ตามรายงานจาก กองทัพบก,กองทัพเรือ ,กองทัพภาคที่ 2 และกองกำลังบูรพาได้สรุปเหตุการณ์บริเวณชายแดนไทย–กัมพูชา ดังนี้:

สถานการณ์โดยรวม กองกำลังทั้ง 2 ฝ่าย ยังคงวางกำลังตามแนวที่มั่นของตนเอง ฝ่ายไทยจัดกำลังพลประจำจุดเฝ้าตรวจ ตามเหตุการณ์ เพื่ ติดตามความเคลื่อนไหวของฝ่ายตรงข้าม และเตรียมความพร้อมในการปฏิบัติตอบโต้ตามสถานการณ์

พระบาทสมเด็จพระเจ้าอยู่หัว โปรดเกล้าฯ ให้ พลเอก ไพบูลย์ คุ้มฉายา องคมนตรี เชิญสิ่งของพระราชทานมอบแก่กำลังพลที่ได้รับบาดเจ็บจากสถานการณ์ชายแดนไทย-กัมพูชา ในพื้นที่จังหวัดสุรินทร์

(29 ส.ค.68) พระบาทสมเด็จพระเจ้าอยู่หัว ทรงพระกรุณาโปรดเกล้าโปรดกระหม่อมให้ พลเอก ไพบูลย์ คุ้มฉายา องคมนตรี เดินทางไปปฏิบัติภารกิจเชิญสิ่งของพระราชทานมอบแก่กำลังพลที่ได้รับบาดเจ็บจากสถานการณ์ชายแดนไทย-กัมพูชา ในพื้นที่จังหวัดสุรินทร์ โดยมี พลตรี วีระยุทธ รักศิลป์ รองแม่ทัพภาคที่ 2 นายชำนาญ ชื่นตา ผู้ว่าราชการจังหวัดสุรินทร์ ผู้ว่าราชการจังหวัดบุรีรัมย์ ผู้ว่าราชการจังหวัดศรีสะเกษ ผู้ว่าราชการจังหวัดอุบลราชธานี ผู้บัญชาการมณฑลทหารบกที่ 25 หัวหน้าส่วนราชการ กำลังพล ทหาร ตำรวจ ฝ่ายปกครอง และส่วนที่เกี่ยวข้องร่วมให้การต้อนรับ โอกาสนี้ องคมนตรีได้นำพระราชกระแสแสดงความห่วงใยของพระบาทสมเด็จพระเจ้าอยู่หัว และสมเด็จพระนางเจ้าฯ พระบรมราชินี ไปกล่าวกับกำลังพลที่ได้รับบาดเจ็บทุกนาย ยังความปลื้มปีติและซาบซึ้งในพระมหากรุณาธิคุณอย่างหาที่สุดมิได้

ทบ. โต้ CMAA กัมพูชา เผยหลักฐานชัดว่ากัมพูชานำ PMN-2 สภาพใหม่ ทำการวางใหม่ในพื้นที่ชายแดน ไม่ใช่ทุ่นระเบิดที่ตกค้างจากสงครามในอดีตอย่างแน่นอน

CMAA กัมพูชาออกแถลงการณ์ปฏิเสธข้อกล่าวหาไทย กรณีทหารไทยเหยียบทุ่นระเบิดใกล้ปราสาทตาควายเมื่อ 27 ส.ค. 68 โดยยืนยันว่าเป็นทุ่นตกค้างจากยุคเขมรแดง ไม่ใช่การลอบวางใหม่ พร้อมย้ำยังยึดมั่นตามอนุสัญญาออตตาวา ห้ามใช้ทุ่นสังหารบุคคล ขณะที่โฆษกกองทัพบก ยืนยันหลักฐานชัดเจนว่าเป็นทุ่น PMN-2 ที่เพิ่งถูกนำมาวางใหม่ ซึ่งไม่เคยมีใช้ในช่วงสงครามกลางเมืองกัมพูชา จึงเป็นข้อบ่งชี้ว่ากัมพูชาต้องรับผิดชอบ

