ตามรายงานจาก ศูนย์ปฏิบัติการกองทัพภาคที่ 2 ได้สรุปเหตุการณ์บริเวณชายแดนไทย–กัมพูชา ดังนี้:

ทบ.ชี้แจงเหตุกำลังพลเหยียบกับระเบิดในพื้นที่ จ.ศรีสะเกษ ชี้ชัดกัมพูชาละเมิดอนุสัญญาออตตาวา ซึ่งสอดคล้องกับการพบทุ่นระเบิดในที่มั่นทหารกัมพูชาจำนวนมาก

เมื่อ 9 ส.ค. 68 เวลา 10.00 น. กำลังพลกำลังพลของกองร้อยทหารราบที่ 111 กองกำลังสุรนารี ปฏิบัติภารกิจลาดตระเวนเส้นทางเพื่อเสริมความมั่นคง พื้นที่รอยต่อบ้านโดนเอาว์–บ้านกฤษณา จ.ศรีสะเกษ เหยียบกับระเบิด ทำให้บาดเจ็บ 3 นาย ได้แก่ จ.ส.อ. ธานี พาหา ข้อเท้าซ้ายขาด, พลฯ ภาคภูมิ ไชยสุระ บาดเจ็บแขนและหลัง, และ พลฯ ธนันชัย ไกรวงค์ บาดเจ็บแก้วหู ทั้งหมดได้รับการปฐมพยาบาล ส่ง รพ.ภาคสนาม และส่งต่อ จ.ส.อ. ธานี พาหา ไปรักษาเร่งด่วน ที่ รพ.สรรพสิทธิประสงค์ จ.อุบลราชธานี

โฆษก ทบ. ระบุว่า เหตุการณ์ดังกล่าวอาจทำให้สังคมทั้งในประเทศและต่างประเทศเห็นได้ชัดว่า การใช้อาวุธต่อกันในพื้นที่ชายแดนยังคงมีอยู่ในลักษณะการ ซ่อนรูป และถือเป็นการกระทำที่ฝ่าฝืน อนุสัญญาออตตาวา ของฝ่ายกัมพูชาอย่างชัดเจน

รองโฆษก ทบ. ชี้แจงเสริมว่า เมื่อ 4 ส.ค. 68 หน่วยทหารช่างได้เคลียร์พื้นที่ภูมะเขือ อ.กันทรลักษ์ จ.ศรีสะเกษ ซึ่งเคยเป็นที่มั่นของทหารกัมพูชา พบทุ่นระเบิดสังหารบุคคล PMN-2 จำนวน 18 ทุ่น (16 ทุ่นบรรจุในกระสอบ ยังไม่พร้อมระเบิด และ 2 ทุ่นวางรอบบ่อน้ำ พร้อมระเบิด) รวมถึงพบกระสุนและจรวด RPG จำนวนมาก โดยได้เก็บกู้ทั้งหมดแล้ว ซึ่งจากหลักฐานดังกล่าวถือเป็นการกระทำที่ฝ่าฝืนอนุสัญญาออตตาวาของฝ่ายทหารกัมพูชาอย่างชัดเจน

กระทรวงต่างประเทศแถลงการณ์ เรื่องการประท้วงต่อเหตุการณ์ครั้งที่ 3 ในการใช้ทุ่นระเบิดสังหารบุคคล

รัฐบาลไทยขอประณามอย่างรุนแรงที่สุดต่อการใช้ทุ่นระเบิดสังหารบุคคล ซึ่งถือเป็นการละเมิดอธิปไตยและบูรณภาพแห่งดินแดนของไทย เป็นการกระทำที่ขัดต่อหลักการพื้นฐานที่สำคัญของกฎหมายระหว่างประเทศที่ระบุไว้ในกฎบัตรสหประชาชาติ กฎหมายมนุษยธรรมระหว่างประเทศ และเป็นการละเมิดพันธกรณีภายใต้อนุสัญญาห้ามทุ่นระเบิดสังหารบุคคล (อนุสัญญาออตตาวา) อย่างชัดเจน ไทยอยู่ระหว่างการมีหนังสือประท้วงเรื่องดังกล่าวไปยังกัมพูชา และประธานอนุสัญญาออตตาวา

