ตามรายงานจาก กต., บทสัมภาษณ์ ผบ.ทสส. ,ทบ., ทภ. 2 ได้สรุปเหตุการณ์บริเวณชายแดนไทย–กัมพูชา ดังนี้:

สถานการณ์โดยรวม ตรวจพบความเคลื่อนไหวทหารฝ่ายกัมพูชาในบางพื้นที่ ตรวจพบโดรน พื้นที่ชายแดน 2 ครั้ง 2 ลำ ปัจจุบันกองกำลังทั้ง 2 ฝ่าย ยังคงวางกำลังตามแนวที่มั่นของตนเอง ฝ่ายไทยจัดกำลังพลประจำจุดเฝ้าตรวจตามเหตุการณ์ เพื่อติดตามความเคลื่อนไหวของฝ่ายตรงข้าม และเตรียมความพร้อมในการปฏิบัติตอบโต้ตามสถานการณ์

กองทัพบกแจงเหตุทหารไทยเหยียบทุ่นระเบิดพื้นที่ปราสาทตาควาย จ.สุรินทร์ ยืนยันฝ่ายกัมพูชาลอบวางอย่างจงใจ ถือเป็นการละเมิดข้อตกลงหยุดยิงและอนุสัญญาออตตาวาอย่างต่อเนื่อง

โฆษกกองทัพบก กล่าวถึงเหตุวันนี้ (27 ส.ค.68) กรณีเกิดเหตุ พลทหาร อดิศร ป้อมกลาง สังกัดกองพันทหารราบที่ 1 กรมทหารราบที่ 23 ได้เหยียบทุ่นระเบิดสังหารบุคคลที่ฝ่ายกัมพูชาลอบวางไว้ ขณะปฏิบัติหน้าที่บริเวณปราสาทตาควาย ต.บักได อ.พนมดงรัก จ.สุรินทร์ ซึ่งอยู่ในเขตแดนของไทย จนได้รับบาดเจ็บขาขวาท่อนล่างขาด

นับเป็นเหตุการณ์รวมครั้งที่ 6 และเป็นเหตุการณ์ครั้งที่ 3 ที่เกิดขึ้นหลังจากฝ่ายไทยและกัมพูชาได้มีข้อตกลงหยุดยิงร่วมกัน จึงชัดเจนว่าฝ่ายกัมพูชายังคงละเมิดข้อตกลงหยุดยิงอยู่ตลอด รวมถึงการไม่ปฏิบัติตามพันธกรณีในอนุสัญญาออตตาวา เหตุการณ์ในลักษณะเช่นนี้ได้เกิดขึ้นหลายครั้งในพื้นที่ชายแดน สะท้อนถึงเจตนาร้ายและพฤติกรรมต่อเนื่องของฝ่ายกัมพูชาในการคุกคามฝ่ายไทย และละเมิดบูรณภาพแห่งดินแดนไทย สวนทางกับข้อตกลงหยุดยิงระหว่างประเทศในการประชุม GBC ที่ผ่านมา จึงเป็นเครื่องยืนยันได้ว่าการใช้อาวุธโดยฝั่งกัมพูชายังคงมีความพยายามอยู่ตลอดในช่วงหลังจากมีข้อตกลงหยุดยิง

เชื่อได้ว่าเรื่องทุ่นระเบิดนี้น่าจะมีการวางแผนใช้อย่างเป็นระบบตลอดพื้นที่แนวชายแดน เพื่อเจตนานำมาใช้คุกคามทำร้ายฝ่ายไทย โดยเฉพาะจุดเกิดเหตุอยู่ในเขตพื้นที่ภายในเส้นปฏิบัติการฝั่งไทย ยอมรับพฤติกรรมและการกระทำลักษณะเช่นนี้เป็นอุปสรรคอย่างยิ่งต่อการดำเนินการคลี่คลายสถานการณ์ความตึงเครียดที่ทั้งสองฝ่าย

แถลงการณ์กองทัพภาคที่ 2 ประณาม “กัมพูชา” ละเมิดข้อตกลงหยุดยิงด้วยการลอบวางกับระเบิดในพื้นที่ปฏิบัติการของฝ่ายไทยโดยกองทัพกัมพูชา

