่าว ถือเป็นการละเมิดข้อตกลงหยุดยิงที่ทั้งสองฝ่ายให้คำมั่นที่จะปฏิบัติตามอย่างเคร่งครัด และเป็นสิ่งที่ขาดความรับผิดชอบ ไม่สร้างสรรค์ อีกทั้งไม่ยึดถือผลประโยชน์และความปลอดภัยของประชาชนเป็นที่ตั้ง

4. ฝ่ายไทยจึงขอเรียกร้องให้ฝ่ายกัมพูชายุติการปลุกระดมและยั่วยุให้ประชาชนออกมาชุมนุมประท้วงและก่อความไม่สงบในพื้นที่ดังกล่าว รวมถึงละเว้นการกระทำใด ๆ ที่จะเป็นอุปสรรคต่อการลดความตึงเครียดและการหาทางออกร่วมกันอย่างสันติ

According to reports from the Royal Thai Army, Royal Thai Navy, 1st Army Area, and 2nd Army Area, the situation along the Thai-Cambodian border can be summarized as follows:

The Royal Thai Army Refutes Cambodian Spokesperson's Distortion of Facts, Emphasizes Thai Officials Conducted Operations Against Cambodian Protesters Following International Procedures Within Thai Sovereign Territory

Yesterday (17 September 2025), Mr. Pen Bona, spokesperson of the Royal Government of Cambodia, and Lieutenant General Mali Socheata, spokesperson of Cambodian Ministry of Defense, held a press conference regarding the tense situation at Ban Nong Ya Kaeo, Khok Sung District, Sa Kaeo Province.

Major General Winthai Suvaree, Army Spokesperson, clarified the aforementioned statement, which contained distorted facts on several issues, as follows:

1. Regarding the claim that these Cambodian nationals were defending their lawful land from Thai violations

The Royal Thai Army clarifies that the land in the aforementioned area is clearly within Thai territory and is not within any area claimed by Cambodia. The group of Cambodian villagers deliberately and illegally occupied Thai territory for an extended period, while Cambodian officials were fully aware of their actions. Thailand has protested multiple times at all levels, but Cambodia has ignored these protests without any remedial action.

Since the incident location is cleary within Thai territory, the primary operators were riot police in conjunction with local administrative officials, not military personnel, contrary to Cambodia's attempt to distort global perception.

2. Regarding the mention of Thai officials firing rubber bullets and smoke grenades at Cambodian civilians and using sound equipment to damage ears and brains

This constituted standard international procedures appropriate to the situation, utilizing police and administrative forces when peaceful negotiations proved ineffective to control the crowd of Cambodians who displayed aggressive behavior and violent emotional outbursts. Most carried long wooden sticks as makeshift weapons, showing intent to harm Thai officials and breach Thai barriers.

3. Regarding the condemnation of violence committed by Thai officials against Cambodian civilians and monks, demanding Thai officials cease these violations

Thailand condemns Cambodian officials who lack sincerity in resolving the assembly issue and condemns Cambodian protesters who attempted to use violence against Thai officials, necessitating the use of tear gas and rubber bullets for self-defense and immediate incident suppression.

4. Regarding the call for Thailand to respect ceasefire agreements and attempt peaceful resolution through international principles, agreements, and international law

This case clearly demonstrates Cambodian side disrespecting ceasefire agreements by inciting and supporting masses to encroach upon Thai territory and distorting information to impact the image of Thailand. Thai operations merely addressed problems systematically created by Cambodia with patience and restraint, attempting to prevent violent confrontations that could develop into renewed armed conflict.

The Army spokesperson emphasized that the area is within Thai territory. The incursion by Cambodian nationals who destroyed government property and instigated civil disturbances on Thai territory constitutes illegal acts requiring legal proceedings. It is confirmed that Thai operations followed procedures for negotiation, warnings, and riot control according to international principles, using police forces in coordination with administrative authorities. Critically, Cambodian military personnel involved in the incident failed to intervene and demonstrated supportive attitudes toward the civil unrest. Furthermore, following the incident, Cambodia issued statements distorting all facts. This demonstrates Cambodia's intention to deploy civilians as a front for territorial encroachment into Thailand and insincerity in addressing border area issues according to ceasefire agreements, contradicting the image the Cambodian government attempts to project to the international community as a seeker of peace.

