ตรวจพบความเคลื่อนไหวของฝ่ายกัมพูชา มีการก่อกระสอบทรายปรับปรุงที่มั่นในบางพื้นที่ ปัจจุบันกองกำลังทั้ง 2 ฝ่าย ยังคงวางกำลังตามแนวที่มั่นของตนเอง ฝ่ายไทยจัดกำลังพลประจำจุดเฝ้าตรวจตามเหตุการณ์ เพื่อติดตามความเคลื่อนไหวของฝ่ายตรงข้าม และเตรียมความพร้อมในการปฏิบัติตอบโต้ตามสถานการณ์

การประชุม GBC สมัยวิสามัญ ครั้งที่ 2/2568

มีกำหนดการจัดระหว่าง 7-10 ก.ย. 68 ในพื้นที่จังหวัดเกาะกง ประเทศกัมพูชา โดยรูปแบบการประชุม แบ่งออกเป็น 7-9 ก.ย.68 เป็นการประชุมฝ่ายเลขานุการร่วม และวันที่ 10 กันยายน จะเป็นการประชุม GBC หลัก และจะมีการแถลงข่าวหลังจากการประชุมฯ ในพื้นที่จังหวัดตราด

การติดตามการดำเนินการบริหารจัดการบริเวณชายแดนพื้นที่บ้านหนองจานและบ้านหนองหญ้าแก้ว

จังหวัดสระแก้ว ชี้แจงนำเสนอ แนวทางการดำเนินการในการเสริมสร้างความมั่นคงปลอดภัยให้แก่พี่น้องประชาชนชาวไทยในพื้นที่บ้านหนองจานและบ้านหนองหญ้าแก้ว โดยมีแผนในการจัดสร้างรั้วระยะทาง 16 กิโลเมตร บริเวณหลักเขตแดนที่ 50-51 ซึ่งเป็นหลักเขตแดนที่มีการสำรวจและได้ข้อยุติแล้ว พร้อมกันนี้ จะมีการสำรวจสิทธิการครอบครองที่ดินในพื้นที่อย่างละเอียด ตลอดจน มีมาตรการดำเนินการตามกฎหมายของไทย ในการประกาศใช้กฎหมายกับชาวกัมพูชาที่บุกรุกพื้นที่ และแจ้งความดำเนินคดีกับราษฎรกัมพูชาที่บุกรุกพื้นที่ป่าไม้ ตาม พรบ.ป่าไม้ พ.ศ.2484 มาตรา 54 และมาตรา 72 ตรี ที่ประชุมฯ ได้เห็นชอบในหลักการ และจะนำไปเสนอในที่ประชุม สภาความมั่นคงแห่งชาติ ต่อไป

ศูนย์ปฏิบัติการกองทัพภาคที่ 1แถลงข่าวสถานการณ์ชายแดน ในพื้นที่ จ.สระแก้ว

โดยมีเนื้อหาที่สำคัญดังต่อไปนี้

ปฏิบัติตามคำสั่งยุทธการจักรพงษ์ 681 ทบ.

กองทัพภาคที่ 1ได้ปฏิบัติตามคำสั่งยุทธการจักรพงษ์ 681 ทบ. โดย แม่ทัพภาคที่ 1 ทำการวางแผนการปฏิบัติ จากนั้นเคลื่อนย้ายกำลังพลและ ยุทโธปกรณ์ เข้าปฏิบัติการเมื่อวันที่ 24 ก.ค. 68 ในพื้นที่กองกำลังบูรพา จังหวัดสระแก้ว เพื่อปฏิบัติภารกิจต่อเป้าหมายที่กำหนด และทำการตรึงกำลังกำลังข้าศึก ในเช้ามืดวันที่ 26 ก.ค. 68 เพื่อผลักดัน และรื้อถอนสิ่งปลูกสร้างทางทหารของฝ่ายกัมพูชาที่รุกล้ำเข้ามาในเขตแดนของไทย จำนวน 4 พื้นที่ โดยปฏิบัติการต่อที่หมาย และกำลังทหารเท่านั้น เนื่องจากในพื้นที่ปฏิบัติการยังคงมีชุมชนและประชาชนอยู่เป็นจำนวนมากที่ยังไม่ได้อพยพออกจากพื้นที่จึงต้องคำนึงถึงถึงหลักมนุษยธรรม เนื่องจากหากกระทำความรุนแรงต่อประชาชน สถานการณ์อาจจะเกิดผลกระทบเชิงลบทั้งในมิติยุทธศาสตร์ ยุทธวิธี และการเมืองระหว่างประเทศ ผลการปฏิบัติ หน่วยสามารถผลักดันกำลังทหารกัมพูชาออกจากทั้ง 4 พื้นที่โดยไม่มีการปะทะ ภายหลังปฏิบัติการหน่วยได้ดำเนินการวางกำลังตรึงพื้นที่ตลอดแนวชายแดน และวางแนวลวดหนามป้องกันตนเอง