กองทัพภาคที่ 2 ขอประณามอย่างรุนแรงต่อเหตุการณ์ลักลอบเข้ามาวางกับระเบิดในพื้นที่ปฏิบัติการของฝ่ายไทยโดยกองทัพกัมพูชา ซึ่งถือเป็นการละเมิดข้อตกลงหยุดยิง และบั่นทอนความพยายามในการสร้างสันติภาพตามแนวชายแดนไทย–กัมพูชา

ที่ผ่านมา ได้เกิดเหตุการณ์ทหารกัมพูชาลักลอบเข้ามาวางกับระเบิดจนทหารไทยเหยียบ ในเส้นทางลาดตระเวนของฝ่ายไทยแล้ว จำนวน 5 ครั้ง ส่งผลให้ทหารไทยขาขาด 5 นาย และได้รับบาดเจ็บอีกหลายนาย

ล่าสุด (27 ส.ค.68) ได้เกิดเหตุซ้ำอีกเป็นครั้งที่ 6 ทำให้ทหารไทยได้รับบาดเจ็บสาหัสขาขาดอีก 1 นาย บาดเจ็บเล็กน้อย 2 นาย ณ พิกัด UA 24542 87382 และจากการตรวจสอบพื้นที่ใกล้เคียงที่เกิดเหตุยังพบทุ่นระเบิด PMN-2 วางอยู่บริเวณใกล้เคียงอีก 2 ทุ่น นอกจากนั้นพื้นที่เกิดเหตุ ยังอยู่ห่างจากจุดที่ตรวจพบการวางทุ่นระเบิดชนิด PMN-2 ทิ้งไว้จำนวน 1 ทุ่น เมื่อวันที่ 21 ส.ค.68 ไปทางทิศตะวันออกประมาณ 200 เมตร

ทั้งนี้ พื้นที่โดยรอบปราสาทตาเมือน และตาควาย เคยเกิดเหตุทหารไทยเหยียบกับระเบิดมาแล้วถึง 3 ครั้ง เป็นเหตุการณ์ก่อนการหยุดยิง 1 ครั้ง และหลังการหยุดยิง 2 ครั้ง อีกทั้ง ฝ่ายไทยยังตรวจพบความพยายามลักลอบนำทุ่นระเบิดเข้ามาในพื้นที่อย่างน้อย 2 ครั้ง ได้แก่

ตรวจพบทุ่นระเบิดถูกทิ้งตกอยู่ระหว่างแนวลวดหนาม เมื่อวันที่ 21 ส.ค.68

ตรวจพบการขว้างทุ่นระเบิดชนิด PMN-2 ข้ามแนวลวดหนามเข้ามาในพื้นที่ฝั่งไทย จำนวน 3 ทุ่น เมื่อวันที่ 22 ส.ค. 68

ทั้งหมดนี้ เป็นหลักฐานชัดเจนที่สะท้อนให้เห็นว่า กองทัพกัมพูชาไม่มีความจริงใจในการปฏิบัติตามข้อตกลงหยุดยิง ตามที่ได้ร่วมกันลงนามในการประชุมคณะกรรมการชายแดนทั่วไป (GBC) และการประชุมคณะกรรมการชายแดนส่วนภูมิภาค (RBC) อีกทั้ง ยังเป็นการละเมิด อนุสัญญาออตตาวา การกระทำดังกล่าวไม่เพียงแต่เป็นการละเมิดต่อหลักสันติวิธี แต่ยังเป็นอุปสรรคสำคัญต่อการสร้างสันติภาพที่ยั่งยืน

วันนี้ 27 ส.ค. 68 พลเอก ทรงวิทย์ หนุนภักดี ผู้บัญชาการทหารสูงสุด ให้สัมภาษณ์สื่อมวลชน ภายหลังร่วมการประชุมผู้บัญชาการทหารสูงสุดภูมิภาคอินโด-แปซิฟิก ประจำปี 2568 (Chiefs of Defense Conference: CHODs 2025)

โดยได้กล่าวว่า การประชุมในครั้งนี้ ได้มีโอกาสส่งข้อมูลที่เป็นความจริง (TruthFromThailand) ให้กับประเทศต่าง ๆ ทุกประเทศในหลายข้อ อาทิ การปกป้องผลประโยชน์ของประเทศ การพยายามคุ้มครองชีวิตประชาชนอย่างเต็มความสามารถ ภายใต้กฎระเบียบสากลต่าง ๆ, ไม่ต้องการเห็นการสู้รบ แต่จำเป็นต้องปกป้องเพราะถูกรุกราน, เรื่องการบิดเบือนข้อมูลต่าง ๆ การที่ประชาชนถูกทำร้าย และการลอบวางทุ่นระเบิด ไทยสื่อสารอย่างเป็นมืออาชีพ ไม่ยอมให้ใครรุกรานประเทศ

