7 ส.ค. ที่ประเทศมาเลเซีย ผู้สื่อข่าวรายงานการประชุมคณะกรรมการชายแดนทั่วไป (General Border Committee: GBC) ไทย - กัมพูชา สมัยวิสามัญ ใช้เวลากว่า 1 ชั่วโมง โดย 2 ฝ่ายเห็นพ้องแนวทางการปฏิบัติตามข้อตกลงหยุดยิง 13 ข้อระหว่างกัน ซึ่งเป็นแนวทางที่ทุกหน่วยงานที่เกี่ยวข้องของฝ่ายไทยร่วมจัดทำกับฝ่ายเลขานุการของคณะกรรมการฯ ฝ่ายกัมพูชา

จากนั้น พลเอกณัฐพล นาคพาณิชย์ รัฐมนตรีช่วยว่าการกระทรวงกลาโหม รักษาราชการแทนรัฐมนตรีว่าการกระทรวงกลาโหม และ พลเอกเตีย เสรย-ฮา รองนายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงกลาโหมกัมพูชา ได้ร่วมลงนามบันทึกผลการประชุม

พลเอกณัฐพลแถลงว่า เมื่อช่วงเช้าที่ผ่านมาได้พบกับดาโตะ เซอรี อันวาร์ อิบราฮิม นายกรัฐมนตรีมาเลเซีย ซึ่งมี พลเอก เตีย เซ็ยฮา รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหมกัมพูชา เข้าร่วมด้วย การหารือเป็นไปอย่างฉันมิตร โดยนายกรัฐมนตรีมาเลเซียยินดีที่เห็นการหยุดยิงและความคืบหน้าที่ดีในการหารือกรอบ GBC ไทย-กัมพูชาครั้งนี้ ถือเป็นก้าวที่สำคัญในการปฏิบัติตามการหยุดยิง

ทั้งนี้ นายกรัฐมนตรีมาเลเซียได้ยืนหยัดชัดเจนว่า ได้มีการหารือกับผู้นำประเทศสมาชิกอาเซียนต่าง ๆ แล้วและเห็นตรงกันว่า การแก้ปัญหาชายแดนไทย-กัมพูชาเป็นเรื่องทวิภาคีระหว่างไทยกับกัมพูชา ซึ่งสอดคล้องกับแนวทางของไทย ทางมาเลเซียจะเพียงช่วยประสานงานให้ทั้งสองฝ่าย หารือเพื่อแก้ไขปัญหากันเอง โดยมีอาเซียนสนับสนุน

นอกจากนี้ นายกรัฐมนตรีมาเลเซียยินดีที่การประชุม GBC ไทย-กัมพูชาเห็นพ้องกันในเรื่องของคณะผู้สังเกตการณ์ชั่วคราวที่นำโดยผู้ช่วยผู้ทหารมาเลเซีย และประกอบด้วยผู้ช่วยทูตทหารจากประเทศสมาชิกอาเซียนเท่านั้น โดยสหรัฐฯ กับจีนจะไม่เข้าร่วม แต่ยินดีสนับสนุนตามที่ไทย-กัมพูชาเห็นสมควร

พลเอกณัฐพลยังกล่าวขอบคุณมาเลเซียที่เป็นคนกลางและช่วยประสานงานให้การประชุมครั้งนี้ผ่านไปเรียบร้อย โดยมีสหรัฐฯ และจีนร่วมสังเกตการณ์เช่นเดียวกับการประชุมพิเศษเมื่อ 28 กรกฎาคม 2568 โดยเป็นระดับเอกอัครราชทูต

การประชุม GBC ครั้งนี้เป็นการติดตามประเด็นต่าง ๆ ที่ผู้นำไทยและกัมพูชาได้หารือเมื่อ 28 กรกฎาคม ซึ่งทั้งสองฝ่ายได้ตกลงให้มีการหยุดยิง และตนได้ย้ำในที่ประชุมว่า ตั้งแต่เวลาเที่ยงคืนของวันที่ 28 กรกฎาคม ฝ่ายไทยปฏิบัติตามสิ่งที่ผู้นำทั้งสองเห็นชอบร่วมกันเรื่องการหยุดยิงอย่างเคร่งครัด แต่พบว่าฝ่ายกัมพูชามีการละเมิดหยุดยิงหลังเที่ยงคืนของวันที่ 28 กรกฎาคม ซึ่งไทยใช้ความอดทนอดกลั้นที่สุด และตอบโต้เพื่อป้องกันตนเองเท่านั้น แม้ปัจจุบันสถานการณ์ชายแดนมีความสงบ แต่พบว่ากัมพูชายังเสริมกำลังเข้าไปในพื้นที่ และยังมีการใช้อากาศยานไร้คนขับเข้ามาสอดแนมในพื้นที่ต่าง ๆ ของไทย ซึ่งเป็นการกระทำที่ยั่วยุและอาจทำให้เกิดความเข้าใจผิดระหว่างกัน