มีหลักฐานหลายด้านที่ยืนยันว่ากัมพูชาลอบใช้ทุ่นระเบิด PMN-2 ทำร้ายฝ่ายไทย ได้แก่

- คลิปจากโทรศัพท์ทหารกัมพูชา แสดงการสอนวิธีติดตั้งและวางทุ่นระเบิดชนิดดังกล่าวอย่างชัดเจนทั้งภาพและเสียง

- ภาพจากประชาชนกัมพูชาที่โพสต์ลงโซเชียลเมื่อ 30 ก.ค. 68 ถ่ายบริเวณปราสาทตาควาย โดยปรากฏพวงทุ่นระเบิด PMN-2 อยู่ในภาพ

- คลิปจากแหล่งข่าวไม่เปิดเผย แสดงให้เห็นทหารกัมพูชากำลังรื้อถอนและเคลื่อนย้ายทุ่นระเบิด PMN-2 เพื่อไปลอบวางในพื้นที่ใหม่

ซึ่งทั้งหมดนี้จะเป็นข้อบ่งชี้ที่ทำให้สังคมทั้งภายในประเทศและต่างประเทศเชื่อว่า กัมพูชาคือผู้ที่ใช้อาวุธทำร้ายฝ่ายไทยมาโดยตลอด แม้ว่าในปัจจุบันจะอยู่ในช่วงเวลาของข้อตกลงหยุดยิงแล้วก็ตาม แต่ฝ่ายกัมพูชายังคงมีความพยายามที่จะละเมิดฯ อยู่

กองกำลังบูรพา ออกมาตรการรักษาความสงบเรียบร้อย บ้านหนองจาน อำเภอโคกสูง จังหวัดสระแก้ว พร้อมกำหนดแนวทางบังคับใช้กฎหมายอย่างเข้มงวด

กองกำลังบูรพา ประกาศกำหนดพื้นที่รักษาความสงบเรียบร้อยในเขตบ้านหนองจาน อ.โคกสูง จ.สระแก้ว หลังพบประชาชนกัมพูชาลักลอบเข้ามาก่อความไม่สงบในเขตแดนไทย อันเป็นภัยต่อความมั่นคงและความปลอดภัย โดยอาศัยอำนาจตาม พ.ร.บ.กฎอัยการศึก พ.ศ. 2457 เพื่อคุ้มครองชีวิตทรัพย์สินประชาชนและรักษาอธิปไตยของชาติ พร้อมกำหนดมาตรการด้านความสงบเรียบร้อยในพื้นที่

มาตรการรักษาความสงบเรียบร้อย

1. กำหนดพื้นที่บ้านหนองจาน ตำบลโนนหมากมุ่น อำเภอโคกสูง จังหวัดสระแก้ว เป็นพื้นที่รักษาความสงบเรียบร้อย

2. กำหนดถนนศรีเพ็ญ ในพื้นที่บ้านหนองจาน เป็นแนวรักษาความสงบเรียบร้อย

3. กำหนดมาตรการควบคุมเพื่อความปลอดภัยใน พื้นที่รักษาความสงบเรียบร้อย ดังนี้

3.1 ห้ามนำอาวุธหรือสิ่งเทียมอาวุธเข้ามาในพื้นที่

3.2 ห้ามปิดกั้นเส้นทางที่กระทบต่อการปฏิบัติงานของเจ้าหน้าที่ และการดำรงชีวิตของประชาชนในพื้นที่

3.3 ห้ามถ่ายภาพหรือบันทึกข้อมูลที่เกี่ยวข้องกับฐานปฏิบัติการทางทหาร

3.4 ห้ามก่อเหตุทะเลาะวิวาท หรือดื่มสุราและของมึนเมาในพื้นที่

3.5 ห้ามนำเครื่องขยายเสียงเข้ามาโดยไม่ได้รับอนุญาตจากเจ้าหน้าที่

ซึ่งมาตรการดังกล่าวนี้ มีผลบังคับใช้ตั้งแต่วันที่ 28 สิงหาคม 2568 เป็นต้นไป โดยมีวัตถุประสงค์เพื่อให้ประชาชนในพื้นที่ได้รับความปลอดภัยสูงสุด และยืนยันชัดเจนต่อฝ่ายกัมพูชาว่า เขตแดนไทยเป็นพื้นที่อธิปไตยที่ไม่อาจถูกล่วงละเมิดได้

