ตามรายงาน กองทัพบก, กองทัพเรือ, กองทัพภาคที่ 1, กองทัพภาคที่ 2 และจังหวัดสระแก้ว ได้สรุปเหตุการณ์บริเวณชายแดนไทย–กัมพูชาดังนี้:

จังหวัดสระแก้ว ชี้แจงเมื่อ 17 ก.ย. 68 เวลา 10.30 น. นายปริญญา โพธิสัตย์ ผวจ.สระแก้ว พร้อมหน.ส่วนราชการที่เกี่ยวข้อง ได้เดินทางเข้าร่วมในการประชุมบริหารจัดการสถานการณ์ให้มีความสงบเรียบร้อยในพื้นที่ชายแดนกับฝ่ายกัมพูชา โดยมี นายอุม เรียไตร ผวจ.บันเตียเมียนเจย พร้อม พล.ต.เป็จ วรรณา รอง จก.ชด.บก.ทสส./หน.สน.ปกท., พล.ต.ซุน มาว รอง ผบ./ผบ.ภท. 5 สน. 1 (จ.บันเตียเมียนเจย) และหน.ส่วนราชการ หน่วยงานที่เกี่ยวข้อง ให้การต้อนรับและเข้าร่วมประชุม ณ ห้องประชุม สำนักงานตรวจคนเข้าเมืองจุดผ่านแดนถาวรปอยเปต–คลองลึก บ.กะบาลสะเปียนมวย แขวงโอวโจรว กรุงปอยเปต จ.บันเตียเมียนเจย (ตรงข้ามจุดผ่านแดนถาวรบ้านคลองลึก อ.อรัญประเทศ จ.สระแก้ว)

โดยการประชุมดังกล่าว สืบเนื่องมาจากการประชุมคณะกรรมการชายแดนทั่วไป (GBC) สมัยพิเศษ ครั้งที่ 1/68 เมื่อ 10 ก.ย. 68 ระหว่างไทย–กัมพูชา ณ จ.เกาะกง โดยที่ประชุมเห็นชอบให้ ผวจ.สระแก้ว และ ผวจ.บันเตียเมียนเจย ประสานงานกันเพื่อบริหารจัดการสถานการณ์ให้มีความสงบเรียบร้อย ซึ่งการประชุมดังกล่าวฝ่ายไทยได้ยื่นข้อเสนอ โดยมีรายละเอียดดังนี้

2. ฝ่ายไทยเสนอ ตามประเด็นดังนี้

2.1) ทั้งสองฝ่ายเห็นชอบร่วมกันที่จะบริหารจัดการพื้นที่ชายแดนให้เป็นไปด้วยความสงบเรียบร้อย โดยกำหนดให้มวลชนของทั้งสองประเทศถอยห่างออกจากพื้นที่อ้างสิทธิ์ของประเทศตรงข้ามไม่น้อยกว่า 500 เมตร

2.2) ทั้งสองฝ่ายจะไม่มีการปลุกระดมมวลชน พร้อมทั้งควบคุมมวลชนของประเทศตนให้อยู่ห่างจากพื้นที่อ้างสิทธิ์ของประเทศตรงข้ามไม่น้อยกว่า 500 เมตร

2.3) ทั้งสองฝ่ายเห็นชอบร่วมกัน ไม่ให้มีการเปลี่ยนแปลงลักษณะภูมิประเทศในพื้นที่อ้างสิทธิ์ของทั้งสองประเทศในทุกกรณี ในกรณีที่มีการดำเนินการไปแล้ว ให้ปรับคืนสู่สภาพเดิมภายใน 1 วันหลังการประชุม

2.4) ทั้งสองฝ่ายเห็นชอบร่วมกัน ที่จะไม่มีการเพิ่มกำลังทหารและอาวุธหนักในพื้นที่ชายแดนทั้งสองจังหวัด

2.5) จังหวัดสระแก้วขอสงวนสิทธิ์ในการออกเอกสารสิทธิในที่ดินทำกินของคนไทย ในเขตอธิปไตยของประเทศไทย ซึ่งอยู่นอกเขตพื้นที่อ้างสิทธิ์ของทั้งสองประเทศ

