ตามรายงานจากศบ.ทก.(ด้านความมั่นคง), กองบัญชาการกองทัพไทย ,กองทัพบก, กองทัพเรือ, กองทัพภาคที่ 2 , ได้สรุปเหตุการณ์บริเวณชายแดนไทย–กัมพูชา ดังนี้:

สถานการณ์โดยรวม ตรวจพบความเคลื่อนไหวทหารฝ่ายกัมพูชาในบางพื้นที่ ตรวจพบโดรน ในพื้นที่ตอนใน 1 ครั้ง 8 ลำ พื้นที่ ชายแดน 16 ครั้ง 67 ลำ ปัจจุบันกองกำลังทั้ง 2 ฝ่าย ยังคงวางกำลังตามแนวที่มั่นของตนเอง ฝ่ายไทยจัดกำลังพลประจำจุดเฝ้าตรวจตามเหตุการณ์ เพื่อติดตามความเคลื่อนไหวของฝ่ายตรงข้าม และเตรียมความพร้อมในการปฏิบัติตอบโต้ตามสถานการณ์

กองทัพภาคที่ 2 ได้จัดการประชุมคณะกรรมการชายแดนส่วนภูมิภาคไทย–กัมพูชา (Regional Border Committee : RBC) ระหว่างวันที่ 25 – 27 ส.ค. 68 ณ จุดผ่านแดนถาวรช่องสะงำ อ.ภูสิงห์ จ.ศรีสะเกษ โดยมีแม่ทัพภาคที่ 2 ทำหน้าที่ประธานคณะกรรมการฝ่ายไทย และผู้บัญชาการภูมิภาคทหารที่ 4 ทำหน้าที่ประธานคณะกรรมการฝ่ายกัมพูชา การประชุมในครั้งนี้มีวัตถุประสงค์เพื่อบรรลุข้อตกลงการหยุดยิงอย่างเป็นรูปธรรม โดยทั้งสองประเทศได้ให้คำมั่นร่วมกันในการปฏิบัติตามข้อตกลงที่กำหนด ได้แก่ การไม่ใช้อาวุธต่อกัน การไม่เคลื่อนย้ายหรือเสริมกำลัง การไม่ดำเนินการใดๆ ที่อาจก่อให้เกิดการยั่วยุซึ่งกันและกัน ตลอดจนการร่วมมือกันปฏิบัติตามกฎหมายมนุษยธรรมระหว่างประเทศอย่างเคร่งครัด

ทั้งนี้ การประชุมในวันนี้เป็นการประชุมระดับกองเลขานุการคณะกรรมการชายแดนส่วนภูมิภาคไทย–กัมพูชา เพื่อประสานรายละเอียดในการปฏิบัติและกำหนดแนวทางการดำเนินงานร่วมกัน อันจะนำไปสู่การประชุมอย่างเป็นทางการของคณะกรรมการในระดับสูงต่อไป

(เมื่อ 25 ส.ค.68 )กองบัญชาการป้องกันชายแดนจันทบุรีและตราด - ภูมิภาคทหารที่5 กองทัพบก กัมพูชา ร่วมประชุมหารือความร่วมมือส่วนภูมิภาค สมัยวิสามัญ ขอสรุปประเด็นสำคัญในการประชุมระหว่าง ผบ.กปช.จต. กับ ผบ.ภท.5 ทบ.กพช.

ก. การเสริมสร้างการสื่อสารและเพิ่มความไว้วางใจและความเชื่อมั่นซึ่งกันและกัน

1. ทั้งสองฝ่ายได้ย้ำถึงความมุ่งมั่นอย่างแน่วแน่ในการปฏิบัติตามข้อตกลงที่ได้มีขึ้นในการประชุมพิเศษเมื่อวันที่ 28 ก.ค.68และการประชุมคณะกรรมการชายแดนทั่วไป (GBC) สมัยวิสามัญ เมื่อวันที่ 7 ส.ค.68

2. ทั้งสองฝ่ายตกลงที่จะรักษาการสื่อสารอย่างสม่ำเสมอระหว่างภูมิภาคทหารและหน่วยทหารตามแนวชายแดนของทั้งสองฝ่าย และมุ่งแก้ไขปัญหาทั้งหมดด้วยสันติวิธี หลีกเลี่ยงการปะทะ โดยทั้งสองฝ่ายได้เน้นย้ำถึงความสำคัญของการเพิ่มพูนการสื่อสารในทุกระดับ