Summary of Events on 17 September 2025

13:45 hrs – IOT delegation arrived at Border Pillar 34 (Ban Nong Ya Kaeo), Khok Sung District, Sa Kaeo, for a briefing from the CO, Task Force 12.

14:10 hrs – IOT from both sides inspected the barbed-wire barrier at Ban Nong Ya Kaeo.

IOT observed Cambodian attempts to dismantle Thai barbed wire.

15:10 hrs – IOT (Thai side) departed.

16:00 hrs – Thai side reinforced defensive barriers.

16:06 hrs – Cambodian side brought civilians (men, women, children, monks) to pressure Thai barriers.

16:17 hrs – Aerial surveillance spotted 6 Cambodian vehicles, assessed as reinforcements.

16:20 hrs – Cambodians began dismantling barbed wire.

16:23 hrs – Thai police crowd-control units engaged, escalating proportionally: warning, then use of tear gas and rubber bullets.

▸ Cambodian civilians hurled sticks, stones, and slingshots at Thai forces.

▸ Thai units responded with LRAD, tear gas, and rubber bullets.

▸ Cambodians retreated under tear gas effects.

16:45 hrs – Thai side reestablished barbed wire with tire reinforcements. Cambodians remained nearby, shouting insults.

17:00 hrs – Cambodian civilians continued agitation. Thai officers repeatedly urged Cambodian authorities to control their people, while deploying sound-disruption devices.

18:30 hrs – Cambodian crowd dispersed. Thai forces also withdrew. Situation returned to normal.

Thai crowd-control measures contained the incident. Some Cambodian groups remain observing near the site.

Daily Situation – 2nd Army Area

Cambodian movements detected: 5 drones over Weerawatyothin Camp; 4 drones over Phu Makua–Phra Viharn area; 7 drones over Ta Kwai Temple; 4 drones over Chong Chom.

Both sides remain deployed. Thai troops continue observation and readiness to respond.

Marine Task Force Chanthaburi – Border Road Construction

The Chanthaburi Marine Task Force is expediting the construction of a 15km road along the border for logistics and patrols, also to restore terrain altered into a U-shape.

On 15 September 2025, the Operations Command Center was established, and on 16 September 2025, road construction commenced. As of now, 2.7 kilometers have been completed out of the total 15-kilometer target, leaving 12.3 kilometers remaining.

This project strengthens border security, prevents illegal activity, and enhances Royal Thai Navy patrol capabilities.

Statement on the incursion and protest by Cambodian nationals in Ban Nong Ya Kaew, Khok Sung district, Sa Kaeo province

With reference to reports concerning the incursion and protest by Cambodian nationals against the placement of security barricades by Thai officials in Ban Nong Ya Kaew, Khok Sung district, Sa Kaeo province on 17 September 2025, about which the Royal Thai Army has already issued clarifications, the Ministry of Foreign Affairs wishes to emphasise the following:

1. Implementation of measures by the Thai side were all undertaken well within Thailand’s sovereign territory. Attempts to obstruct the work of Thai officials resulted in injuries to some Thai officials. The removal of security barricades placed by Thai authorities are unlawful acts constituting numerous offences under Thai law.

2. Thai officials have exercised the utmost restraint throughout this incident, with explanations provided repeatedly to the Cambodian nationals. However, provocations and incursions by the Cambodians continued, making it necessary for Thai crowd control police to intervene, using internationally-accepted practices. All actions by the Thai police were proportionate and appropriate to the circumtances, adhering to human rights principles, and prevented the situation from spiralling out of control.

3. Instigations and incitements to protest and unrest by the Cambodian side in the said area constitutes a violation of the ceasefire agreement, which both sides have previously agreed to strictly adhere to. Moreover, such actions are irresponsible, unconstructive, and clearly taken without due regard for the safety and interests of the people.

4. The Thai side, therefore, calls upon the Cambodian side to cease all provocations, incitements to protests and acts of unrest in the area, and refrain from any further actions that would further hinder efforts to de-escalate tensions, and to seek peaceful and mutually acceptable solutions.