2.6) ประชาชนของทั้งสองประเทศสามารถเข้าทำประโยชน์ในที่ดินในเขตอธิปไตยของตน นอกพื้นที่อ้างสิทธิ์ได้ โดยห้ามประชาชน ทหาร หรือเจ้าหน้าที่รัฐเข้าทำการขัดขวางการทำประโยชน์ดังกล่าว ทั้งนี้ หากเกิดความไม่สงบเรียบร้อยในพื้นที่ของประเทศใด ให้เป็นหน้าที่ของประเทศนั้นต้องดำเนินการแก้ไขให้เป็นไปด้วยความเรียบร้อยโดยเร็ว

2.7) หากไทยและกัมพูชาไม่สามารถหาข้อตกลงได้ภายใต้กลไกการหารือของคณะกรรมการชายแดนทั่วไป (General Border Committee : GBC) สมัยพิเศษ ครั้งต่อไป จังหวัดสระแก้วจะมีหนังสือแจ้งจังหวัดบันเตียเมียนเจยให้ราษฎรที่อยู่นอกเส้นอ้างสิทธิที่รุกล้ำเข้ามาในอธิปไตยไทยให้ย้ายออกจากพื้นที่พร้อมทรัพย์สินและสังหาริมทรัพย์บ้านหนองจานและบ้านหนองหญ้าแก้ว อำเภอโคกสูง ภายใน 30 วันนับแต่วันที่จังหวัดสระแก้วมีหนังสือแจ้ง หากไม่ออกจากพื้นที่ดังกล่าว จังหวัดสระแก้วจะดำเนินการตามขั้นตอนกฎหมายของราชอาณาจักรไทยต่อไป ตามที่ได้แจ้งให้ทราบแล้ว

2.ทั้งสองฝ่ายเห็นชอบร่วมกันที่จะจัดตั้งคณะกรรมการแก้ไขปัญหาระดับพื้นที่ร่วมกันระหว่างสองประเทศ เพื่อมีเป้าหมายในการแก้ไขปัญหาทุกประเด็นด้วยสันติวิธี และหลีกเลี่ยงการปะทะ

3. ในส่วนฝ่ายกัมพูชาได้ยื่นข้อเสนอฝ่ายไทย โดยมีรายละเอียดดังนี้

3.1) ให้ทั้งสองฝ่ายปฏิบัติตามผลการประชุมที่กรุงกัวลาลัมเปอร์ ประเทศมาเลเซีย, ผลการประชุม RBC และผลการประชุม GBC

3.2) ทั้งสองฝ่ายปฏิบัติตามข้อตกลง MOU-43 และ TOR 2003

3.3) หลีกเลี่ยงการปฏิบัติที่มีผลกระทบต่อประชาชนที่อาศัยอยู่ในพื้นที่ โดยทั้งสองฝ่ายรอปฏิบัติตามผลการประชุม JBC

3.4) ทั้ง 2 จังหวัดดำเนินการตามผลการประชุม GBC

อนึ่ง ข้อเสนอของฝ่ายไทยทั้ง 8 ข้อนั้น ฝ่ายกัมพูชายังไม่สามารถให้ความเห็นชอบได้ในขณะนี้ โดยฝ่ายกัมพูชาจะนำข้อเสนอของฝ่ายไทยให้หน่วยเหนือของตนพิจารณา และจะแจ้งให้จังหวัดสระแก้วรับทราบต่อไป ทั้งนี้ฝ่ายไทยนั้น ถ้าหากว่าทางจังหวัดบันเตียเมียนเจยไม่รับข้อเสนอข้อใดข้อหนึ่ง จังหวัดสระแก้วยังคงสงวนและจะดำเนินการต่อไปในเขตอธิปไตยและราชอาณาจักรไทย

กองทัพบกแจงเหตุการณ์มวลชนกัมพูชาชุมนุมประท้วง บริเวณบ้านหนองหญ้าแก้ว อำเภอโคกสูง จังหวัดสระแก้ว

วันนี้ (17 ก.ย. 2568) เวลา 15.40 น. กองทัพบกได้รับรายงานจากกองกำลังบูรพา กรณีฝ่ายกัมพูชาได้นำประชาชนและมวลชนประมาณ 200 คน มาชุมนุมประท้วงการปฏิบัติของฝ่ายไทย ระหว่างการวางเครื่องกีดขวางและลวดหีบเพลงเสริมความมั่นคงตามแนวชายแดนไทย–กัมพูชา บริเวณบ้านหนองหญ้าแก้ว อำเภอโคกสูง จังหวัดสระแก้ว