3. ทั้งสองฝ่ายยังให้คำมั่นว่าจะ ละเว้นการเผยแพร่ข้อมูลเท็จหรือข่าวปลอม ซึ่งอาจก่อให้เกิดความตึงเครียดหรือสร้างกระแสความไม่พอใจในสังคม และจะร่วมกันหามาตรการเชิงปฏิบัติเพื่อสร้างบรรยากาศที่เอื้อต่อการเจรจา

4. ทั้งสองฝ่ายตกลงที่จะไม่ขยายขอบเขตหรือเพิ่มความรุนแรงของข้อพิพาท รวมถึงจะละเว้นจากการดำเนินกิจกรรมใด ๆ ที่อาจเป็นการยั่วยุให้สถานการณ์บานปลายหรือทวีความตึงเครียดมากขึ้น

มาตรการใด ๆ เพื่อสร้างความปลอดภัยโดยฝ่ายใดฝ่ายหนึ่ง อาจดำเนินการได้โดยต้องสอดคล้องกับข้อตกลงการหยุดยิงที่ทั้งสองฝ่ายได้ตกลงไว้ วันที่ 28 ก.ค.68 และการประชุม GBC สมัยวิสามัญ เมื่อวันที่ 7 ส.ค.68 ที่กรุงกัวลาลัมเปอร์ ประเทศมาเลเซีย

5. ทั้งสองฝ่ายได้เน้นย้ำถึงแรงขับเคลื่อนเชิงบวกและความก้าวหน้าที่บรรลุขึ้น ผ่านการมีส่วนร่วมในทุกภาคส่วน โดยมีเป้าหมายร่วมกันเพื่อกลับคืนสู่ภาวะปกติ

ข. มาตรการความร่วมมือในทางปฏิบัติ

1. ทั้งสองฝ่ายยืนยันถึงความสำคัญของการเก็บกู้ทุ่นระเบิดเพื่อมนุษยธรรม และเห็นพ้องที่จะส่งเรื่องนี้ซึ่งอยู่ในอำนาจหน้าที่ของ GBC เข้าสู่การประชุม GBC ที่จะมีขึ้นในเร็ว ๆ นี้

2. ทั้งสองฝ่ายเห็นชอบในหลักการที่จะจัดตั้ง “กลุ่มประสานงาน (CG)” เพื่อเสริมสร้างการสื่อสารในทุกระดับ รวมถึงระหว่างผู้บังคับบัญชา คณะทำงานประสานงานชายแดน กองกำลังประจำการในพื้นที่ชายแดน และหน่วยปฏิบัติการตามแนวชายแดนกัมพูชา – ไทย โดยมีเป้าหมายเพื่อแก้ไขปัญหาด้วยสันติวิธีและหลีกเลี่ยงการปะทะ ทั้งสองฝ่ายยังพิจารณาถึงความเป็นไปได้ในการจัดตั้ง “คณะกรรมการชายแดนระดับตำบล (TBC)” ซึ่งประกอบด้วยภาครัฐและเอกชน

3. ทั้งสองฝ่ายยืนยันความตั้งใจที่จะร่วมมือและประสานงานกันในการต่อต้านและป้องกันอาชญากรรมข้ามชาติ อาทิ การดำเนินการของแก๊งคอลเซ็นเตอร์ (การหลอกลวงออนไลน์), การค้ายาเสพติด, การค้ามนุษย์, การลักลอบค้าอาวุธ และกิจกรรมอาชญากรรมข้ามพรมแดนอื่น ๆ โดยทั้งสองฝ่ายจะสำรวจแนวทางการปฏิบัติที่เป็นรูปธรรมผ่านกลไกความร่วมมือที่มีอยู่แล้ว ประเด็นเหล่านี้ซึ่งอยู่ในอำนาจหน้าที่ของ GBC ควรถูกหยิบยกขึ้นหารือในการประชุม GBC ที่จะมีขึ้นในเร็ว ๆ นี้

กองบัญชาการกองทัพไทย โดยหน่วยพัฒนาการเคลื่อนที่ 53 สำนักงานพัฒนาภาค 5 หน่วยบัญชาการทหารพัฒนาลงพื้นที่ตรวจติดตามความก้าวหน้าการปรับปรุงเส้นทางยุทธวิธีเพื่อสนับสนุนการปฏิบัติภารกิจของ กองกำลังสุรนารี ในพื้นที่ภูมะเขือ และซำแต อำเภอกันทรลักษ์ จังหวัดศรีสะเกษ และจัดกำลังพล ชุดบรรเทาสาธารณภัยเคลื่อนที่เร็ว พร้อมยุทโธปกรณ์ เข้าดำเนินการขนย้ายสิ่งของและรื้อถอนร้านสะดวกซื้อ สาขาสถานีบริการน้ำมัน ปตท.บ้านผือ ที่ได้รับความเสียหายจากเหตุปะทะตามแนวชายแดน เมื่อวันที่ 24 กรกฎาคม 2568 จากการถูกจรวด BM21 โจมตี โดยพร้อมดูแลความมั่นคงของชาติ และยืนเคียงข้างประชาชนในทุกสถานการณ์ เข้าช่วยเหลือ บรรเทาความเดือดร้อน พื้นที่ที่ได้รับผลกระทบให้ประชาชนชาวไทสามารถกลับมาดำเนินชีวิตได้อย่างปลอดภัย