การปฏิบัติหลังวันที่ 28 ก.ค.68 กองทัพภาคที่ 1 ได้ปฏิบัติการมาตรการเชิงรุก เพื่อเตรียมพร้อมปฏิบัติการในขั้นต่อไป ด้วยการพัฒนาระบบงานข่าวกรองเชิงรุก พิสูจน์ทราบที่ตั้งการวางกำลังและข่าวกรองเชิงรับ มาตรการต่อต้านข่าวกรอง การดำเนินการด้านยุทธการ ด้วยการลาดตะเวน/เฝ้าตรวจพื้นที่แนวชายแดนเพื่อป้องกันการตอบโต้กำลังฝ่ายตรงข้าม พร้อมทั้งสนับสนุนมาตรการป้องกันและปราบปรามการลักลอบเข้าออกของกลุ่มอาชญากรรมข้ามชาติ Scammer แก๊งคอลเซ็นเตอร์ และการกระทำความผิดกฎหมายอื่น ๆ

สำหรับการติดตามเฝ้าระวังอากาศยานไร้คนขับ ได้ดำเนินการทั้งเชิงรุกและเชิงรับ ติดตั้งตาข่ายป้องกันอากาศยานไร้คนขับ(DRONE) และบูรณาการกำลังทุกภาคส่วนร่วมกับตำรวจ ฝ่ายปกครอง และ ชรบ. ดำเนินการจัดตั้งจุดตรวจ/จุดสกัด และชุดเคลื่อนที่เร็วทำการลาดตระเวนเฝ้าตรวจ ทั้งกลางวัน และกลางคืน เพื่อเฝ้าระวังและสังเกตการณ์ รวมทั้งได้ติดตั้งอุปกรณ์เฝ้าตรวจและต่อต้าน ในพื้นที่เฝ้าระวังพื้นที่สำคัญ

โฆษกกองทัพภาคที่ 1 ย้ำถึงความท้าทายในการจัดการประชุม RBC (สมัยวิสามัญ) โดยเฉพาะปัญหาสแกมเมอร์ การเก็บกู้ทุ่นระเบิด และการจัดระเบียบพื้นที่ชายแดน ซึ่งมีการตั้งคณะประสานงานร่วมระหว่างสองฝ่าย พร้อมทั้งยืนยันว่ากองทัพภาคที่ 1 จะเดินหน้าเรื่องนี้ต่อใน การประชุมคณะกรรมการชายแดนทั่วไปที่จะมีขึ้นเร็ว ๆ นี้

สำหรับกรณีบ้านหนองจาน อำเภอโคกสูง จังหวัดสระแก้ว ได้มีการบังคับใช้มาตรการรักษาความสงบเรียบร้อยภายใต้กฎอัยการศึก เพื่ออำนวยความสะดวกและคุ้มครองประชาชน โดยจังหวัดได้ดำเนินการรังวัดที่ดินสำหรับผู้มีเอกสารสิทธิ์ และผู้ว่าราชการจังหวัดได้ทำหนังสือถึงผู้ว่าราชการจังหวัดบันเตียเมียนเจย เพื่อให้กัมพูชาจัดการสิ่งปลูกสร้างที่รุกล้ำอธิปไตย หากไม่ดำเนินการไทยจะใช้กฎหมายดำเนินการ

ทั้งนี้ กองทัพไทยร่วมกับหน่วยงานที่เกี่ยวข้องแก้ไขปัญหาเป็นขั้นตอน โดยย้ำว่าต้องใช้เวลาและความอดทน กัมพูชาเริ่มยอมรับกติกาและไทยจะกดดันด้วยหลักสากลต่อไป ส่วนมาตรการด้านความมั่นคง กองกำลังบูรพาได้ปิดด่านทุกประเภทอย่างถาวรตั้งแต่ก่อนการหยุดยิง พร้อมเสริมแนวลวดหนามชายแดนระยะทาง 165 กิโลเมตร (ทางบก 95 กม. คลอง 70 กม.) และเพิ่มการสกรีนพื้นที่อีก 16 กม. เพื่อสกัดกั้นการข้ามแดนผิดกฎหมาย ยืนยันว่ามาตรการนี้คือหัวใจทางยุทธวิธี ยุทธการ และยุทธศาสตร์ในการปิดล้อมและกดดันกัมพูชาทั้งด้านความมั่นคงและเศรษฐกิจ