ฝ่ายไทยได้ชี้แจงทำความเข้าใจกับผู้ชุมนุมและดำเนินการวางลวดหีบเพลงตามแผนการปฏิบัติ อย่างไรก็ตาม กลุ่มมวลชนกัมพูชายังคงแสดงการประท้วงอย่างต่อเนื่อง

ต่อมา เวลา 16.20 น. เจ้าหน้าที่ฝ่ายไทยจำเป็นต้องใช้แก๊สน้ำตาและกระสุนยางควบคุมสถานการณ์ ส่งผลให้กลุ่มผู้ชุมนุมและเจ้าหน้าที่ควบคุมฝูงชนถอยห่างออกจากแนวปะทะ เนื่องจากผลของแก๊สน้ำตา

จนถึงเวลาประมาณ 17.00 น. ฝ่ายไทยยังคงดำเนินการเสริมความมั่นคงตามแนวชายแดน โดยการวางแนวลวดหนามเพิ่มเติมและใช้ยางรถยนต์ประกอบ รวมถึงควบคุมการประท้วงโดยใช้แก๊สน้ำตา กระสุนยาง และเครื่อง LRAD ขณะที่ฝ่ายกัมพูชาเริ่มถอยออกจากพื้นที่ และมีการตะโกนต่อว่าเจ้าหน้าที่ไทยเป็นระยะ รวมทั้งมีการใช้ความรุนแรงโดยการขว้างปาท่อนไม้ ก้อนหิน และยิงหนังสติ๊กมายังเจ้าหน้าที่ฝ่ายไทย จนมีเจ้าหน้าที่ได้รับบาดเจ็บ ทั้งนี้เจ้าหน้าที่ยังคงติดตามสถานการณ์อย่างใกล้ชิด

จากกรณีเหตุการณ์ในวันนี้ (17 ก.ย. 68) ที่มวลชนกัมพูชาชุมนุมประท้วงขัดขวางเจ้าหน้าที่ฝ่ายไทย ขณะวางเครื่องกีดขวางเสริมความมั่นคง บริเวณบ้านหนองหญ้าแก้ว อำเภอโคกสูง จังหวัดสระแก้ว จนเจ้าหน้าที่ฝ่ายไทยต้องใช้มาตรการสากลเข้าควบคุมระงับเหตุ ไม่ให้ลุกลามขยายตัวจนเป็นการจลาจล

พลตรี วินธัย สุวารี โฆษกกองทัพบก เปิดเผยว่า เหตุดังกล่าวสืบเนื่องจากเหตุการณ์เมื่อวันที่ 16 ก.ย. 68 ที่ผ่านมา มวลชนกัมพูชาเข้าทำการรื้อถอนสิ่งกีดขวางป้องกันตนเองของฝ่ายไทย ในพื้นที่บ้านหนองหญ้าแก้ว ซึ่งอยู่ในเขตอธิปไตยไทยอย่างชัดเจน และเช่นเดียวกับในวันนี้ หลังจากที่เจ้าหน้าที่ฝ่ายไทยพยายามเข้าวางเครื่องกีดขวางเสริมความมั่นคงในบริเวณดังกล่าว กลับพบการเข้าขัดขวางของมวลชนกัมพูชาจำนวนมาก ซึ่งส่วนใหญ่มีอาวุธเป็นท่อนไม้และหนังสติ๊ก จนสุดท้ายจำเป็นต้องใช้กำลังเจ้าหน้าที่ตำรวจชุดควบคุมฝูงชนเข้าระงับเหตุตามหลักสากล ด้วยการใช้แก๊สน้ำตาและกระสุนยาง เพื่อป้องกันไม่ให้สถานการณ์ลุกลามเป็นการจลาจล

ทั้งนี้ ได้รับรายงานว่าเจ้าหน้าที่บางส่วนได้รับบาดเจ็บจากการถูกขว้างปาด้วยท่อนไม้ ก้อนหิน รวมถึงถูกยิงด้วยหนังสติ๊ก