นอกจากนี้ ยังมีการเผยแพร่ข้อมูลและข่าวที่บิดเบือน ไม่สร้างสรรค์ ไม่ช่วยให้สร้างบรรยากาศที่เอื้ออำนวยต่อการเจรจาและฟื้นฟูความไว้วางใจ

สำหรับการประชุม GBC ครั้งนี้ ฝ่ายกัมพูชาระดับนโยบายได้แสดงให้เห็นความจริงใจต่อมาตรการหยุดยิงที่ได้ตกลงกันไว้ การกระทำที่ละเมิดการหยุดยิงที่กล่าวมาข้างต้น อาจเป็นการดำเนินการโดยพละการของหน่วยงานในพื้นที่ ดังนั้น เจตนารมณ์ของตนที่เข้าประชุมวันนี้ คือ การหารือกับฝ่ายกัมพูชาอย่างตรงไปตรงมา ด้วยความจริงใจและสุจริตของทั้งสองฝ่าย เพื่อหาแนวทางที่จะทำให้การหยุดยิงให้เดินหน้าต่อไปอย่างยั่งยืน เพื่อนำสันติภาพและความสงบมาสู่ชายแดนไทย-กัมพูชาอีกครั้ง โดยมีวัตถุประสงค์เพื่อประโยชน์ของประชาชนสองประเทศ จะได้กลับมาใช้ชีวิตเป็นปกติ

สำหรับผลการประชุมที่สำคัญในครั้งนี้ สิ่งที่ทั้งสองฝ่ายเห็นชอบร่วมกัน คือ

1. ทั้งสองฝ่ายตกลงยึดมั่นเรื่องการหยุดยิงอย่างเคร่งครัด ซึ่งต้องครอบคลุมอาวุธทุกประเภท และคงกำลังไว้ในที่ตั้งเดิมนับตั้งแต่วันที่หยุดยิง โดยไม่มีการเสริมกำลังเพิ่มเติม

2. ให้มีคณะผู้สังเกตการณ์ชั่วคราว คือ ผู้ช่วยทูตทหารประเทศอาเซียนประจำประเทศไทยและกัมพูชา นำโดยผู้ช่วยทูตทหารมาเลเซียเข้าไปสังเกตการณ์พื้นที่อย่างสม่ำเสมอ โดยจะไม่มีการข้ามแดน และมีการประสานงานอย่างใกล้ชิดกับคณะกรรมการชายแดนส่วนภูมิภาค หรือ RBC และ GBC ในแต่ละประเทศ เพื่อให้มั่นใจว่า ไม่มีการละเมิดการหยุดยิงโดยฝ่ายใดฝ่ายหนึ่ง

3. ทั้งสองฝ่ายจะหลีกเลี่ยงการกระทำที่เป็นการยั่วยุ ทั้งทางทหารและการให้ข้อมูลบิดเบือน หรือข่าวเท็จ เพื่อเสริมสร้างบรรยากาศอำนวยการพูดคุย เพื่อหาทางออกโดยสันติ

4. ทั้งสองฝ่ายจะปฏิบัติตามกฏหมายมนุษยธรรมระหว่างประเทศอย่างเคร่งครัด โดยในช่วงเฉพาะหน้าจะเก็บร่างผู้เสียชีวิตส่งกลับประเทศ และประกอบพิธีอย่างมีเกียรติ มีศักดิ์ศรี ส่วนการส่งกลับเชลยศึกตามหลักกฎหมายระหว่างประเทศ จะให้ส่งกลับทันทีที่มีการยุติการใช้กำลังโดยสมบูรณ์ ซึ่งเป็นไปตามอนุสัญญาเจนีวา ฉบับที่ 3 โดยระหว่างนี้ ตนได้ยืนยันว่า ฝ่ายไทยได้ให้การดูแลบุคคลเหล่านี้ตามหลักกฏหมายมนุษยธรรมระหว่างประเทศอย่างครบถ้วน