ทั้งนี้ เพื่อให้การบังคับใช้กฎหมายเป็นไปอย่างมีประสิทธิภาพและสอดคล้องกับสถานการณ์ กองกำลังบูรพาได้กำหนดแนวทางดำเนินคดีในกรณีที่มีชาวกัมพูชาละเมิดต่อมาตรการดังกล่าว ดังนี้

1. กรณีบุกรุกข้ามเขตแดนเข้ามาฝั่งไทย จะถูกดำเนินคดีตามพระราชบัญญัติคนเข้าเมือง โดยสำนักงานตรวจคนเข้าเมือง

2. กรณีบุกรื้อลวดหนาม

- มีความผิดฐานทำลายทรัพย์สินราชการ ตามประมวลกฎหมายอาญา มาตรา 360

ต้องระวางโทษจำคุกไม่เกิน 5 ปี หรือปรับไม่เกิน 100,000 บาท หรือทั้งจำทั้งปรับ

- หากมีการเอาทรัพย์ไปด้วย เช่น ขโมยลวดหนาม จะมีความผิดฐานลักทรัพย์ของทางราชการ ตามมาตรา 335 (10)

- หากเข้าข่ายเป็นการกระทบต่อเอกราชของไทย อาจมีความผิดตามมาตรา 119 หรือเป็นผู้สนับสนุนตามมาตรา 119 ประกอบมาตรา 129 ต้องระวางโทษประหารชีวิต หรือจำคุกตลอดชีวิต

- เป็นความผิดตามประมวลกฎหมายอาญา มาตรา 119 หรือเป็นผู้สนับสนุนตามมาตรา 119 ประกอบ มาตรา 129 ฐานกระทำการใดๆ ที่ทำให้เอกราชของไทยเสียไป ต้องระวางโทษประหารชีวิต หรือ จำคุกตลอดชีวิต

3. กรณีก่อเหตุทะเลาะวิวาทในพื้นที่ฝั่งไทย

- หากมีการทำร้ายร่างกาย, ฆ่าหรือพยายามฆ่า จะถูกดำเนินคดีตามประมวลกฎหมายอาญา และจะต้องรับโทษตามบทบัญญัติของกฎหมายอาญาอย่างเคร่งครัด

กองกำลังบูรพาขอความร่วมมือจากพี่น้องประชาชนทุกท่านในการปฏิบัติตามข้อกำหนด เพื่อให้เกิดความสงบเรียบร้อย ความปลอดภัย ในพื้นที่อธิปไตยของไทย

กองทัพเรือ กับ“ภารกิจ #รักษาผืนแผ่นดินไทย”

เมื่อวันที่ 27 สิงหาคม 2568 กองทัพเรือ โดย หน่วยเฉพาะกิจนาวิกโยธินจันทบุรี (ฉก.นย.จันทบุรี) ได้บูรณาการกำลังร่วมกับ ตำรวจตระเวนชายแดน ตำรวจภูธรโป่งน้ำร้อน อำเภอโป่งน้ำร้อน ผู้นำท้องที่ ท้องถิ่น รวมถึงประชาชนจิตอาสา ลงพื้นที่ฐานเนินผี บ้านผักกาด ต.คลองใหญ่ อ.โป่งน้ำร้อน จ.จันทบุรี เพื่อทำแนวป้องกันการกัดเซาะดินและถมพื้นที่รูปตัว “ก” บริเวณคลองตะเคียน ซึ่งเป็นพื้นที่ชายแดนสำคัญ ระหว่างหลักเขตที่ 64–65

โดยพื้นที่ดังกล่าวอยู่ติดฐานปฏิบัติการชายแดนและถูกน้ำกัดเซาะมานานกว่า 6 ปี จนดินทรุดตัวเป็นลักษณะคล้ายเกาะ หากปล่อยไว้เพียงไม่กี่เมตร อาจถูกตัดขาดและเสี่ยงสูญเสียผืนแผ่นดินไทยได้ ด้วยความตระหนักถึงความสำคัญของทุกตารางนิ้วบนผืนแผ่นดินไทย ผู้บังคับบัญชาและชุดลาดตระเวนทหารนาวิกโยธินที่พบความผิดปกติตั้งแต่แรก จึงประสานความร่วมมือจากทุกภาคส่วน มาร่วมแรงร่วมใจกัน ถมดินและเสริมแนวตลิ่ง เพื่อฟื้นฟูพื้นที่ชายแดนให้กลับคืนดังเดิม