โฆษกกองทัพบกยังได้ย้ำว่า สถานการณ์ดังกล่าวถือว่ามวลชนกัมพูชารุกล้ำเข้ามาในพื้นที่ประเทศไทย ขัดขวางการปฏิบัติงานและทำลายสิ่งของของเจ้าหน้าที่ ซึ่งเป็นการกระทำที่ชัดเจนว่าผิดต่อกฎหมายของประเทศไทยในหลายมาตรา โดยเจ้าหน้าที่ฝ่ายกัมพูชาเพิกเฉยและมิได้ดำเนินการห้ามปรามแต่อย่างใด ซึ่งมองว่าสิ่งที่เกิดขึ้นเป็นการยั่วยุ เป็นความตั้งใจที่จะละเมิดข้อตกลงหยุดยิงโดยให้ประชาชนเป็นผู้ออกหน้า

ดังนั้น การเข้าดำเนินการโดยเจ้าหน้าที่ตำรวจในการระงับเหตุ และใช้เครื่องมือที่เน้นการผลักดันเพื่อระงับเหตุจลาจล จึงถือว่าเป็นไปตามหลักสากล และเหมาะสมต่อสถานการณ์ที่เกิดขึ้น

ยืนยันว่าพื้นที่ที่เกิดเหตุอยู่ในเขตพื้นที่อธิปไตยไทยอย่างชัดเจน อีกทั้งไม่ได้อยู่ในเขตพื้นที่ที่กัมพูชาอ้างสิทธิ์ หรืออยู่ในเขตพื้นที่ของกัมพูชา อย่างที่ทางฝ่ายกัมพูชาพยายามให้ข้อมูลบิดเบือน เชื่อว่าการกระทำดังกล่าวเข้าข่ายการกระทำผิดกฎหมายของประเทศไทยอย่างชัดเจน

โฆษกกองทัพบกชี้แจง ได้รับข้อมูลจากกองทัพภาคที่ 2 ว่า วันนี้ 16 ก.ย. 68 เวลา 08.00–15.00 น. ทหาร ร้อย.ร.132 โดย มว.ปล.ที่ 2 ฐานปฏิบัติการชนะศึก ร่วมกับหน่วย T-MAC ทำการสำรวจพื้นที่บริเวณช่องโดนเอาว์ ฐานปฏิบัติการชนะศึก ได้ตรวจพบทุ่นระเบิดสังหารบุคคลแบบ PMN-2 จำนวน 8 ลูก ติดตั้งในลักษณะพร้อมทำงาน จึงได้ทำการเก็บกู้รื้อถอนและนำเก็บไปเพื่อรอการทำลายต่อไป

การตรวจพบทุ่นระเบิดดังกล่าว เป็นเครื่องยืนยันว่าฝ่ายกัมพูชายังคงมีความพยายามอย่างไม่ลดละในการใช้อาวุธต่อกำลังทหารฝ่ายไทย ซึ่งมองว่าเป็นการละเมิดข้อตกลงหยุดยิงอย่างชัดเจน อีกทั้งเรื่องของทุ่นระเบิดควรเป็นเรื่องเร่งด่วนที่ควรจะต้องเร่งดำเนินการ เพราะที่ผ่านมา ฝ่ายไทยเป็นผู้ที่ได้รับผลกระทบโดยตรงอยู่ฝ่ายเดียว ซึ่งจะทำให้สังคมเข้าใจได้ว่ากัมพูชาไม่ได้แสดงออกถึงความจริงใจในการแก้ปัญหา

ตรวจพบความเคลื่อนไหวของฝ่ายกัมพูชา โดยตรวจพบโดรน 3 ลำ บินตรวจการณ์ในระดับความสูงมากกว่า 1,000 เมตร ปัจจุบันกองกำลังทั้ง 2 ฝ่าย ยังคงวางกำลังตามแนวที่มั่นของตนเอง ฝ่ายไทยจัดกำลังพลประจำจุดเฝ้าตรวจตามเหตุการณ์ เพื่อติดตามความเคลื่อนไหวของฝ่ายตรงข้าม และเตรียมความพร้อมในการปฏิบัติตอบโต้ตามสถานการณ์