สำหรับการทำให้รั้วที่กำลังล้อมมีความมั่นคง มองว่าเป็นเรื่องที่กองทัพบกกำลังปฏิบัติ ทั้งกองทัพภาคที่ 1 และ 2 โดยเมื่อวานได้มอบหมายเสธ.ทหาร ลงพื้นที่หนองจาน ซึ่งเสธ.ทหารได้กล่าวอย่างชัดเจนว่าเป็นดินแดนไทย และเราจะต้องสร้างกำแพง เพื่อปกป้องประชาชนของเรา และป้องกันการรุกรานในอนาคต คิดว่าเป็นเรื่องที่ทางกองทัพบกจะดำเนินการต่อไป โดยผู้บัญชาการทหารสูงสุด พร้อมสนับสนุนการดำเนินการของกองทัพบก

"คำแถลงข่าวร่วม การประชุมคณะกรรมการชายแดนส่วนภูมิภาค (Regional Border Committee : RBC) สมัยวิสามัญ ระหว่างกองทัพภาคที่ 2 ราชอาณาจักรไทย และภูมิภาคทหารที่ 4 ราชอาณาจักรกัมพูชา เมื่อวันที่ 27 สิงหาคม 2568 จังหวัดศรีสะเกษ ราชอาณาจักรไทย" โดยมีพลโท บุญสิน พาดกลาง แม่ทัพภาคที่ 2 และพลโท โปว เฮง ผู้บัญชาการภูมิภาคทหารที่ 4 เป็นประธานร่วม

การประชุมครั้งนี้มีเป้าหมายเพื่อส่งเสริมการพูดคุยและเพิ่มความเชื่อมั่น เพื่อลดความตึงเครียดและรักษาสันติภาพ ตามแนวชายแดน โดยใช้ทุกกลไกที่จำเป็นเพื่อแก้ไขความแตกต่างอย่างสันติ และหลีกเลี่ยงการปะทะ บนพื้นฐาน ของความเป็นเพื่อนบ้านที่ดี มิตรภาพ และความสามัคคี ด้วยความตั้งใจดังกล่าว ทั้งสองฝ่ายตกลง ดังนี้

1. ทั้งสองฝ่ายย้ำความมุ่งมั่นที่แน่วแน่ในการปฏิบัติตามข้อตกลงในการประชุมพิเศษเมื่อวันที่ 28 กรกฎาคม 2568 และการประชุมคณะกรรมการชายแดนทั่วไป (GBC) สมัยวิสามัญ เมื่อวันที่ 7 สิงหาคม 2568

2. ทั้งสองฝ่ายตกลงที่จะดำรงการสื่อสารตามปกติระหว่างกองทัพภาค ภูมิภาคทหาร และหน่วยต่าง ๆ ตามแนวชายแดน ของทั้งสองฝ่าย และมุ่งมั่นที่จะแก้ไขทุกปัญหาด้วยสันติวิธีและหลีกเลี่ยงการปะทะ ทั้งสองฝ่ายตระหนักถึงความสำคัญ ของการเพิ่มการสื่อสารในทุกระดับเพื่อเสริมสร้างความไว้วางใจ และส่งเสริมความเป็นเพื่อนบ้านที่ดี

3. ทั้งสองฝ่ายยึดมั่นที่จะงดเว้นจากการเผยแพร่ข้อมูลเท็จหรือข่าวปลอม เพื่อลดความตึงเครียด บรรเทาความรู้สึก ในเชิงลบของสาธารณชน และมุ่งแสวงหามาตรการที่ปฏิบัติได้จริงเพื่อส่งเสริมบรรยากาศที่เอื้อต่อการเจรจาอย่างสันติ

4. ทั้งสองฝ่ายตกลงที่จะไม่ขยายขอบเขตและระดับของความขัดแย้ง ซึ่งรวมถึงกิจกรรมที่เป็นการยั่วยุ ไม่ว่าจะโดยฝ่ายทหารหรือฝ่ายพลเรือน อันอาจนำไปสู่ความตึงเครียดที่เพิ่มขึ้น