สรุปสถานการณ์ผู้ได้รับผลกระทบ (ยอดสะสมถึงวันที่ 29 สิงหาคม 2568)

• เสียชีวิตทางตรง: 14 ราย

• บาดเจ็บ: 39 ราย

การสร้างขวัญ และกำลังใจแก่กำลังพลที่ปฏิบัติภารกิจตามแนวชายแดนไทย – กัมพูชา ในพื้นที่กองทัพภาคที่ 2 ได้จัดชุดโรงพยาบาลสนามพร้อมทีม M-MCATT (ทีมเยียวยาจิตใจ) ลงพื้นที่ฐานปฏิบัติการชายแดนไทย –กัมพูชาทั้ง 4 จังหวัด เพื่อดูแลและประเมินสุขภาพจิตของกำลังพลโดยมีกิจกรรมพูดคุย ให้คำปรึกษา เสริมสร้างความเข้มแข็งทางจิตใจ รวมถึงการปรับเปลี่ยนทัศนคติและพฤติกรรมในเชิงบวก เพื่อให้ทหารทุกนายมีพลังใจที่มั่นคงในการปฏิบัติภารกิจ ในปัจจุบันมีกำลังพลได้รับการประเมินทั้งสิ้น 4,824 นาย อยู่ในเกณฑ์ที่พร้อมปฏิบัติหน้าที่ 4,715 นาย คิดเป็นร้อยละ 98

Incident Report on the Thai-Cambodian Border Clashes

According to reports from the Royal Thai Army, the Royal Thai Navy, the 2nd Army Area, and the Burapha Task Force, the situation along the Thai-Cambodian border can be summarized as follows:

Overall Situation

Both sides continue to maintain their troop deployments at their respective strongholds. The Thai side has stationed personnel at observation posts to monitor movements from the opposing side and remains prepared to respond according to the evolving situation.

On 29 Aug 2025, His Majesty King Maha Vajiralongkorn Phra Vajiraklaochaoyuhua graciously designated General Paiboon Khumchaya, Privy Councillor, to deliver royal gifts to military personnel injured in the Thailand-Cambodia border situation in Surin Province. Major General Weerayuth Raksilp, Deputy Commander of the 2nd Army Area, together with Mr. Chamnarn Chuenta, Governor of Surin Province, along with the Governors of Buriram, Si Sa Ket, and Ubon Ratchathani, as well as the Commander of the 25th Military District, government officials, military and police officers, and other related personnel warmly welcomed the delegation. On this occasion, the Privy Councillor conveyed Their Majesties’ profound concern and well-wishes to the injured personnel, bringing them immense joy and heartfelt gratitude for the royal benevolence.

Royal Thai Army rebuts Cambodia’s CMAA claims, presents clear evidence of new PMN-2 Anti-personnel landmine deployment

The Cambodian Mine Action and Victim Assistance Authority (CMAA) issued a statement denying Thailand’s accusation that Cambodian forces planted new landmines near Ta Kwai Temple on 27 Aug 2025, claiming instead that the mines were remnants from the Khmer Rouge era and reiterating Cambodia’s adherence to the Ottawa Convention banning anti-personnel landmines.

However, the Royal Thai Army’s spokesperson strongly rejected this claim, confirming with concrete evidence that the landmines were newly deployed PMN-2 models, a type never used during Cambodia’s civil war. Therefore, Cambodia must be held accountable for violating the ceasefire agreement.

Key evidence includes:

• A video from a Cambodian soldier’s phone showing clear instructions on installing and deploying PMN-2 anti-personnel landmines, with both images and sound.

• Images posted by Cambodian civilians on social media on 30 Jul 2025, taken near Ta Kwai Temple, showing PMN-2 anti-personnel landmine clusters in the background.