ไทย–กัมพูชา จับมือเดินหน้าปราบแก๊งคอลเซ็นเตอร์

เมื่อวานนี้ (16 ก.ย. 68) พล.ต.อ.ธัชชัย ปิตะนีละบุตร จเรตำรวจแห่งชาติ ในฐานะหัวหน้าศูนย์ปราบปรามอาชญากรรมทางเทคโนโลยี สำนักงานตำรวจแห่งชาติ เข้าร่วมประชุมกับ พล.ต.ท.เซียง ซาริด รองผู้บัญชาการตำรวจแห่งชาติกัมพูชา

การประชุมใช้เวลากว่า 10 ชั่วโมง ก่อนจะบรรลุข้อตกลงร่วมกัน ว่ากัมพูชาจะจัดทำแผนปราบปรามแก๊งคอลเซ็นเตอร์ภายใน 1 เดือน โดยใช้ข้อมูลฐานปฏิบัติการที่ไทยส่งมอบให้ เพื่อจัดการกับปัญหาอย่างตรงจุด

ข้อตกลงครั้งนี้เป็นผลสืบเนื่องจากการประชุมคณะกรรมการชายแดนทั่วไป (GBC) ที่เกาะกง เมื่อ 10 ก.ย. ที่ผ่านมา โดยเน้นความร่วมมือแก้ปัญหาคอลเซ็นเตอร์–ค้ามนุษย์ และการปราบปรามอาชญากรรมไซเบอร์ในภูมิภาค

กองทัพภาคที่ 1 และหน่วยงานความมั่นคงของทั้งสองประเทศจะติดตามอย่างใกล้ชิด เพื่อปกป้องประชาชน สร้างความมั่นใจ และรักษาเสถียรภาพชายแดน พร้อมเดินหน้าตามกรอบความร่วมมือไทย–กัมพูชา

โดยประเด็นที่กองกำลังจันทบุรี-ตราด และหน่วยทหารกัมพูชา ได้หารือ คือ การรื้อถอนสิ่งปลูกสร้าง ซึ่งเป็นฐานทหารออกจากพื้นที่ โดยเฉพาะบริเวณบ้านชำราก ทั้ง 3 จุด ควบคู่ไปกับการแก้ไขปัญหาสแกมเมอร์ และการเก็บกู้ทุนระเบิดสังหาร ซึ่งฝ่ายกัมพูชาตอบรับข้อเรียกร้องของฝ่ายไทย และต้องติดตามผลการดำเนินการอย่างเป็นรูปธรรมต่อไป

Incident Report on the Thai-Cambodian Border Clashes

According to reports from the Royal Thai Army, Royal Thai Navy, 1st Army Area, 2nd Army Area, and Sa Kaeo Province, the situation along the Thai-Cambodian border can be summarized as follows:

On 17 September 2025, at 10.30 hrs, Mr. Parinya Phothisat, Governor of Sa Kaeo Province, together with heads of related agencies, attended a meeting with Cambodian counterparts on border situation management. The Cambodian delegation included Mr. Oum Reatrey, Governor of Banteay Meanchey, Major General Pech Vanna, Deputy Director of the Border Affairs Department of the Cambodian Ministry of National Defence, and Major General Sun Mao, Deputy Commander/Commander of the 5th Intervention Division, as well as heads of related agencies. The meeting took place at the Immigration Office meeting room, Poipet-Klong Luek Permanent Border Crossing, Kabal Spean Muoy, O’Chrov District, Poipet City, Banteay Meanchey Province (opposite the Klong Luek Border Crossing, Aranyaprathet District, Sa Kaeo Province).

This meeting followed the 1st Special Session of the Thai-Cambodian General Border Committee (GBC), held on 10 September 2025 in Koh Kong Province. Both sides agreed that the Governors of Sa Kaeo and Banteay Meanchey should coordinate directly to maintain order and stability along the border.

Thailand proposed eight points as follows:

2.1) Both sides agree to manage the border area peacefully by requiring groups of people from both countries to withdraw at least 500 meters from the other side’s claimed area.

2.2) Both sides agree not to incite gatherings and will control their nationals to remain at least 500 meters away from the other side’s claimed area.