รวมผู้อพยพทั้งสิ้น 34,437 คน

ในด้านการช่วยเหลือพี่น้องประชาชน กองทัพภาคที่ 2 จะดำเนินการหารือร่วมกับส่วนราชการจังหวัดทั้ง 4 จังหวัด ที่รองรับประชาชนในศูนย์พักพิง เพื่อประเมินสถานการณ์ ความปลอดภัยในแต่ละพื้นที่อย่างรอบด้าน โดยมีเป้าหมายเพื่อกำหนดจุดหรือพื้นที่ที่ปลอดภัยเพียงพอต่อการอพยพพี่น้องประชาชนกลับภูมิลำเนา โดยเน้นย้ำให้ประชาชนติดตามข่าวสารจาก ผู้นำชุมชนอย่างเคร่งครัด

Incident Report on the Thai-Cambodian Border Clashes

According to the report from the 2nd Army Area Operations Center of the Royal Thai Army, the situation along the Thailand-Cambodia border is summarized as follows:

The Royal Thai Army confirmed that RTA personnel stepped on a landmine in Si Sa Ket Province, clearly indicating Cambodia’s violation of the Ottawa Convention. This corresponds with the discovery of numerous landmines in former Cambodian military positions.

On 9 August 2025 at 10.00 hrs, personnel from the 111th Infantry Company, Suranaree Task Force, were conducting a route patrol to reinforce security between Ban Don Aow and Ban Kritsana, Si Sa Ket Province, when a military personnel stepped on a landmine. This incident resulted in three military personnel being injured: Sergeant Major First Class Thani Paha, who sustained a left foot amputation at the ankle; Private Phakphoom Chaisura, who sustained injuries to his arms and back; and Private Thananchai Kraiwong, who suffered compression injuries and eardrum damage.

All injured personnel received first aid in the area before being transported to a military field hospital. SM1 Thani Paha was urgently transferred to Sunphasitthiprasong Hospital, Ubon Ratchathani Province.

The Royal Thai Army Spokesperson stated that this incident clearly demonstrates to both domestic and international audiences that the use of weapons along the border continues in concealed forms. It constitutes an unequivocal violation of the Ottawa Convention by the Cambodian side.

The Deputy Army Spokesperson added that on 4 August 2025, military engineer units conducted area clearance and security enhancement operations in the Phu Makua area, Kantharalak District, Si Sa Ket Province, which had previously served as a Cambodian military stronghold. The inspection uncovered 18 PMN-2 anti-personnel mines — 16 packed in sacks in a non-explosive state and 2 placed above ground in an armed condition — along with numerous grenade launcher rounds and RPG rockets. All munitions were safely disposed of. These findings provide clear and tangible evidence of Cambodia’s violation of the Ottawa Convention.

The Ministry of Foreign Affairs issued a Statement on Protest against the 3rd Incidence of the Use of Anti-Personnel Mines.

The Royal Thai Government condemns in the strongest terms the use of anti-personnel mines. Such an act is a clear violation of the sovereignty and territorial integrity of the Kingdom of Thailand, which is an outright breach of the principles that are fundamental to international law and international humanitarian law enshrined in the United Nations Charter, as well as a clear violation of the obligations under the Anti – Personnel Mine Ban Convention (Ottawa Convention). Thailand is lodging a further protest against Cambodia on this matter, and as a State Party, will take action in accordance with the said Convention.

For civilian assistance, the 2nd Army Area will coordinate with provincial authorities in the four host provinces to conduct comprehensive assessments of safety in each area. The aim is to designate secure zones to facilitate the safe return of evacuees to their homes. Civilians are urged to follow updates from community leaders closely.