5. ทั้งสองฝ่ายจะรักษาช่องทางการพูดคุย และการใช้กลไกทวีภาคีที่มีอยู่ ในการแก้ปัญหาที่อาจเกิดขึ้น ไม่ให้ลุกลามบานปลาย โดยหลังจากนี้ จะมีการประชุม RBC ภายในสองสัปดาห์ เพื่อประสานงานการปฎิบัติตามสิ่งที่ได้ตกลงกันไว้ นอกจากนี้ จะมีการประชุม GBC อีกครั้งในอีก 1 เดือนข้างหน้า เพื่อติดตามความคืบหน้าการผลประชุมครั้งนี้

ตนยังได้หยิบยกอีก 2 ประเด็นสำคัญ ซึ่งฝ่ายกัมพูชายังไม่ตอบรับ โดยขอให้มีการประชุมครั้งนี้เน้นเฉพาะการหยุดยิงก่อน และขอให้นำไปหารือการประชุม GBC ครั้งต่อไป คือ

1. ความร่วมมือในการเก็บกู้ทุ่นระเบิด ซึ่งเป็นปัจจัยสำคัญที่ทำให้เกิดความตึงเครียด จนนำไปสู่การใช้กำลังระหว่างกัน เรื่องนี้ฝ่ายไทยพร้อมให้ความร่วมมือกับกัมพูชา ในการเก็บกู้ทุ่นระเบิดในพื้นที่ที่มีการปะทะ และพื้นที่อื่นๆตลอดแนวชายแดน เพื่อความปลอดภัยของประชาชนทั้งสองฝ่าย

2. ความร่วมมือในการปราบปรามอาชญากรรมข้ามชาติ โดยเฉพาะการหลอกลวงออนไลน์ หรือ ออนไลน์สแกม ซึ่งส่งผลต่อประชาชนคนไทยและประเทศอื่นในภูมิภาคอย่างกว้างขวาง

“ผมขอย้ำอีกครั้งว่า สิ่งที่ทั้งสองฝ่ายได้หารือและเห็นพ้องกันในวันนี้ จะเกิดผลที่เป็นรูปธรรมได้ ต้องอาศัยความร่วมมือและความจริงใจของสองฝ่าย ขอยืนยันว่าฝ่ายไทยจะยึดมั่นในการให้ความร่วมมือ และการพูดคุยอย่างสุจริตใจ และจริงใจต่อไป บนพื้นฐานของการเป็นเพื่อนบ้านที่ดี และหวังว่าฝ่ายกัมพูชาจะปฏิบัติตามเช่นเดียวกัน ท้ายที่สุด ไทยและกัมพูชาเป็นประเทศเพื่อนบ้านที่มีพรมแดนติดกัน ย้ายหนีจากกันไม่ได้ เราเป็นสมาชิกของครอบครัวอาเซียนด้วยกัน หากทั้งสองประเทศสามารถแก้ปัญหาต่าง ๆ ได้อย่างรวดเร็ว ก็จะนำสันติภาพมาสู่พื้นที่ชายแดน และประชาชนของทั้งสองประเทศก็จะได้กลับมาใช้ชีวิตเป็นปกติอย่างสงบสุขอีกครั้ง“ พลเอก ณัฐพล กล่าว

จากนั้น สื่อมวลชนสอบถามว่า การประชุมคณะกรรมาธิการปักปันเขตแดน (JBC) จะมีอีกครั้งหรือไม่ และฝ่ายกัมพูชาส่งสัญญาณอย่างไร พล.อ.ณัฐพล กล่าวว่า สำหรับการประชุม GBC ที่มีรัฐมนตรีว่าการกระทรวงกลาโหมเป็นประธาน และการประชุม RBC ที่มีแม่ทัพภาคฝ่ายไทย และผู้บัญชาการภูมิภาคทหารฝ่ายกัมพูชา เป็นประธาน จะเห็นได้ว่าประชุมโดยทหารเป็นประธาน

ส่วนการประชุม JBC ที่มีกระทรวงการต่างประเทศเป็นเจ้าของเรื่อง โดยการประชุม JBC เมื่อ 14 มิถุนายน ที่ผ่านมา ได้มีการนัดหมายจะมีการประชุมเดือนกันยายนนี้ จึงยึดตามที่มีการประชุมครั้งนั้นเป็นหลัก ซึ่งเราแยกดำเนินการ