5. การดำเนินการใดๆ เพื่อให้เกิดความปลอดภัย ซึ่งรวมถึงการลาดตระเวน การก่อสร้างหรือพัฒนาโครงสร้างพื้นฐานหรือการเสริมความมั่นคงของที่ตั้ง ในลักษณะที่ไม่เป็นการรุกราน และจำกัดอยู่ในพื้นที่ของแต่ละฝ่าย อาจกระทำได้ โดยปฏิบัติตามเงื่อนไขของการหยุดยิงอย่างเคร่งครัดตามที่ทั้งสองฝ่ายได้บรรลุร่วมกัน ในการประชุมพิเศษ เมื่อวันที่ 28 ก.ค. 68 ณ เมืองปุตราจายา และการประชุมคณะกรรมการชายแดนทั่วไป (GBC) สมัยวิสามัญ เมื่อวันที่ 7 ส.ค. 68 ที่กรุงกัวลาลัมเปอร์ ประเทศมาเลเซีย มีเป้าประสงค์เพื่อเสริมสร้างบรรยากาศ ของความไว้วางใจ และความร่วมมือระหว่างกัน

6. ทั้งสองฝ่ายได้เน้นย้ำถึงพัฒนาการเชิงบวกและความก้าวหน้าที่เกิดขึ้นผ่านการปฏิสัมพันธ์เหล่านี้ ในการเสริมสร้างความร่วมมือในทุกภาคส่วน โดยมีเป้าหมายร่วมกันเพื่อกลับคืนสู่ภาวะปกติ

7. ทั้งสองฝ่ายย้ำถึงความสำคัญของการเก็บกู้ทุ่นระเบิดเพื่อมนุษยธรรม และเห็นชอบให้เสนอเรื่องนี้ ซึ่งอยู่ภายใต้อำนาจหน้าที่ของคณะกรรมการชายแดนทั่วไป (GBC) เข้าสู่การประชุม GBC ที่จะมีขึ้นในเร็ว ๆ นี้ ตามที่ทั้งสองฝ่าย ได้ตกลงร่วมกัน

8. ทั้งสองฝ่ายเห็นชอบในหลักการที่จะจัดตั้งชุดประสานงาน (Coordinating Group : CG) เพื่อเสริมสร้างการสื่อสารในทุกระดับ รวมถึงระหว่างผู้บังคับบัญชา คณะทำงานประสานงานชายแดน กองกำลังประจำพื้นที่ชายแดน และหน่วยปฏิบัติการตามแนวชายแดนไทย–กัมพูชา โดยมีเป้าหมายเพื่อแก้ไขทุกปัญหาด้วยสันติวิธีและหลีกเลี่ยงการปะทะ โดยรายละเอียดจะได้มีการหารือกันในการประชุมคณะกรรมการชายแดนส่วนภูมิภาค (RBC) ครั้งต่อไป ทั้งนี้ ในระหว่างรอการจัดตั้ง CG ให้ผู้บังคับบัญชาหน่วยประสานงานในพื้นที่ของทั้งสองฝ่าย ซึ่งรวมถึงหน่วยประสานงานชายแดนไทย-กัมพูชา ประจำพื้นที่ต่าง ๆ พบปะกันทุกสัปดาห์ หรือตามห้วงเวลาที่เหมาะสม

9. ทั้งสองฝ่ายได้ยืนยันความตั้งใจที่จะให้ความร่วมมือและทำงานร่วมกันในการปราบปรามและป้องกันอาชญากรรมข้ามชาติ ซึ่งรวมถึงการดำเนินการของแก๊งคอลเซ็นเตอร์ (การหลอกลวงออนไลน์) การค้ายาเสพติด การค้ามนุษย์ การลักลอบค้าอาวุธ และกิจกรรมอาชญากรรมข้ามแดนอื่นๆ โดยจะร่วมกันแสวงหามาตรการที่เป็นรูปธรรมและปฏิบัติได้จริงผ่านกรอบความร่วมมือที่มีอยู่แล้ว ประเด็นเหล่านี้ ซึ่งอยู่ภายใต้กรอบอำนาจหน้าที่ของคณะกรรมการชายแดนทั่วไป (GBC) ควรได้รับการพิจารณาในการประชุมคณะกรรมการชายแดนทั่วไป (GBC) ที่จะมีขึ้นในเร็ว ๆ นี้ ตามที่ทั้งสองฝ่ายได้ตกลงร่วมกัน