ผลสัมฤทธิตามมาตรการซีลชายแดน ในพื้นที่ กองกำลังบูรพา จ.สระแก้วมาตรการ ซีลชายแดน ในพื้นที่กองกำลังบูรพา จ.สระแก้ว โดยการปิดด่านทุกด่าน และมีมาตรการเสริม การวางแนวลวดหนามตามช่องทางธรรมชาติ และพื้นที่เสี่ยงต่อการกระทำผิดกฎหมายทุกรูปแบบ โดยดำเนินการวางลวดหนาม ตามช่องทางธรรมชาติ ตลอดแนวชายแดน เพื่อป้องกันการกระทำผิดกฎหมายทุกรูปแบบ จำนวน 39 แห่ง

การวางลวดหนามบริเวณ อ.อรัญประเทศ เพื่อป้องกันการลักลอบข้ามแดนของ ขบวนการอาชญากรรมข้ามชาติ Call Center ดำเนินการวางลวดหนาม พร้อมเสาเหล็ก ตั้งแต่ จต.อ.08- จต.อ.31 อ.อรัญประเทศ จ.สระแก้ว โดยมีระยะทาง รวม 16.1 กม. ส่งผลให้สถิติจับกุมผู้หลบหนีเข้าเมืองโดยผิดกฎหมาย ชาวไทยขบวนการ Call Centerตั้งแต่ 24 ก.ค. 68-ปัจจุบัน จำนวน 32 ครั้ง ทั้งขาเข้าและขาออก ชาย 96 คน หญิง 57 คน รวม 153 คน และผู้นำพา 2 คน

สถิติจับกุมผู้หลบหนีเข้าเมืองโดยผิดกฎหมาย ชาวกัมพูชา ตั้งแต่ 2 ก.ค. 68 - ปัจจุบัน จำนวน 40 ครั้ง ทั้งขาเข้าและขาออก ชาย 139 คน หญิง 116 คน รวม 255 คน และผู้นำพา 3 คน

กองทัพบก ร่วมกับสถาบันนิติวิทยาศาสตร์ ยังคงจัดชุดพิสูจน์หลักฐานลงพื้นที่ตรวจสอบความเสียหายจากการสู้รบตามแนวชายแดนไทย–กัมพูชาอย่างต่อเนื่อง โดยเมื่อวันที่ 2 ก.ย.68 เจ้าหน้าที่ได้เข้าตรวจสอบบ้านเรือนประชาชนในหมู่บ้านโจรก ตำบลด่าน อำเภอกาบเชิง จังหวัดสุรินทร์ ภายหลังเกิดเหตุกระสุนจากอาวุธวิถีโค้งของฝ่ายกัมพูชาตกลงมาในหมู่บ้าน ส่งผลให้ประชาชนเสียชีวิต 2 ราย และบาดเจ็บ 2 ราย เมื่อวันที่ 24 ก.ค.68 ที่ผ่านมา

จากการตรวจสอบที่เกิดเหตุ เจ้าหน้าที่พบหลุมระเบิดขนาดเส้นผ่านศูนย์กลาง 1.30 เมตร บริเวณหน้าบ้านที่ได้รับความเสียหาย จึงได้ทำการเก็บตัวอย่างน้ำและดินจากบริเวณหลุม เพื่อนำไปตรวจสอบองค์ประกอบของสารระเบิดในห้องปฏิบัติการต่อไป

นอกจากนี้ ยังพบหลักฐานสำคัญคือ “ลูกเหล็กทรงกลม” หรือ Ball Bearing (ลูกเหล็กสะเก็ดระเบิด/ลูกปราย) จำนวนมากปะปนอยู่ในพื้นที่ ซึ่งผู้เชี่ยวชาญสถาบันนิติวิทยาศาสตร์ให้ความเห็นว่า ลูกเหล็กเหล่านี้ถูกบรรจุไว้ในวัตถุระเบิดโดยมีวัตถุประสงค์เพื่อเพิ่มอานุภาพการสังหารบุคคลในวงกว้าง ซึ่งก่อให้เกิดอันตรายร้ายแรงยิ่งกว่าเศษสะเก็ดระเบิด (Fragment) ที่เกิดจากการแตกตัวของโลหะทั่วไป