สำหรับการประชุมในวันนี้ไม่ได้มีการประชุมเรื่อง JBC แต่เราคำนึงว่า การประชุม JBC จะมีในเดือนกันยายน

เมื่อถามถึงกรอบเวลาในการติดตามข้อตกลงหยุดยิง และจะพิจารณาให้ประชาขนกลับบ้านอย่างไร พลเอก ณัฐพลระบุว่า การประชุม GBC ในวันนี้ ตนและรัฐมนตรีว่าการกระทรวงกลาโหมกัมพูชาได้ลงนามบันทึกผลการประชุมไปแล้ว ซึ่งจะเป็นกรอบการประชุม RBC ที่จะเกิดขึ้นภายใน 2 สัปดาห์ข้างหน้า และจะลงรายละเอียดภายในกรอบที่ได้ตกลงกัน และหลังจากนั้นอีก 1 เดือน จะมีการประชุม GBC วิสามัญ เพื่อติดตาม

“แต่ในกรณีที่เกิดเหตุไม่พึงประสงค์ มีการปะทะกันเกิดขึ้น จะมีการประชุม GBC วิสามัญ เพื่อแก้ปัญหาดังกล่าว” พลเอกณัฐพลกล่าว

สำหรับประชาชนที่จะกลับภูมิลำเนา ปัจจุบัน ทาง ศบ.ทก. ได้กำหนดให้ผู้ว่าฯ แต่ละจังหวัดประสาน ผู้บัญชาการหน่วยทหารในพื้นที่ได้โดยตรง เพราะสถานการณ์แต่ละจังหวัดไม่เท่ากัน จังหวัดใดมีความพร้อมก็สามารถกลับภูมิลำเนาได้ แต่สิ่งที่กองทัพห่วงใย คือ ปัจจุบันมีกระสุนและจรวดที่ฝ่ายกัมพูชายิงมาตกในชุมชน และอาจยังหลงเหลืออยู่ จึงเร่งสำรวจ ดังนั้นประชาชนที่กลับภูมิลำเนาแล้ว หากพบเห็นวัตถุระเบิดดังกล่าวให้แจ้งหน่วยทหารและตำรววจในพื้นที่ เพื่อดำเนินการเก็บกู้ระเบิดเพื่อความปลอดภัย

The Extraordinary Session of the General Border Committee (GBC) Meeting between Thailand and Cambodia concludes with a ceasefire implementation agreement, establishment of an interim observer team, prohibition on provocation or dissemination of false news, adherence to humanitarian law and use of bilateral channels to resolve further incidents, engaging RBC discussions to support ceasefire implementation, while "Big Lek" reveals Cambodia has yet to agree on demining or cracking down on call center gangs, with the next GBC meeting with the Governor considering the return of villagers to their hometowns

On 7 August 2025, media outlets have reported from Malaysia on the Extraordinary Session of the General Border Committee (GBC) Meeting between Thailand and Cambodia, which lasted over an hour and saw both sides agreeing on a 13-point ceasefire implementation agreement, developed jointly by the Secretariats of both sides.

Following these discussions, General Nattaphon Narkphanit, Deputy Minister of Defence and Acting Minister of Defence, and General Tea Seiha, Deputy Prime Minister and Minister of Defence of Cambodia both signed the agreed minutes of the said meeting.

General Nattaphon shared further with the media that he also met with Malaysian Prime Minister Dato' Seri Anwar Ibrahim this morning, and was joined by Cambodian Deputy Prime Minister and Minister of Defense, General Tea Seiha. The discussions among them were friendly, and the Malaysian Prime Minister expressed his support for the ceasefire and the positive progress made in the GBC negotiations between Thailand and Cambodia, which he considers an important step in implementing the ceasefire.

The Malaysian Prime Minister also shared that he held discussions with ASEAN leaders and agreed that resolving the Thai-Cambodian border issue was a bilateral matter between Thailand and Cambodia, which is in line with Thailand's approach. Malaysia would only assist in coordinating the discussions between the two sides as deemed necessary.

Furthermore, the Malaysian Prime Minister welcomed the agreement on an interim observer team led by the Malaysian defence attaché and comprising only the defence attachés from ASEAN member countries. The United States and China will not participate, but are willing to provide any support that Thailand and Cambodia deem appropriate.