• A confidential video showing Cambodian soldiers removing and relocating PMN-2 anti-personnel landmines for covert redeployment in new areas.

This collection of evidence serves as a strong indicator to both domestic and international audiences that Cambodia continues hostile actions against Thailand, even during the agreed ceasefire period.

Burapha Task Force issues security measures to maintain peace and order in Ban Nong Chan, Khok Sung District, Sa Kaeo Province, with strict law enforcement guidelines

Burapha Task Force has issued an official designation establishing a security zone in Khok Sung District, Sa Kaeo Province, following incidents of Cambodian nationals illegally crossing into Thai territory and thereby posing threats to national security and public safety in the area. Burapha Task Force hereby exercises authority under the Martial Law Act of B.E. 2457 (1914) to establish security measures with the following essential provisions:

Security Measures

1.Designation of Ban Nong Chan area, Non Mak Mun Sub-district, Khok Sung District, Sa Kaeo Province, as a security zone

2.Designation of Sri Pen Road in Ban Nong Chan area as a security perimeter

3.Implementation of safety control measures within the security zone as follows:

3.1 Prohibition of weapons or weapon-like objects within the area

3.2 Prohibition of blocking routes that impede official operations and residents' daily activities

3.3 Prohibition of photography or data recording related to military operational bases

3.4 Prohibition of altercations, fighting, or consumption of alcohol and intoxicants within the area

3.5 Prohibition of sound amplification equipment without authorization from officials

The measures are effective from 28 August 2025 onward with the objective of ensuring maximum safety for area residents and clearly affirming to Cambodia that Thai territory represents sovereign space that cannot be violated.

Furthermore, to ensure effective law enforcement consistent with the situation, Burapha Task Force has established prosecution guidelines for cases where Cambodian nationals violate the aforementioned measures as follows:

1. Cases of border incursion into Thai territory will be prosecuted under the Immigration Act by the Immigration Bureau.

2. Cases of barbed wire destruction

- Constitutes destruction of government property under Criminal Code Section 360. Penalty: imprisonment not exceeding 5 years or a fine not exceeding 100,000 baht or both

- If property theft occurs, such as stealing barbed wire, it constitutes theft of government property under Section 335 (10)

- If deemed to impact Thai independence, may constitute violations under Section 119 or support under Section 119 in conjunction with Section 129, punishable by the death penalty or life imprisonment

- Constitutes violations under Criminal Code Section 119 or support under Section 119 in conjunction with Section 129 for actions that compromise Thai independence, punishable by the death penalty or life imprisonment

3. Cases of altercations within Thai territory

- If involving bodily harm, murder, or attempted murder, prosecution shall proceed under the Criminal Code with strict adherence to criminal law penalties.

Burapha Task Force requests cooperation from all citizens to comply with these regulations to ensure peace, order, and safety within Thai sovereign territory.

Royal Thai Navy’s Mission “Protecting Thai Territory”

On 27 Aug 2025, the Royal Thai Navy’s Chanthaburi Marine Corps Task Force, in coordination with Border Patrol Police, Pong Nam Ron District Police, local leaders, and civilian volunteers, conducted a joint mission at the “Khao Phee Base” near Ban Phak Kat, Khlong Yai Subdistrict, Pong Nam Ron District, Chanthaburi Province. The mission involved reinforcing riverbanks and reclaiming eroded land in the shape of the Thai letter “ก” (Gor Gai) along the Takhian Canal, a critical border zone between boundary pillars No. 64 and No. 65.

The area has suffered severe erosion for over six years, creating an “island-like” formation that risks Thailand losing territorial ground if left unaddressed. The Navy, in cooperation with multiple agencies, successfully restored the soil and strengthened embankments, safeguarding Thailand’s land and securing its sovereignty.

Boosting Morale and Mental Health Support for Troops

The 2nd Army Area deployed field hospital teams along with M-MCATT (Mental Health Care and Assistance Teams) to four border provinces to provide psychological assessments, counselling, and resilience training for troops stationed at border operations bases.

Out of 4,824 personnel assessed, 4,715 (98%) were deemed mentally fit and fully capable of carrying out operational duties.