ดังนั้น เมื่อกระสุนประเภทนี้ตกลงในพื้นที่ชุมชนพลเรือน ย่อมส่งผลทำลายชีวิตประชาชนอย่างร้ายแรงเป็นวงกว้าง และหากเป็นการยิงโดยเจตนา หรือยิงโดยไม่คำนึงถึงผลกระทบต่อพลเรือน ก็ถือเป็นการละเมิดหลักมนุษยธรรมสากล และเข้าข่ายเป็นอาชญากรรมสงคราม (War Crime) ตามกฎหมายระหว่างประเทศ

ในวันศุกร์ที่ 5 ก.ย.68 กองบัญชาการกองทัพไทยกำหนดจัดพิธี “สดุดีวีรชนทหารกล้า – ประชาชนผู้บริสุทธิ์” เพื่อเชิดชูเกียรติ และตอบแทนความเสียสละของกำลังพล 15 นาย ที่พลีชีพเพื่อปกป้องอธิปไตย และร่วมไว้อาลัยต่อประชาชนผู้บริสุทธิ์ที่เสียชีวิตจากเหตุปะทะชายแดนไทย–กัมพูชา ประกอบด้วย การวางพวงมาลา ณ ลานพระบรมราชานุสาวรีย์สมเด็จพระนเรศวรมหาราช และพิธีบำเพ็ญกุศล ณ ห้องนเรศวร กองบัญชาการกองทัพไทย และในเวลา 18.00 นาฬิกา จัดพิธีสวดมนต์ “รวมพลังจักรพรรดิ รวมใจภักดิ์รักษ์แผ่นดิน” โดยหลวงตาม้า ณ สโมสรกองบัญชาการกองทัพไทย เพื่ออุทิศส่วนกุศลแด่วีรบุรุษทหารกล้า และประชาชนผู้บริสุทธิ์

Incident Report on the Thai-Cambodian Border Clashes

According to reports from the Royal Thai Armed Forces Headquarters, the Royal Thai Army, the 1st Army Area, and the 2nd Army Area, the situation along the Thai-Cambodian border can be summarized as follows:

Overall Situation in the 2nd Army Area

Movements of Cambodian forces were detected, including the construction and reinforcement of sandbag defensive positions in certain areas. Both sides remain stationed at their respective strongholds. Thai forces continue to man observation posts, closely monitor opposing movements, and maintain readiness to respond accordingly.

Key Updates from the Ad Hoc Centre for Thailand-Cambodia Border Situation

Extraordinary GBC Meeting (Session 2/2025)

The meeting is scheduled to be held from 7-10 September 2025 in Koh Kong Province, Cambodia. From 7-9 September, the Joint Secretariat Meetings will take place, followed by the main Extraordinary GBC Meeting on 10 September 2025. After the conclusion of the main session, a press briefing will be held in Trat Province, Thailand.

Border Management in Ban Nong Chan and Ban Nong Ya Kaeo Areas

In Sa Kaeo Province, a briefing was presented outlining measures to strengthen security and ensure the safety of Thai citizens residing in the Ban Nong Chan and Ban Nong Ya Kaeo areas. The plan includes the construction of a 16-kilometer border fence along boundary markers No. 50-51, where surveys have been completed and demarcation has been finalized. Additionally, a comprehensive land ownership survey will be conducted in the area. The measures also involve enforcing Thai laws against Cambodian nationals who illegally trespass into Thai territory, including the prosecution of Cambodian villagers encroaching on forest reserves under the Forests Act B.E. 2484 (1941), Sections 54 and 72 ter. The meeting approved these measures in principle and will submit the proposal to the National Security Council (NSC) for further consideration.

1st Army Area Operations Briefing (Sa Kaeo Province)

Execution of Operation "Chakrapong 681 RTA"

The 1st Army Area executed Operations Chakrapong 681, RTA under the command of the 1st Army Area Commander, who developed the operational plan and subsequently deployed troops and equipment to the Burapha Task Force area in Sa Kaeo Province on 24 July 2025. At dawn on 26 July 2025, forces conducted an operation to push back and dismantle four Cambodian military structures that had encroached into Thai territory. The operation strictly targeted military objectives only, as there were still many local civilians in the operational area who had not been evacuated. The plan prioritized humanitarian considerations, avoiding unnecessary harm to civilians, as civilian casualties could have negative impacts on strategic, tactical, and international political levels. As a result, the units successfully pushed Cambodian forces back from all four locations without any clashes. After the operation, Thai forces reinforced their positions along the border and installed defensive concertina-wire fencing to secure the area.