In this regard, General Nattaphon thanked Malaysia for facilitating today's meeting, which concluded successfully, while the United States and China also participated as ambassador-level observers, similar to the special meeting that was held on 28 July 2025.

This Extraordinary Session of the GBC Meeting between Thailand and Cambodia followed up on various issues discussed by the Thai and Cambodian leaders on 28 July 2025. He reiterated that, since midnight of 28 July 2025, Thailand has strictly adhered to the ceasefire agreed between the two leaders. However, Cambodian ceasefire violations were observed after midnight on 28 July 2025, and Thailand exercised the utmost restraint in responding only in self-defense. Furthermore, distortions in information and news did not contribute to a conducive atmosphere for negotiations and the restoration of trust.

However, at this Extraordinary Session of the GBC Meeting, Cambodian policymakers demonstrated their sincerity towards committing to the ceasefire implementation agreemen, which should be carried out in a sustainable manner to return peace to the Thai-Cambodian border. This is for the benefit of the people of both countries, who will be able to return to normal life.

The following are the key outcomes of today’s meeting:

1. Both sides agreed to strictly adhere to the ceasefire, covering all types of weapons, and to maintain troops at their current locations from the date of the ceasefire without any further reinforcement.

2. An interim observer team, consisting of the ASEAN Defence Attachés to Thailand and Cambodia, led by the Malaysian Defence Attaché, will be formed to observe the respective border areas regularly without border crossings, in close coordination with the RBCs and the GBCs in each country to ensure that the ceasefire is not violated by either side.

3. Both sides will refrain from provocative actions, including military actions and disinformation or false news, to foster an atmosphere conducive to dialogue and peaceful resolution.

4. Both sides will strictly adhere to international humanitarian law. During the immediate period, the bodies of the deceased will be collected and repatriated to their countries in a dignified manner. Repatriation of prisoners of war, in accordance with international law, will occur immediately after the complete cessation of active hostilities, in accordance with the Third Geneva Convention. In the meantime, Thailand has provided full care to these individuals in accordance with international humanitarian law.

5. Both sides will maintain communication channels and utilize existing bilateral mechanisms to resolve any potential issues that arise to prevent further escalation. A meeting of the RBC will be held within two weeks to coordinate implementation of the agreement. A further meeting of the GBC will be held in a month to also follow up on the progress of this meeting.

There are two important related issues which Cambodia has yet to respond to but which will be discussed at the next GBC meeting, namely:

1. Cooperation on demining, a key factor that has led to the use of force between the two countries. Thailand is ready to cooperate with Cambodia in demining areas where clashes have occurred and other areas along the border to ensure the safety of both sides.

2. Cooperation in suppressing transnational organized crime, particularly online scams, which has a widespread impact on the Thai people and other countries in the region.

“I would like to reiterate that what both sides discussed and agreed upon today will yield tangible results. This requires cooperation and sincerity. I reaffirm that the Thai side will continue to uphold honest and sincere cooperation and dialogue on the basis of good neighborliness. I hope that Cambodia will do the same. Ultimately, Thailand and Cambodia are neighbors sharing a common border and cannot be separated from each other. We are members of the same ASEAN family. If both countries can resolve these issues quickly, it will bring peace to the border areas and allow the people of both countries to return to normal, peaceful life," said General Nattaphon.

Following media questions about whether there will be another meeting of the Joint Boundary Commission (JBC), General Nattaphon stated that the JBC meeting, which is chaired by the Ministry of Foreign Affairs, is scheduled for September. Although today’s meeting did not address the JBC, but we are mindful that the JBC meeting will take place in September.

When asked about the timeframe for following up on the ceasefire agreement and how to consider the issue of citizens’ return to their home, General Nattaphon stated that the RBC meeting will take place within the next two weeks, with a GBC meeting held one month later to follow up.

“However, in the event of an unforeseen incident or clash, another Extraordinary Session of the GBC Meeting will be held to address the issue,” said General Nattaphon.

For people returning to their hometowns, the Adhoc Centre for the Thailand-Cambodia Situation has directed provincial governors to coordinate directly with local regional commanders. Given the varying situation in each province, any province that is ready to have their citizens return can do so. However, the army is still concerned about the presence of shells and rockets fired by the Cambodian side that may still be in the community. Therefore, they are urgently conducting a survey and if any citizens who have returned to their hometowns encounter such explosives, they should immediately notify the local military and police units to defuse them safely.