10. ทั้งสองฝ่ายได้ยืนยันถึงความสำคัญของการตอบสนองต่อการประท้วงเกี่ยวกับข้อพิพาทที่เกิดขึ้นตามแนวชายแดนอย่างรวดเร็วและมีประสิทธิผล และได้ตกลงที่จะนำประเด็นที่ไม่สามารถแก้ไขได้ในระดับคณะกรรมการชายแดนส่วนภูมิภาค (RBC) เสนอต่อการประชุมคณะกรรมการชายแดนทั่วไป (GBC) หรือกลไกอื่นที่เหมาะสมตามที่ทั้งสองฝ่ายเห็นชอบร่วมกัน

11. ให้มีการจัดการประชุมคณะกรรมการชายแดนส่วนภูมิภาค (RBC) ครั้งต่อไปภายในหนึ่งเดือนหลังจากการประชุมครั้งนี้ หรือตามความเหมาะสม โดยมีประเทศกัมพูชาเป็นเจ้าภาพ

นายมาริษ เสงี่ยมพงษ์ รัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้หารือทวิภาคีกับนางนาดา อัลนาชีฟ รองข้าหลวงใหญ่เพื่อสิทธิมนุษยชนแห่งสหประชาชาติ ณ สำนักงานใหญ่ สำนักงานข้าหลวงใหญ่เพื่อสิทธิมนุษยชนแห่งสหประชาชาติ นครเจนีวา

โดยแสดงความมุ่งมั่นของไทยในการยืนยันความมุ่งมั่นในการส่งเสริมและปกป้องสิทธิมนุษยชน ปฏิบัติตามหลักกฎหมายระหว่างประเทศ และพร้อมร่วมมืออย่างใกล้ชิดกับสำนักงานข้าหลวงใหญ่สิทธิมนุษยชนแห่งสหประชาชาติ

รัฐมนตรีว่าการกระทรวงการต่างประเทศ ใช้โอกาสเยือนเจนีวาเพื่อชี้แจงพัฒนาการล่าสุดสถานการณ์ชายแดนไทย–กัมพูชา โดยเพิ่มเติมจากที่เคยมีหนังสือถึงข้าหลวงใหญ่สิทธิมนุษยชนแห่งสหประชาชาติสองฉบับ เพื่อร้องเรียนการละเมิดกฎบัตรสหประชาชาติและกฎหมายสิทธิมนุษยชนระหว่างประเทศ เช่น ICCPR, CRC และ CEDAW รวมถึงการลักลอบวางทุ่นระเบิดในเขตไทยที่ทำให้ทหารไทยบาดเจ็บสาหัส และการใช้พลเรือน ผู้หญิงและเด็กเป็นแนวหน้าในการยั่วยุ รัฐมนตรีฯ ย้ำไทยยึดมั่นข้อตกลงหยุดยิง และเห็นพ้องกับรองข้าหลวงใหญ่ฯ ที่แสดงความห่วงใยและตอกย้ำพันธกรณีสิทธิมนุษยชน โดยเฉพาะข้อห้ามโฆษณาชวนเชื่อเพื่อสงคราม ทั้งสองฝ่ายยังแสดงความกังวลต่อการเผยแพร่ข้อมูลเท็จและการบิดเบือนที่อาจนำไปสู่การเผชิญหน้าเพิ่มขึ้น

Incident Report on the Thai-Cambodian Border Clashes

According to reports from the Ministry of Foreign Affairs, interviews with the Chief of Defence Forces, the Royal Thai Army, and the 2nd Army Area, the situation along the Thai-Cambodian border can be summarized as follows:

Overall Situation: Movements of Cambodian troops were observed in certain areas, along with two instances of drone sightings (2 drones) near the border. Both sides’ forces remain stationed at their respective defensive positions. Thai forces are maintaining personnel at observation points to monitor Cambodian activities and remain ready to respond as necessary.

The Royal Thai Army clarified the incident of a Thai soldier stepping on a landmine in the Prasat Ta Kwai area, Surin Province, confirming that Cambodian forces deliberately planted the landmine, which constitutes a violation of the ceasefire agreement and the Ottawa Convention.

The Army spokesperson reported that today (27 Aug 2025), Private Adisorn Pomklang, assigned to the 1st Infantry Battalion, 23rd Infantry Regiment, stepped on an anti-personnel landmine intentionally planted by Cambodian forces while on duty near Prasat Ta Kwai, Bak Dai Subdistrict, Phanom Dong Rak District, Surin Province, within Thai territory. He sustained severe injuries, resulting in the loss of his lower right leg.