Following 28 July 2025, the 1st Army Area implemented proactive measures to prepare for future operations. These included enhancing offensive intelligence capabilities, verifying enemy force deployments, strengthening counterintelligence efforts, and conducting continuous reconnaissance and patrol missions along the border to prevent retaliation from opposing forces. The measures also involved supporting operations against transnational criminal activities, such as scammer networks, call center syndicates, and other illegal cross-border operations.

Additionally, surveillance and countermeasures against unmanned aerial vehicles (UAVs) were reinforced. The 1st Army Area installed anti-drone nets and integrated joint efforts with police, local administrative authorities, and village defense volunteers by setting up checkpoints, interception points, and rapid response patrol teams operating both day and night. Furthermore, detection and counter-UAV equipment were installed at key monitoring locations to strengthen area security and ensure comprehensive aerial threat control.

Results of Border-Sealing Measures in the Burapha Task Force Area, Sa Kaeo Province

The Burapha Task Force has enforced border-sealing measures in Sa Kaeo Province by permanently closing all border checkpoints and implementing additional security measures, including the installation of concertina-wire fencing along natural crossing routes and high-risk areas prone to illegal activities. A total of 39 locations along the border have been reinforced with fencing to prevent all forms of cross-border violations.

In Aranyaprathet District, barbed-wire fencing supported by steel posts was installed from Boundary Pillar Jor.Tor.Or.(จต.อ.)08 to Jor.Tor.Or.31, covering a total distance of 16.1 kilometers. This measure aims to prevent illegal crossings linked to transnational call center crime syndicates.

As a result, from 24 July 2025 to the present, authorities have conducted 32 operations against Thai-operated call center syndicates attempting to cross the border illegally, both inbound and outbound. A total of 153 individuals were arrested, including 96 males, 57 females, and 2 facilitators.

Additionally, between 2 July 2025 and the present, there have been 40 incidents involving Cambodian nationals attempting illegal crossings. A total of 255 individuals were apprehended, consisting of 139 males, 116 females, and 3 facilitators.

Royal Thai Army and Central Institute of Forensic Science Investigation

The Royal Thai Army, in cooperation with the Central Institute of Forensic Science, continues to deploy forensic teams to assess the damage caused by ongoing clashes along the Thai-Cambodian border. On 2 September 2025, officials inspected civilian homes in Ban Cho Rok, Dan Subdistrict, Kap Choeng District, Surin Province, following an incident on 24 July 2025 in which Cambodian indirect fire landed in the village, resulting in two civilian deaths and two injuries.

Upon examination of the site, investigators discovered a crater measuring 1.30 meters in diameter in front of a damaged house. Soil and water samples were collected from the area for laboratory analysis to determine the explosive composition.

Additionally, forensic experts recovered a significant number of steel ball bearings scattered around the site. According to the forensic assessment, these ball bearings were deliberately embedded in the munition with the intent to maximize lethality and inflict mass casualties, posing far greater danger than conventional metal fragments resulting from standard explosive detonation.

The use of such munitions in civilian-populated areas causes severe and widespread harm to non-combatants. If the shelling was carried out intentionally or without regard for civilian safety, it constitutes a serious violation of international humanitarian law and may qualify as a war crime under international law.

Memorial Ceremony for Fallen Soldiers and Civilian Victims

On Friday, 5 September 2025, the Royal Thai Armed Forces Headquarters will host a ceremony titled “Tribute to the Brave Soldiers and Innocent Civilians” to honor and recognize the sacrifice of 15 soldiers who gave their lives defending Thailand’s sovereignty and to pay respects to innocent civilians who lost their lives during the Thai-Cambodian border clashes.

The ceremony will include a wreath-laying event at the King Naresuan the Great Monument and a religious merit-making ceremony at Naresuan Hall, Royal Thai Armed Forces Headquarters. At 18.00 hrs, a special chanting ceremony titled “United as One to Protect the Motherland” will be conducted by Luang Ta Ma at the Royal Thai Armed Forces Club to dedicate merit to the fallen heroes and innocent civilians.