Incident Report on the Thai-Cambodian Border Clashes

According to reports from the Ad Hoc Centre for Thailand–Cambodia Border Situation, the Royal Thai Armed Forces Headquarters, the Royal Thai Army, the Royal Thai Navy, and the 2nd Army Area, the situation along the Thai-Cambodian border can be summarized as follows:

Overall Situation

Movements of Cambodian troops were detected in several areas. A total of 68 drones were observed: 1 incident involving 8 drones in the inner area and 16 incidents involving 67 drones along the border. Both Thai and Cambodian forces remain stationed at their positions. The Thai side continues to deploy troops at observation points to monitor the opposing side’s activities and remains on alert to respond accordingly.

The 2nd Army Area hosted the Regional Border Committee (RBC) Meeting between Thailand and Cambodia from 25 to 27 August 2025 at the Chong Sa-ngam Permanent Border Checkpoint, Phu Sing District, Si Sa Ket Province. The meeting was chaired by the 2nd Army Area Commander on the Thai side and the 4th Military Region Commander on the Cambodian side. The meeting aims to achieve concrete agreements on the ceasefire, with both countries committing to: (1) No use of weapons against each other, (2) No troop movements or reinforcements, (3) No actions that could provoke tensions, and (4) Strict compliance with international humanitarian law.

Today's session focused on the Secretariat-level meeting to coordinate operational details and prepare for the higher-level RBC conference.

On 25 August 2025, the Chanthaburi and Trat Border Defense Command and Cambodia’s 5th Military Region held an extraordinary Regional Border Committee (RBC) Meeting. Below are the key highlights of the discussion between the Commander of the Chanthaburi and Trat Border Defense Command and the Commander of Cambodia’s 5th Military Region:

A. Strengthening communication, trust, and confidence

• Both sides reaffirmed their commitment to the agreements made during the 28 July 2025 Special Meeting and the 7 August 2025 Extraordinary GBC Meeting in Kuala Lumpur, Malaysia.

• Both sides agreed to maintain regular communication between military regions and border units, aiming to resolve all issues peacefully and avoid clashes, emphasizing the importance of enhanced communication at all levels.

• Both sides pledged to refrain from spreading false information or disinformation that could cause tension or public unrest and will cooperate to establish joint measures that promote an atmosphere conducive to dialogue.

• Both parties agreed not to escalate or intensify disputes and to refrain from any provocative activities. Any security measures taken must strictly comply with the ceasefire agreements reached on 28 July 2025 and 7 August 2025.

• Both sides stressed the importance of continued positive engagement and the collective goal of restoring normalcy.

B. Practical cooperation measures

• Both sides reaffirmed the importance of humanitarian demining and agreed to raise the matter for further coordination during the upcoming GBC meeting.

• Both sides agreed in principle to establish a Coordination Group (CG) to enhance communication at all levels, including among commanders, border coordination working groups, deployed units, and operational forces along the Thai-Cambodian border. They also discussed the potential formation of Township Border Committees (TBC) involving local authorities and the private sector.

• Both sides committed to cooperating against transnational crimes, including call center scams and online fraud, narcotics trafficking, human trafficking, illegal arms trade, and other cross-border crimes.

These topics, under the authority of the GBC, will be addressed in the upcoming meeting.

The Royal Thai Armed Forces Headquarters by Mobile Development Unit 53, 5th Regional Development Office, conducted on-site inspections of tactical route improvements supporting Suranaree Task Force operations in Phu Makua and Sam Tae, Kantharalak District, Si Sa Ket Province. Rapid-response disaster relief teams, equipped with machinery and vehicles, were also deployed to remove damaged structures and clear debris at the PTT Ban Phue gas station convenience store, which was destroyed during the BM-21 rocket attack on 24 July 2025.

The Royal Thai Armed Forces remain committed to safeguarding national security, providing humanitarian assistance, and helping affected residents restore safe living conditions in all impacted areas.