This marks the 6th incident in total and the 3rd since the ceasefire agreement was reached between Thailand and Cambodia. This pattern demonstrates Cambodia’s persistent violations of the ceasefire and their continued non-compliance with obligations under the Ottawa Convention. Such repeated incidents along the border highlight Cambodia’s hostile intent and ongoing provocations against Thailand’s sovereignty, contradicting the ceasefire agreements achieved during the previous Extraordinary GBC Meeting. These events confirm Cambodia’s continuous use of weapons and deliberate escalation following the ceasefire.

It is believed that these landmines were systematically planned and planted along the border to deliberately threaten and harm Thai forces. The incident site is located well within Thai territory. Such actions significantly obstruct efforts to ease border tensions and peacefully resolve the situation.

Statement from the 2nd Army Area condemning Cambodia for violating the ceasefire by secretly placing landmines within Thai-controlled operational areas.

The 2nd Army Area strongly condemns Cambodia’s deliberate planting of landmines inside Thailand’s operational area, calling it a blatant ceasefire violation that undermines efforts to maintain peace along the Thai-Cambodian border.

Previously, there had been five separate incidents where Cambodian troops secretly planted landmines along Thai patrol routes, causing five Thai soldiers to lose limbs and injuring several others.

Most recently (27 Aug 2025), another incident occurred, the 6th in total, resulting in one Thai soldier sustaining critical injuries and losing his leg, while two others sustained minor injuries, at coordinates UA 24542 87382. Further inspection of the area revealed two additional PMN-2 anti-personnel landmines planted nearby. Furthermore, the blast site is only about 200 meters east of where another PMN-2 anti-personnel landmine was discovered on 21 Aug 2025.

Additionally, the areas surrounding Ta Muen and Ta Kwai Temples have seen three previous incidents of Thai troops stepping on landmines, one before the ceasefire and two afterward. Moreover, Thai forces have intercepted at least two attempts by Cambodian troops to bring additional landmines into the area:

A PMN-2 anti-personnel landmine was discovered abandoned between barbed wire fences on 21 Aug 2025.

On 22 Aug 2025, three PMN-2 anti-personnel landmines were thrown across the concertina wire into Thai territory.

These repeated incidents serve as clear evidence that the Cambodian military has no genuine intention of honouring the ceasefire agreements signed during the Extraordinary General Border Committee (GBC) and the Extraordinary Regional Border Committee (RBC) Meetings. Furthermore, they represent violations of the Ottawa Convention, breaching international norms and obstructing sustainable peace-building efforts.

Today (27 Aug 2025), General Songwit Noonpackdee, Chief of Defence Forces of the Royal Thai Armed Forces, addressed the press after attending the annual Indo-Pacific Chiefs of Defense Conference (CHODs 2025).

He stated that this meeting provided an opportunity to present factual information (TruthFromThailand) to all attending nations, focusing on Thailand’s efforts to protect national interests, safeguard civilian lives under international law, and maintain peace despite provocations. He highlighted Cambodia’s continued violations, including deliberate landmine use, disinformation campaigns, and violence against civilians. He emphasized that Thailand communicates professionally and will not tolerate threats to its sovereignty.

Regarding the construction of border fencing, General Songwit confirmed that the Royal Thai Army is actively strengthening border security in collaboration with the 1st and 2nd Army Areas. He further explained that yesterday (26 August 2025), General Manas Jandee, Chief of Joint Staff inspected the Nong Chan,area and confirmed it as Thai territory, stating that Thailand must establish secure barriers to protect its citizens and prevent future incursions. The Chief of Defence Forces fully supports the Royal Thai Army’s ongoing efforts.

"Joint Press Statement: Extraordinary Regional Border Committee (RBC) Meeting between Thailand’s 2nd Army Area and Cambodia’s 4th Military Region, 27 August 2025, Si Sa Ket Province, Thailand" — co-chaired by Lieutenant General Boonsin Padklang, Commander of the 2nd Army Area, and Lieutenant General Pov Heng, Commander of Cambodia’s 4th Military Region.