2.3) Both sides agree not to alter the geographical features of claimed areas in any circumstance. If alterations have already been made, they must be restored to their original condition within one day after the meeting.

2.4) Both sides agree not to increase military forces or heavy weapons in the border areas of the two provinces.

2.5) Sa Kaeo Province reserves the right to issue land titles for Thai citizens in areas under Thai sovereignty, outside of disputed zones.

2.6) Citizens of both countries may use land within their own sovereign territory, outside of disputed areas, without interference. If unrest occurs in either country’s area, that country is responsible for restoring order immediately.

2.7) If Thailand and Cambodia cannot reach agreement under the GBC framework at the next Special Session, Sa Kaeo Province will formally notify Banteay Meanchey Province that Cambodian residents encroaching into Thai sovereign territory at Ban Nong Chan and Ban Nong Ya Kaeo, Khok Sung District, must vacate within 30 days. Failure to comply will result in enforcement under Thai law.

2.Both sides agree to establish a joint local-level committee to resolve issues by peaceful means and prevent clashes.

Cambodia submitted four counter-proposals:

3.1) Both sides must abide by the outcomes of the Kuala Lumpur GBC meeting, RBC meetings, and GBC meetings.

3.2) Both sides must adhere to the 2000 MOU (MOU43) and the 2003 TOR.

3.3) Both sides should avoid actions affecting local residents and await JBC decisions.

3.4) Both provinces must follow the outcomes of the GBC.

Note: Cambodia has not yet accepted Thailand’s eight proposals. They will consult higher authorities and notify Sa Kaeo Province later. Thailand maintains the position that, regardless of Cambodia’s acceptance, Thai authorities will proceed in Thai sovereign territory as necessary.

Royal Thai Army Clarifies Incident of Cambodian Protest Gathering near Ban Nong Ya Kaeo, Khok Sung District, Sa Kaeo Province

Today (17 September 2025), at 15.40 hrs, the Royal Thai Army received a report from the Burapha Task Force regarding an incident in which Cambodia brought approximately 200 civilians and protesters to demonstrate against Thai operations while concertina wire and defensive barriers were being laid along the Thai-Cambodian border in the area of Ban Nong Ya Kaeo, Khok Sung District, Sa Kaeo Province.

Thai authorities clarified the situation to the protesters and continued implementing the planned placement of concertina wire. However, the Cambodian protesters continued their demonstration.

Subsequently, at 16.20 hrs, Thai security forces were compelled to employ tear gas and rubber bullets to control the situation, causing both the protesters and riot control personnel to withdraw from the clash line due to the effects of the tear gas.

By approximately 17.00 hrs, Thai authorities continued reinforcing the border security line by laying additional concertina wire and using tires as part of the fortification, while simultaneously controlling the protest using tear gas, rubber bullets, and LRAD. At this stage, Cambodian protesters began retreating from the area, while intermittently shouting insults at Thai personnel and resorting to violence by throwing sticks, stones, and firing slingshots at Thai officials, resulting in some injuries to personnel. Thai authorities continue to closely monitor the situation.

Cambodian authorities failed to intervene or restrain their nationals, which is seen as a deliberate provocation and an intentional attempt to violate the ceasefire agreement by using civilians at the forefront.

Accordingly, the deployment of riot control police and the use of non-lethal measures focused on dispersal were appropriate, consistent with international standards, and proportionate to the situation.

The Army Spokesperson reaffirmed that the area in question lies entirely within Thai sovereign territory, not within Cambodia or any claimed overlap area, contrary to distorted information circulated by the Cambodian side. These actions, he concluded, fall unequivocally under violations of Thai law.

According to information received from the 2nd Army Area of the Royal Thai Army, on 16 September 2025, between 08.00-15.00 hrs, troops from 132nd Infantry Company, under the 2nd Rifle Platoon, Chana Suek Base, in coordination with TMAC (Thailand Mine Action Center), conducted a survey in the area of Don Ao Pass near Chana Suek Base. During the operation, they discovered eight PMN-2 anti-personnel landmines emplaced in a live, ready-to-detonate condition. The mines were successfully cleared, removed, and secured pending destruction.

The discovery of these mines is further evidence that Cambodian forces continue their persistent attempts to employ weapons against Thai troops, constituting a clear violation of the ceasefire agreement.