The meeting is aimed at fostering discussion and increasing confidence to de-escalate tension and maintain peace along the border using all necessary mechanism to resolve differences peacefully and avoid clashes in the spirit of good neighborliness, friendship, and solidarity. In this spirit both sides agreed as follows:

1. Both sides reaffirm the unwavering commitments to implementing decisions made at the Special Meeting on 28 July 2025 and the Extraordinary GBC Meeting on 7 August 2025.

2. Both sides agree to maintain regular communications between all military regions and army areas and units along the border of both sides and strive to resolve all issues peacefully and avoid clashes. Both sides underline the importance of further intensifying the communication at all levels in order to build trust, and promote good neighborliness.

3. Both sides also commit to refraining from disseminating false information or fake news in order to de-escalate tensions, rnitigate negative public sentiment and seek to establish practical measures to foster an environment conducive to peaceful dialogue.

4. Both sides agree not to expand the scope and scale of the disputes, including provocative activities by either military personnel or civilians that may escalate tensions.

5. Any actions to ensure safety, including patrols and the construction or enhancement of infrastructure or

fortifications, strictly of a non-offensive nature and confined strictly to one's own side, may be carried out by either side in full compliance of the terms of the ceasefire reached by both sides at the Special Meeting on 28 July 2025 in Putrajaya, and the Extraordinary GBC Meeting on 7 August 2025 in Kuala Lumpur,

Malaysia. This measure is intended to foster an atmosphere of mutual trust and cooperation between the two sides.

6. Both sides underscored the positive momentum and progress achieved through these engagements in advancing cooperation across all sectors, with the shared aim of returning to normalcy.

7. Both sides reaffirmed the importance of humanitarian demining and agreed to refer this issue, which falls under the mandate of the GBC, to the upcoming GBC Meeting, which is scheduled to take place soon, as

agreed by both sides.

8. Both sides agreed in principle to establish a Coordinating Group (CG) to enhance communication at all levels. including between commanders, border liaison working groups, standing forces in the bordetr areas, and operational units along the Cambodia-Thailand border, with the aim of resolving all issues peacefully and avoid clashes. The details will be discussed in the next RBC. In the interim, prior to the establishment of the CG, local task force cornmanders from both sides, including the Thailand-Cambodia and Cambodia-Thailand Border Coordination Units, will meet weekly or as appropriate, to resolve issues arising within their respective areas of responsibility.

9. Both sides reaffirmed their willingness to cooperate and collaborate with each other in combating and preventing transnational crimes, including call cenler operations (online scams), drug trafficking human trafficking, weapons trafficking, and other cross-border criminal activities by exploring concrete and practical cooperation through existing frameworks. These issues, which fall under the mandate of the GBC, should be addressed at the upcoming GBC Meeting, which is scheduled to take place soon, as agreed by

both sides.

10. Both sides reaffirmed the importance of an effective and prompt response to protests on any disputes arising along the border and agreed to refer the issues, which cannot be resolved at the Regional Border Committee (RBC) level, to the General Border Committee (CBC) Meeting or to other appropriate mechanisms as agreed by both sides.

11. The date of the next RBC meeting will be held within a month after this meeting, or as appropriate, with Carnbodia as the hosting state.

H.E. Mr. Maris Sangiampongsa, Minister of Foreign Affairs, held bilateral discussions with Ms. Nada Al-Nashif, Deputy High Commissioner for Human Rights, at the Headquarters of the Office of the United Nations High Commissioner for Human Rights in Geneva.

The Minister expressed Thailand’s firm commitment to promoting and protecting human rights and the critical importance of adhering to international human rights principles and law, while underscoring Thailand’s continued close cooperation with the Office of the High Commissioner for Human Rights.

The Minister used the opportunity of his visit to Geneva to share updates on the latest developments in the situation along the Thai-Cambodian border. This was in addition to two previous letters sent to the High Commissioner, regarding violations of the United Nations Charter and key international human rights laws, such as the International Covenant on Civil and Political Rights (ICCPR), the Convention on the Rights of the Child (CRC), and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), among others, by Cambodia, which includes the laying of landmines on Thai territory resulting in the injury and maiming of Thai soldiers as well as the use of civilians, women and children, in the frontlines to incite confrontation in the border area. The Minister also confirmed Thailand's firm commitment to the ceasefire between Thailand and Cambodia while both the Minister and the Deputy High Commissioner shared concerns and underscored the importance of key international human rights obligations under the ICCPR, which prohibits states from engaging in propaganda for war, expressing concern over the spread of disinformation and distortions that could escalate confrontation.
